CALL TO ORDER The meeting was called to order by Shane Torno at 1:39 P.M. in the Council Chambers on the first floor of City Hall. 11. ROLL CALL Board Members Present Joel de la Garza Shane Torno Matthew Ezell Lee R. Hassman Board Members Absent Clarissa Beltran Craig S. Loving Tim Honea Staff Present Tracey Cantu, Code Enforcement Administrator, Police Diana T. Garza, Code Compliance Officer/Liaison, Police Glenda Doner, Senior Account Clerk, Police Rachel Ramirez, Senior Account Clerk, Police Yvette Aguilar,Assistant City Attorney 111. MINUTES A motion was made by Matthew Ezell and seconded by Lee R. Hassman to approve the minutes of the Regular Meeting of November 19, 2015. A roll call vote was taken and the motion passed unanmously IV. STAFF REPORT Staff Report presented to the Board for discussion and information regarding cases for 2013 to present. V. PUBLIC COMMENT A motion was made by Shane Torno to open the floor for public comment. As there was no response, Shane Torno closed the public comment. VI. OLD BUSINESS Cases returning to the board from the regular meeting of September 24, 2015. 1. 11125 Mayfield Dr., Repairs(44%) (Mayfield, Block 2 Lot 5) STAFF RECOMMENDATION: To make Repairs to the residence APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Gerald Benadum Motion: A motion was made by Shane Torno and seconded by Joel De La Garza to reject the staff recommendation and dismiss this case, residence (Mayfield, Block 2 Lot 5) until new ownership is established and repairs are not made. 2. 5029 Williams Dr., Repairs(53%)(Gardendale#2, Block 2 Lot 7) STAFF RECOMMENDATION: To make repairs to the structure APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Gregorio Esparza,Alma Leticia Suazo Motion: No Motion made for this case. If the repairs are not started or completed as required,then the City be authorized to demolish in accordance to Section 13-22(H)(1)(a) of the Corpus Christi Property Maintenance Code in which the owner will be allowed until February 17, 2016 to obtain proper permits and complete the repairs of the structure located at 5029 Williams Dr., (Gardendale#2, Block 2 Lot 7). If the repairs are not started and completed as required,then the City is authorized to demolish. 3. 625 Atlantic St..,Vacate Motion, DEL MAR LT 16 BK 40) STAFF RECOMMENDATION: Vacate the order APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Matthew Ezell and seconded by Shane Torno to accept the staff recommendation and vacate the previous order for 625 Atlantic St. (Del Mar Lt 16 BK 40) until new ownership is established and/or repairs are not made. A roll call vote was taken and passed unanimously. VII. NEW BUSINESS 1. 313 Cole St., Demolition (51%)&Accessory(55%)(DEL MAR LTS 18 AND 19 BK 16) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Kimberly Devisser APPEARING IN OPPOSITION: 0 Motion: A motion was made by Shane Torno and seconded by Lee R. Hassman to amend the staff recommendation and require demolition of the structure(s) according to Section 13- 22(H)(1)(c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty(30) days to obtain proper permits and complete the demolition of the structure(s) located at 313 Cole,(DEL MAR LTS 18 AND 19 BK 16) If the demolition is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 2. 3817 Stirman St., Demolition (58%)(BRAWNER PL LT 3 BK 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Martin Gonzales Motion: A motion was made by Matthew Ezell and seconded by Lee R. Hassman to rejected the staff recommendation and allow repairs made to the structure(s) according to Section 13- 22(H)(1)(a) of the Corpus Christi Property Maintenance Code in which the owner will be allowed sixty(60) days to obtain proper permits and complete the repairs of the structure(s) located at 3817 Stirman St.., residence(BRAWNER PL LT 3 BK2). If the repairs are is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 3. 3804 Baldwin aka 3802 Baldwin &3806 Baldwin, Demolition (54%)(AUSTIN LTS 10 & 11BK6 STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Lee R. Hassman and seconded by Shane Torno to accept the staff recommendation and require demolition of the structure(s) according to Section 13- 22(H)(1)(c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty(30) days to obtain proper permits and complete the demolition of the structure(s) located at 3804 Baldwin aka 3802 Baldwin&3806 Baldwin, (AUSTIN LTS 10& 11 BK6 . If the demolition is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 4. 410 Dixon Dr., Residence/Accessory, Demolition (56%)(VILLA GARDENS BLK 4 LOT 15 STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Matthew Ezell and seconded by Shane Torno to accept the staff recommendation and require demolition of the structure(s) according to Section 13- 22(H)(1)(c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty(30) days to obtain proper permits and complete the demolition of the structure(s) located at 410 Dixon, residence(VILLA GARDENS BLK4 LOT 15). If the demolition is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 5. 4205 Molina Dr., Residence/Accessory, Demolition (57%)(MOLINA BLK 1 LOT 813) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Joel de la Garza and seconded by Shane Torno to accept the staff recommendation and require demolition of the structure(s) according to Section 13- 22(H)(1)(c) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty(30) days to obtain proper permits and complete the demolition of the structure(s) located at 4205 Molina Dr., residence and accessory structure(MOLINA BLK 1 LOT88). If the demolition is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 6. 2042 Yale St., Residence/Accessory, Demolition (57%) (MIDWAY BLK 2 LOT 11 STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Matthew Ezell and seconded by Shane Torno to accept the staff recommendation and require demolition of the structure(s) according to Section 13- 22(H)(1)(a) of the Corpus Christi Property Maintenance Code in which the owner will be allowed thirty(30) days to obtain proper permits and complete the demolition of the structure(s) located at 3626 Laguna Shores Rd., residence and accessory structure(Laguna Vista Shores, Lots 19&20, Block 11). If the demolition is not started and completed as required,then the City is authorized to demolish. A roll call vote was taken and passed unanimously. VIII. IDENTIFYING ITEMS FOR FUTURE AGENDA None at this time IX. ADJOURNMENT A motion was made by Shane Torno to adjourn the hearing at 3:05 P.M. on January 28, 2016. Tracey K.
