CALL TO ORDER The meeting was called to order by Shane Torno at 1:33 p.m. in the Council Chambers on the first floor of City Hall. 11. ROLL CALL Board Members Present Clarissa Beltran Craig S. Garza, Code Compliance Officer/Liaison, Police Rebecca Pezzi, Code Compliance Officer, Police Yvette Aguilar,Assistant City Attorney 111. MINUTES A motion was made by Craig Loving and seconded by Tim Honea to approve the minutes of the Regular Meeting of May 28, 2015. A roll call vote was taken and the motion passed. IV. ELECT OFFICERS A motion was made by Craig Loving and seconded by Clarissa Beltran to elect Shane Torno to the position of Chair-person of the Building Standards Board. A roll call vote was taken and the motion passed. A motion was made by Shane Torno and seconded by Craig Loving to elect Clarissa Beltran to the position of Vice Chair-person. A roll call vote was taken and the motion passed. V. STAFF REPORT Staff Report presented to the Board for discussion and information regarding cases for 2013 to present. VI. PUBLIC COMMENT A motion was made by Shane Torno to open the floor for public comment. As there was no response, Shane Torno closed the public comment. VII. OLD BUSINESS 1. Case returning to the board from the regular meeting of May 28, 2015. 9110 McNorton Rd., Repairs(McNorton 2, Block 4 Lot 14) STAFF RECOMMENDATION: To allow repairs to the structure APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno and seconded by Clarissa Beltran to accept the staff recommendation and allow repair of the structure(s) according to Section 13-22(H)(1)(a) of the Corpus Christi Property Maintenance Code in which the owner will be allowed ninety (90) days to obtain proper permits and complete the repair of the structure(s) located at 9110 McNorton Rd., residence and accessory structure(McNorton 2, Block 4 Lot 14). If the repair is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. VIII. NEW BUSINESS 1. 3610 Braniff St., Demolition (50%)(Airport Park, Block 16 Lot 12) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Johnathon Mejares Motion: A motion was made by Shane Torno and seconded by Clarissa Beltran to reject the staff recommendation and allow repair of the residence according to Section 13-22(H)(1)(a) of the Corpus Christi Property Maintenance Code in which the owner will be allowed ninety (90) days to obtain proper permits and complete the repair of the residence located at 3610 Braniff St., residence(Airport Park, Block 16 Lot 12). If the repair is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. Motion: A motion was made by Shane Torno and seconded by Clarissa Beltran to accept the staff recommendation and require demolition of the accessory structure according to Section 13- 22(H)(1)(c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty(30) days to obtain proper permits and complete the demolition of the accessory structure located at 3610 Braniff St., accessory structure(Airport Park, Block 12 Lot 16). If the demolition is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 2. 1116 N.Staples St., Demolition (59%)(Bluff, Block 64 Lot 9) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Officer Isaac Rodriguez,Jerald Gonzales APPEARING IN OPPOSITION: 0 Motion: A motion was made by Clarissa Beltran and seconded by Shane Torno to accept the staff recommendation and require demolition of the structure(s) according to Section 13- 22(H)(1)(c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty(30) days to obtain proper permits and complete the demolition of the structure(s) located at 1116 N Staples St., residence and accessory structure(Bluff, Block 64 Lot 9). If the demolition is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 3. 5029 Williams Dr., Demolition (53%)(Gardendale#2, Block 2 Lot 7) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Gene Delauro APPEARING IN OPPOSITION: Alma Leticia Suazo, Gregorio Esparza Motion: A motion was made by Clarissa Beltran and seconded by Shane Torno to reject the staff recommendation and table 5029 Williams Dr., residence(Gardendale#2, Block2 Lot 7) until the next regular meeting on September 24, 2015. A roll call vote was taken and passed unanimously. 4. 625 Gordon St., Demolition (62%)(Lindale Park 4, Block 40 Lot W 24.4' Lot 9 all Iots10 through 12 W 64.48 lot 13) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Officer Isaac Rodriguez, Gene Delauro APPEARING IN OPPOSITION: Jim Ward, Ryan Joseph Motion: A motion was made by Clarissa Beltran and seconded by Shane Torno to reject the staff recommendation and table 625 Gordon St., multi-apartment units(Lindale Park 4, Block 40 Lot W 24.4'Lot 9 alllotsl0 through 12 W 64.48 lot 13) until the next regular meeting on September 24, 2015. A roll call vote was taken and passed unanimously. 5. 1341 Calle San Miguel, Repairs(45%) (Los Colonias Unit 1R, Block 2 E/2 of Lot 46 and all of lot 47) STAFF RECOMMENDATION: To allow repairs to the structure APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno and seconded by Craig Loving to accept the staff recommendation and allow repair of the residence according to Section 13-22(H)(1)(a) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty(30) days to obtain proper permits and complete the repair of the residence located at 1341 Calle San Miguel, residence(Los Colonias Unit 1R, Block 2 E/2 of Lot 46 and all of lot 47). If the repair is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 6. 2026 Carolyn Dr., Demolition (52%) (Cabaniss Acres, Block 7 Lot 9) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Officer Isaac Rodriguez APPEARING IN OPPOSITION: 0 Motion: A motion was made by Clarissa Beltran and seconded by Craig Loving to accept the staff recommendation and require demolition of the structure(s) according to Section 13- 22(H)(1)(c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty(30) days to obtain proper permits and complete the demolition of the structure(s) located at 2026 Carolyn Dr., residence and accessory structure(Cabaniss Acres, Block7Lot 9). If the demolition is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 7. 130 Cheyenne St., Demolition (52%)(Meadow Park, Block 3 Lots 21 &22) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Clarissa Beltran and seconded by Shane Torno to accept the staff recommendation and require demolition of the structure(s) according to Section 13- 22(H)(1)(c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty(30) days to obtain proper permits and complete the demolition of the structure(s) located at 130 Cheyenne St., residence and accessory structure(Meadow Park, Block 3 Lots 21 &22). If the demolition is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 8. 414 Clifford St., Repairs(30%)(Del Mar, Block 23 Lot 4) STAFF RECOMMENDATION: To allow repairs to the structure APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno and seconded by Tim Honea to accept the staff recommendation and allow repair of the residence according to Section 13-22(H)(1)(a) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty(30) days to obtain proper permits and complete the repair of the residence located at 414 Clifford St., residence(Del Mar, Block 23 Lot4). If the repair is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 9. 2826 John St., Demolition (62%) (Nueces Bay Heights, Block 9 Lots 7&8) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Clarissa Beltran and seconded by Craig Loving to accept the staff recommendation and require demolition of the structure(s) according to Section 13- 22(H)(1)(c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty(30) days to obtain proper permits and complete the demolition of the structure(s) located at 2826John St., residence(Nueces Bay Heights, Block 9 Lots 7&8). If the demolition is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 10. 1801 Palm Dr., Demolition (51%)(Nueces Bay Heights, Block 14 Lots 9&10) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno and seconded by Clarissa Beltran to accept the staff recommendation and require demolition of the structure(s) according to Section 13- 22(H)(1)(c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty(30) days to obtain proper permits and complete the demolition of the structure(s) located at 1801 Palm Dr., residence(Nueces Bay Heights, Block 14 Lots 9&10). If the demolition is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 11. 3810 Sarita St., Demolition (56%)(Temple, Block 10 Lot 12) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Clarissa Beltran and seconded by Craig Loving to accept the staff recommendation and require demolition of the structure(s) according to Section 13- 22(H)(1)(c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty(30) days to obtain proper permits and complete the demolition of the structure(s) located at 3810 Sarita St., residence and accessory structure(Temple, Block 10 Lot 12). If the demolition is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. IX.
