CALL TO ORDER The meeting was called to order by Ramiro Munoz at 1:31 p.m. in the Council Chambers on the first floor of City Hall. II. ROLL CALL Board Members Present Clarissa Beltran Peggy E. Mettlen Ramiro Munoz III Shane Torno Board Members Absent Shawn Bodine Michael A. McCauley Randal Salazar A motion was made by Shane Torno, and seconded by Peggy Mettlen to excuse absences from the Regular Meeting on November 21, 2013. The board will hold off making a motion and discussion to allow staff to locate an email notification from Michael A. McCauley that he will not be attending the Regular Meeting of September 26, 2013. Staff did locate and confirm email sent from Mr. McCauley on September 26, 2013. Staff Present Teena Houston, Code Enforcement Supervisor/Board Liaison, (NSD) Deborah Brown, Assistant City Attorney Laura Rickerson, Code Enforcement Officer, (NSD) Ronald Arispe, Code Enforcement Officer, (NSD) III. MINUTES A motion was made by Peggy Mettlen, and seconded by Shawn Bodine to approve the minutes of the Regular Meeting of November 21, 2013. A roll call vote was taken and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for discussion and information regarding cases for 2012 to present. 1 V. NEW BUSINESS 1. 1120-1124 Agnes St. commercial (Chamberlin's, Lot 1-4 Block 6) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno, seconded by Peggy Mettlen to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1120-1124 Agnes St. commercial, (Chamberlin's, Lot 1-4 Block 6). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 2. 414 Clifford St. residence, (Del Mar, Lot 4 Block 23) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno seconded by Peggy Mettlen to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 414 Clifford St. residence, (Del Mar, Lot 4 Block 23) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 3. 414 Clifford St. garage, (Del Mar, Lot 4 Block 23) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 2 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Clarissa Beltran, seconded by Ramiro Munoz to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 414 Clifford St. _gara_ge (Del Mar, Lot 4 Block 23). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 4. 2314 Hatch St. commercial, (Shoreline Pk, Lot 10 Block 5) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: Ranard Smith APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ramiro Munoz, seconded by Clarissa Beltran to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed ninety (90) days to obtain proper permits and complete the demolition of the structure(s) located at 2314 Hatch St. commercial, (Shoreline Pk, Lot 10 Block 5). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 5. 2326 011ie St. residence, (Waldron Sub, Lot 6 Block 2) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ramiro Munoz seconded by Peggy Mettlen to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed ninety (90) days to obtain the proper permits and start repairs to the structure(s) located at 2326 011ie St. residence, (Waldron Sub, Lot 6 Block 2) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. A roll call vote was taken and passed unanimously. 3 6. 1315 Palm Dr. accessory structure, (Nueces Bay Heights Lot 15 Block 19) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno, seconded by Clarissa Beltran to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1315 Palm Dr. accessory structure, (Nueces Bay Heights, Lot 15 Block 19). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 7. 553 Parade Dr. residence, (Parade Place, Lot 3 Block 2) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shawn Bodine seconded by Peggy Mettlen to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G) (1) (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 553 Parade Dr. residence, (Parade Place, Lot 3 Block 6) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 8. 553 Parade Dr. garage, (Parade Place, Lot 3 Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 4 Motion: A motion was made by Ramiro Munoz, seconded by Clarissa Beltran to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 553 Parade Dr. _gara_ge, (Parade Place, Lot 3 Block 2). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 9. 703 S. Port Ave. residence, (Villa Green, Lots 28-29 Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ramiro Munoz, seconded by Shane Torno to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 703 S. Port Ave . residence, (Villa Green, Lot 28-29 Block 2). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 10. 1801 Van Loan Ave. accessory structure, (Hillcrest, Lots 1& 2 & S50' of 3 Block 7) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration. APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno, seconded by Clarissa Beltran to table 1801 Van Loan Ave. accessory structure, (Hillcrest, Lots 1 & 2 S50' of 3 Block 7) due to board member Ramiro Munoz abstaining from this case. A roll call vote was taken and the motion passed unanimously to table this case to the next regular meeting. Board member Ramiro Munoz term expires on March 3, 2014 and will not seek re-appointment. 5 VI. IDENTYIFY ITEMS FOR FUTURE AGENDA VII. ADJOURNMENT A motion was made by Ramiro Munoz, seconded by Shane Torno to adjourn the hearing at 2:20 p.m. on January 23, 2014. Tracey K.
