CALL TO ORDER The meeting was called to order by Chairman Gregory Spivey at 1:00 p.m. in the Council Chambers, on the first floor of City Hall. II. ROLL CALL Board Members Present Chairman Gregory Spivey, Vice-Chairman Jesus Jimenez, Renee Carter, Frank Hastings, Lisa Huerta, John Smith, Ted Stephens Staff Present Yvonne M. MINUTES A motion was made by Chairman Gregory Spivey, and seconded by Frank Hastings, to approve the Minutes of the Regular Meeting of September 28, 2006. A roll call vote was taken-and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for their information regarding the Active Building Cases 2005-2006. No action was taken. V. NEW BUSINESS A. New cases presented to the Board for discussion and possible action. 1. 5430 Bowie Street Detached Garage (Moravian Village #1, Lot 4, Block 1) STAFF RECOMMENDATION: To require demolition due to the SCANNED extent of deterioration r � Building Standards Boa`ra Minutes November 16, 2006 Page2of8 APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by John Smith, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and thirty (30) days to complete the demolition of the structure(s) located at 5430 Bowie Street (Moravian Village #1, Lot 4, Block 1). If demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 2. 3617 Braniff Street Residence (Airport Park, Lot 9, Block 11) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Jesus Moreno APPEARING IN OPPOSITION: • 0 Motion: A motion was made by Frank Hastings, seconded by Chairman Gregory Spivey, to amend staff recommendations and allow repairs of the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and if repairs are started, an additional sixty (60) days be allowed to complete the repairs to the structure(s) located at 3617 Braniff Street (Airport Park, Lot 9, Block 11). If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 3. 1025 S. Brownlee Boulevard Residence (Bay View#2, Lot 8, Block 7) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: Sue Guess APPEARING IN OPPOSITION: 0 • 1 r Building Standards Boara'iVlinutes November 16, 2006 Page 3 of 8 Motion: A motion was made by Chairman Gregory Spivey, seconded by Lisa Huerta, to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and if repairs are started, an additional ninety (90) days be allowed to complete the repairs to the structure(s) located at 1025 S. Brownlee Boulevard (Bay View#2, Lot 8, Block 7. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed. Ted Stephens abstained from voting. 4. 2901 Carver Drive Residence (Reynolds, Lot 13, Block B) STAFF RECOMMENDATION: To grant repairs due to the extent of the deterioration APPEARING IN FAVOR: Pastor C. E. Richardson, Sr. APPEARING IN OPPOSITION: 0 Motion: A motion was made by John Smith, seconded by Renee Carter, to accept staff recommendations and allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and if repairs are started, an additional one hundred eighty (180) days be allowed to complete the repairs to the structure(s) located at 2901 Carver Drive (Reynolds, Lot 13, Block B). If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 5. 3217 Greenwood Drive Residence (Carver#2, Lot 5, Block 5) • STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Building Standards Boars Minutes November 16, 2006 Page4of8 Motion: A motion was made by Frank Hastings, seconded by Chairman Gregory Spivey, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and thirty (30) days to complete the demolition of the structure(s) located at 3217 Greenwood Drive (Carver#2, Lot 5, Block 5). If demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 6. 2617 Holly Road Commercial(Bohemian Colony Lands, 407' x 438.16' out of Lot 8, Section 8) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Eddy Joe Hunt APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by John Smith, to amend staff recommendations and allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and if repairs are started, an additional sixty (60) days be allowed to complete.the repairs to the structure(s) located at 2617 Holly Road (Bohemian Colony Lands, 407' x 438.16' out of Lot 8, Section 8). If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed. Renee Carter abstained from voting. 7. 1820 Kennedy Avenue Residence (Citizens, Lot 2, Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Building Standards.Bowra Minutes November 16, 2006 Page 5 of 8 Motion: A motion was made by Chairman Gregory Spivey, seconded by Renee Carter, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and thirty (30) days to complete the demolition of the structure(s) located at 1820 Kennedy Avenue (Citizens, Lot 2, Block 2). If demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 8. 5339 aka 5323 Kostoryz Road Commercial(Southland Estates, N/2 of Lot 12, Block 1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Lisa Huerta, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and thirty (30) days to complete the demolition of the structure(s) located at 5339 aka 5323. Kostoryz Road (Southland Estates, N/2 of Lot 12, Block 1), If demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 9. 1729 Lexington Avenue Residence (Citizens, Lot 20, Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by John Smith, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code Building Standards Boara Minutes November 16, 2006 Page 6 of 8 of Ordinances allowing thirty (30) days to obtain the proper permits and thirty (30) days to complete the demolition of the structure(s) located at 1729 Lexington Avenue (Citizens, Lots 20, Block 2). If demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 10. 352 Norton Street Detached Garage (Arcadia Village, Lot 4, Block 17) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by John Smith, to accept staff recommendations and allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and if repairs are started, an additional sixty (60) days be allowed to complete the repairs to the structure(s) located at 352 Norton Street (Arcadia Village, Lot 4, Block 17). If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 11. 1922 Peabody Avenue Residence (Hillcrest, Lots 11 & 12, Block 33) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Ron Navarro APPEARING IN OPPOSITION: 0 Motion: A motion was made by John Smith, seconded by Chairman Gregory Spivey, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and thirty (30) days to complete the demolition of the structure(s) located at 1922 Peabody Avenue (Hillcrest, Lots 11 & 12, Block 33). A roll call vote was taken and the motion passed unanimously. 12. 1705 Stillman Avenue Residence (Hillcrest, Lots 3 & 4, Block 15) STAFF RECOMMENDATION: . To require demolition due to the extent of deterioration APPEARING IN FAVOR: Ron Navarro APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Renee Carter, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and thirty (30) days to complete the demolition of the structure(s) located at 1705 Stillman Avenue (Hillcrest, Lots 3 & 4, Block 15). If demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed. Ted Stephens abstained from voting. 13. 2918 Winters Drive Residence and Detached Storage (Champion Addition # 2, Lot 6) STAFF RECOMMENDATION: Residence- To grant repairs due to the extent of deterioration Detached Storage- To require demolition due to the extent of deterioration. APPEARING IN FAVOR: Arturo Pena APPEARING IN OPPOSITION: 0 Motion: A motion was made by John Smith, seconded by Vice-Chairman Jesus Jimenez, to accept staff recommendations and allow repairs to the residence according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and if repairs are started an additional one hundred fifty (150) days be allowed to complete the repairs to the structure(s) located at 2918 Winters Drive (Champion Addition # 2, Lot 6). If repairs are not started and completed as required, then the City will file charges. A roll call vote was taken and the motion passed unanimously. Building Standards Board Minutes November 16, 2006 Page 8 of 8 Motion: A motion was made by John Smith, seconded by Vice-Chairman Jesus Jimenez, to accept staff recommendations and require demolition to the detached storage according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances allowing thirty (30) days to obtain the proper permits and thirty (30) days to complete the demolition of the structure(s) located at 2918 Winters Drive (Champion Addition #2, Lot 6). If demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed. V. BOARD REPORT No Board Report was given during this meeting. VI.
