I. CALL TO ORDER
The meeting was called to order by Shane Torno at 1:30 p.m. in the Council Chambers
on the first floor of City Hall.

III. MINUTES
A motion was made by Clarissa Beltran, and seconded by Peggy Mettlen to approve
the minutes of the Regular Meeting of May 22, 2014. A roll call vote was taken and
the motion passed.
IV. STAFF REPORT
Staff Report presented to the Board for discussion and information regarding cases
for 2013 to present.
V. PUBLIC COMMENT
Mr. Jerry Zepeda addressed the Board concerning his property located at 4422
Barrera Dr. The property was presented to the Building Standards Board on
November 21, 2013 and was ordered repaired by the board. Under the provision of
Section 13-26 (G)(1)(a) of the City's Building and Housing Standards Code. The
owner be required to obtain proper permits and start repairs to the structure within
thirty (30) days. The repairs must be made in compliance with Section 13-26(F). If
repairs are started, an additional sixty (60) days be allowed to complete repairs to City

Code Standards. If repairs are not started and completed as required, the City be
authorize to demolish. The repairs were not started and completed; therefore the City will
proceed with demolition of structure. Mr. Zepeda stated he has had health issues which
caused him not to be able to perform repairs. He also stated that he should have
contacted the City to make aware of his health problems but didn't. The only things he has
done is install a new door. The repair permit from Development Services has expired.
Assistant City Attorney Deborah Brown explained to the Board that since this is
public comment no action can be taken. A citizen can make a statement of factual
information. Recite an existing policy in response the inquiry or advise the citizen
that the subject matter will be place on an agenda at a later date if the Board
decides to. She stated that legal delays and time appeals have elapsed under the
law. She also suggested to the Board they could rescind the previous order and a
new case will be started, therefore placing the demolition on hold. She advised the
Board that if they decide to go outside the perimeter of the law, to consider if that is
a precedence they would want to start. Ms Brown commented on the statement
earlier made by the owner concerning if the City demolishes the structure a lien will
be placed on the property. She stated to the owner that he can work with City staff
on this or demolish the structure himself.
Board Member Peggy Mettlen ask if the board decided to consider addressing the
matter it would fall under items for future agenda.
VI. OLD BUSINESS
1. 437 Van Cleve Dr. residence (Villa Gardens, Lt 4 BK 13)
STAFF RECOMMENDATION: To require demolition due to the extent of
deterioration.

APPEARING IN OPPOSITION: Emma Alaniz, Suntos Imelda Roman
Motion: A motion was made by Clarissa Beltran, seconded by Shane Torno to
accept staff recommendations and require demolition of the structure(s)
according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of
Ordinances in which the owner be allowed thirty (30) days to obtain proper
permits and complete the demolition of the structure(s) located at 437 Van Cleve
Dr. residence (Villa Gardens, Lot 4 Block 13). If the demolition is not started
and completed as required, then the City is authorized to demolish.
A roll call vote was taken and passed unanimously.

VII. NEW BUSINESS
1. 625 Atlantic St. garage (Del Mar Lot 16, Block 40)
STAFF RECOMMENDATION: To require demolition due to the extent of
deterioration.

APPEARING IN OPPOSITION: 0
Motion: A motion was made by Peggy Mettlen, seconded by Shane Torno to
accept staff recommendations and require demolition of the structure(s)
according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of
Ordinances in which the owner be allowed thirty (30) days to obtain proper
permits and complete the demolition of the structure(s) located at 625 Atlantic
St. _gara_ge (Del Mar, Lot 16 Block 40). If the demolition is not started and
completed as required, then the City is authorized to demolish.
A roll call vote was taken and passed unanimously.
2. 146 Clemmer St. residence, (Southmoreland, Lot 24 Block 9)
STAFF RECOMMENDATION: To require demolition due to the extent
of deterioration.

APPEARING IN OPPOSITION: 0
Motion: A motion was made by Shane Torno, seconded by Peggy Mettlen to
accept staff recommendations and require demolition of the structure(s)
according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of
Ordinances in which the owner be allowed thirty (30) days to obtain proper
permits and complete the demolition of the structure(s) located at 146 Clemmer
St. residence (Southmoreland, Lot 24 Block 9). If the demolition is not started
and completed as required, then the City is authorized to demolish.
A roll call vote was taken and the motion passed unanimously.
3. 2813 John St. residence, (Nueces Bay Heights, Lot 27 Block 8)

Ordinances in which the owner be allowed thirty (30) days to obtain proper
permits and complete the demolition of the structure(s) located at 2813 John
St. residence, (Nueces Bay Heights, Lot 27 Block 8). If the demolition is
not started and completed as required, then the City is authorized to demolish.
A roll call vote was taken and the motion passed unanimously.
4. 2908 Mary St. residence, (Steele, Lot 54 Block 9 & Pt of alley)

deterioration

to accept staff recommendations and require demolition of the structure(s)

Ordinances in which the owner be allowed thirty (30) days to obtain proper
permits and complete the demolition of the structure(s) located at 2908 Mary
St. residence, (Steele, Lot 54 Block 9 & Pt of alley). If the demolition is not
started and completed as required, then the City is authorized to demolish.
A roll call vote was taken and the motion passed unanimously.
5. 763 Mohawk St. residence, (Patrick Gardens Lot 15-C)

permits and complete the demolition of the structure(s) located at 763 Mohawk
St. residence, (Patrick Gardens, Lot 15-C). If the demolition is not started
and completed as required, then the City is authorized to demolish.

Motion: A motion was made by Peggy Mettlen, seconded by Shane Torno
to accept staff recommendations and require demolition of the structure(s)

Ordinances in which the owner be allowed thirty (30) days to obtain proper
permits and complete the demolition of the structure(s) located at 1307 Peabody
Ave. residence & garage, (Hillcrest, Lot 7 Block 22). If the demolition is not
started and completed as required, then the City is authorized to demolish.
A roll call vote was taken and the motion passed unanimously.
7. 1513 San Pedro St. church, (Colonia Mexicana Lot 16 Block NW/4B)

deterioration

Motion: A motion was made by Peggy Mettlen, seconded by Shane Torno
to accept staff recommendations and require demolition of the structure(s)
according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of
Ordinances in which the owner be allowed thirty (30) days to obtain proper
permits and complete the demolition of the structure(s) located at 1513 San
Pedro St. church, (Colonia Mexicana, Lot 16 Block NW/4113). If the demolition is
not started and completed as required, then the City is authorized to demolish.
A roll call vote was taken and the motion passed unanimously.
8. 923 Twenty-Third St. accessory bldg., (Tierra Alta, Lot 8 Block 5)

Motion: A motion was made by Peggy Mettlen, seconded by Clarissa Beltran
to accept staff recommendations and require demolition of the structure(s)
according to Section 13-26 (G) (1) (c) of the City of Corpus Christi Code of
Ordinances in which the owner be allowed thirty (30) days to obtain proper
permits and complete the demolition of the structure(s) located at 923 Twenty-
Third St. accessory b0g, (Tierra Alta, Lot 8 Block 5). If the demolition is not
started and completed as required, then the City is authorized to demolish.
A roll call vote was taken and the motion passed unanimously.
VIII. IDENTYIFY ITEMS FOR FUTURE AGENDA
The Board decided to not place 4422 Barrera Dr on the next agenda for discussion
due to all legal time appeals has elapsed and no action can be taken.
IX. ADJOURNMENT
A motion was made by Clarissa Beltran, seconded by Shane Torno to adjourn
the hearing at 3:00 p.m. on July 24, 2014.
