CALL TO ORDER The meeting was called to order by Chairman Gregory Spivey at 1:02 p.m. in the Council Chambers, on thefirst floor of City Hall. II. ROLL CALL Board Members Present Chairman Gregory Spivey, Vice-Chairman Jesus Jimenez, Renee Carter, Frank Hastings, Lisa Huerta, John Smith Board Members Absent Ted Stephens The absences of Board Members, Frank Hastings and Vice-Chairman Jesus Jimenez, from the Regular Meeting of May 25, 2006 were considered and excused. Staff Present Yvonne M. Haag, Director Robert Quiroz, Acting Zoning & Code Enforcement Administrator Teena Houston, Sr. Code Enforcement Officer Reagan L. Dear, Administrative Assistant Elizabeth Hundley, Assistant City Attorney Jon Perez, Code Enforcement Officer Ron Arispe, Code Enforcement Officer Larry Blas, Code Enforcement Officer Andy Montes, Code Enforcement Officer Michelle Zuniga, Code Enforcement Officer III. MINUTES A motion was made by John Smith, and seconded by Chairman Gregory Spivey, to approve the Minutes of the Regular Meeting of May 25, 2006. A roll call vote was taken and the motion passed. Lisa Huerta abstained from voting. IV. STAFF REPORT Teena Houston delivered a staff report to the Board regarding the status of the cases presented at the Regular Meeting of May 25, 2006. NEW BUSINESS A motion to open the meeting to public hearing was made by Chairman Gregory Spivey, and seconded by John Smith. Roll call vote was taken and the motion passed. A. New cases presented to the Board for discussion and possible action. 1. 3105 Jamaica Drive Detached Garage/Storage (Tropic Isles, Lot 17 through 19, Block 9) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR:. Juliana Davis APPEARING IN OPPOSITION: 0 Motion: A motion was made by Lisa Huerta, seconded by Jesus Jimenez, to allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed to repair the structure(s) located at 3105 Jamaica Drive (Tropic Isles, Lot 17 through 19, Block 9) within one hundred fifty (150) days, to include a status report to be presented at the next regular hearing. The motion failed. Motion: A motion was made by Chairman Greg Spivey, seconded by Frank Hastings, to allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain a permit and begin repairs to the structure(s) located at 3105 Jamaica Drive (Tropic Isles, Lot 17 through 19, Block 9) and if repairs are started, an additional one hundred twenty (120) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 2. 1723 Stillman Avenue Residence (Hillcrest, Lot 10 through 15, Block 15) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Adolph and Rita Gonzales ' 1 > f Building Standards Board Minutes July 27, 2006 Page 3 of 7 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Lisa Huerta, seconded by Chairman Gregory Spivey, to allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain a permit and begin repairs to the structure(s) located at 1723 Stillman Avenue (Hillcrest, Lot 10 through 15, Block 15) and if repairs are started, an additional ninety (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 3. 3636 Bartlett Drive Residence and Detached Garage (Saxet Heights 2, Lot 8, Block 8) STAFF RECOMMENDATION: Residence-To grant repairs due to the extent of the deterioration Detached Garage -To require demolition due to the extent of deterioration APPEARING IN FAVOR: Marecelino Solis APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Renee Carter,to allow repairs to the structure(s) according to Section 13- 26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed ninety (90) days to complete repairs the structure(s) located at 3636 Bartlett Drive Residence (Saxet Heights 2, Lot 8, Block 8) and if repairs are not started; then the City is authorized to demolish; to require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be required to demolish the structure(s) located at 3636 Bartlett Drive Detached Garage (Saxet Heights 2, Lot 8, Block 8) within 30 days, and if demolition is not started, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 4. 1437-1437 1/2 Bonita Street Residence (Bonita, Lots 24 and 25, Block 1234 B) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration , Building Standards Board Minutes July 27, 2006 Page4of7 APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by John Smith, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and thirty (30 ) days to complete the demolition of the structure(s) located at 1437-1437 1/2 Bonita Street (Bonita, Lots 24 and 25, Block 1234 B). If demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 5. 1207 11th Street Residence (Bay View 2, Lot 4, Block 3) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Chairman Gregory Spivey, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and thirty (30 ) days to complete the demolition of the structure(s) located at 1207 11th Street (Bay View 2, Lot 4, Block 3). If demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 6. 1913 Peabody Avenue Detached Garage/Storage (Hillcrest, Lots 6 through 8, Block 28) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Building Standards Board Minutes July 27, 2006 Page 5 of 7 Motion: A motion was made by Lisa Huerta, seconded by Chairman Gregory Spivey, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and thirty (30 ) days to complete the demolition of the structure(s) located at 1913 Peabody Avenue (Hillcrest, Lots 6 through 8, Block 28). If demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 7. 3028 Reyna Street Residence and Detached Garage (La Gloria, Lots 14, Block 4 D) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Chairman Gregory Spivey, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and thirty (30 ) days to complete the demolition of the structure(s) located at 3028 Reyna Street (La Gloria, Lots 14, Block 4 D). If demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 8. 3085 Reyna Street Residence and Detached Garage (La Gloria, Lots 2, Block 7 G) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Vice-Chairman Jesus Jimenez, seconded by Renee Carter, to table this case to the next regular hearing. A roll call Building Standards Board Minutes July 27, 2006 Page 6 of 7 vote was taken: Chairman Gregory Spivey, Frank Hastings, Lisa Huerta, John Smith voted against the motion, Vice-Chairman Jesus Jimenez and Renee Carter voted in favor of the motion. The motion failed. Motion: A motion was made by Frank Hastings, seconded by Vice- Chairman Jesus Jimenez, to accept staff recommendations and allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and thirty (30 ) days to complete the repairs of the structure(s) located at 3085 Reyna Street (La Gloria, Lots 2, Block 7 G). If repairs are started, an additional sixty (60) days be allowed to complete repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 9. 1412 Stillman Avenue Residence (Hillcrest, Lots 18 and 19, Block 23) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Frank Hastings, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and thirty (30 ) days to complete the demolition of the structure(s) located at 1412 Stillman Avenue (Hillcrest, Lots 18 and 19, Block 230). If demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously.. 10.857 Vancura Drive Residence (Vancura Addition, Lot 15, Block 1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Building Standards Board Minutes July 27, 2006 Page 7 of 7 Motion: A motion was made by John Smith, seconded by Chairman Gregory Spivey, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and thirty (30) days to complete the demolition of the structure(s) located at 857 Vancura Drive (Vancura Addition, Lot 15, Block 1 . If demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. VI. BOARD REPORT No Board Report was given during this meeting. VII. ADJOURNMENT There being no further business to come before the Building Standards Board, Chairman Gregory Spivey adjourned the Hearing at 1:53 p.m. on July 27, 2006.
