CALL TO ORDER The meeting was called to order by Chairman Gregory Spivey at 1:02 p.m. in the Council Chambers, on the first floor of City Hall. II. ROLL CALL Board Members Present Chairman Gregory Spivey, Vice- Chairman Jesus Jimenez, Frank Hastings, Lisa Huerta, Ted Stephens, Renee Carter The absences of Board Members, Renee Carter and Vice-Chairman Jesus Jimenez, from the Regular Meeting of January 25, 2007 were considered and excused. Staff Present Yvonne Morales Haag, Director Robert Quiroz, Zoning & Code Enforcement Administrator Teena Houston, Sr. Code Enforcement Officer Elizabeth Hundley, Assistant City Attorney Savannah Kirkpatrick, Administrative Assistant Jon Perez, Code Enforcement Officer Andy Montes, Code Enforcement Officer Brenda Garza, Code Enforcement Officer Cindy Cortez, Code Enforcement Officer Michelle Zuniga, Code Enforcement Officer III. MINUTES A motion was made by Ted Stephens, and seconded by Chairman Gregory Spivey, to approve the Minutes of the Regular Meeting of January 25, 2007. A roll call vote was taken and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for their information regarding the Active Building Cases of 2006-2007. The board requested the cost of demolition and the permit status for repairs to be listed. Building Standards Board Minutes March 29, 2007 Page 2of11 V. NEW BUSINESS A. New cases presented to the Board for discussion and possible action. 1. 103 Ahern St. Residence (Los Angeles Hills, FCL 11-13, Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made. by Frank Hastings, seconded by Renee Carter, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and an additional thirty (30) days be allowed to complete the demolition of the structure(s) located at 103 Ahern St. Residence (Los Angeles Hills, FCL 11-13, Block 2). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 2. 4113 Angela Dr. Residence (Molina #1, S 60' of Lot 24, Block 3) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: Martha Garza Amparo Guerrero APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Frank Hastings, to accept staff recommendations and allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed sixty (60) days to obtain the proper permits and if repairs are started, an additional ninety (90) days be allowed to complete the repairs to the structure(s) located at 4113 Angela Dr Residence (Molina #1, S 60' of Lot 24, Block 3). If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. Building Standards Board Minutes March 29, 2007 Page 3 of 11 3. 4641 Barrera Dr Residence (Molina #2, Lots 26C, Block 10) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Frank Hastings, seconded by Chairman Gregory Spivey, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and an additional thirty (30) days be allowed to complete the demolition of the structure(s) located at 4641 Barrera Dr. Residence (Molina #2, Lots 26C, Block 10). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 4. 4716 Barrera Dr. Residence/Detached Storage (Colonia Hidalgo, S/2 of Lot 6, Block 9) STAFF RECOMMENDATION: To require demolition due to the extent of the deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Vice-Chairman Jesus Jimenez, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and an additional thirty (30) days be allowed to complete the demolition of the structure(s) located at 4716 Barrera Dr. Residence/Detached Storage (Colonia Hidalgo, S/2 of Lot6, Block 9). A roll call vote was taken and the motion passed unanimously. 5. 4720 Barrera Dr. Residence (Colonia Hidalgo, Lot 5A, Block 9) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion_ A motion was made by Chairman Gregory Spivey, seconded by Lisa Huerta, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and an additional thirty (30) days to complete the demolition of the structure(s) located at 4720 Barrera Dr. Residence (Colonia Hidalgo, Lot 5A, Block 9). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 6. 4721 Barrera Dr. Residence/Detached Storage (Colonia Hidalgo, Lot 12A, Block 6) STAFF RECOMMENDATION: Residence-To grant repairs due to the extent of deterioration Storage- To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Vice-Chairman Jesus Jimenez, to accept staff recommendations and allow repairs to the residence according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and if repairs are started, an additional sixty (60) days be allowed to complete the repairs to the structure(s) located at 4721 Barrera Dr. Residence (Colonia Hidalgo, Building Standards Board Minutes March 29, 2007 Page 5 of 11 Lot 12A, Block 6). If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. Motion: A motion was made by Chairman Gregory Spivey, seconded by Vice-Chairman Jesus Jimenez, to accept staff recommendations and require demolition of the detached storage according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and an additional thirty (30) days to complete the demolition of the structure(s) located at 4721 Barrera Dr. Detached Storage (Colonia Hidalgo, Lot 12A, Block 6). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 7. 1710 Birch PI. Residence (Greenwood Park, Lot 13, Block 5) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: Mark Stewart APPEARING IN OPPOSITION: 0 Motion: A motion was made by Vice-Chairman Jesus Jimenez, seconded by Frank Hastings to accept staff recommendations and allow repairs to the structure (s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and if repairs are started an additional sixty (60) days be allowed to complete the repairs to the structure (s) located at 1710 Birch Pl. Residence (Greenwood Park, Lot 13, Block 5). If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 8. 3606 Fairchild St. Residence (Airport Park, Lot 15, Block 6) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration Building Standards Board-Minutes March 29, 2007 Page 6 of 11 APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Renee Carter, to accept staff recommendations and require demolition of the structure (s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and an additional thirty (30) days be allowed to complete the demolition of the structure(s) located at 3606 Fairchild St. Residence (Airport Park, Lot 15 , Block 6). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 9. 4530 Leon St. Detached Garage (Gollihar Park# 2, Lot 8, Block 3) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Renee Carter, to accept staff recommendations and require demolition to the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and an additional thirty (30) days to complete the demolition of the structure(s) located at 4530 Leon St. Detached Garage (Gollihar Park #2, Lot 8, Block 3). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 10. 1210 Mendoza St. Residence/Detached Garage (Laguna Acres, Lot 19B, Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration Building Standards Board Minutes March 29, 2007 Page 7 of 11 APPEARING IN FAVOR: Alfredo Lugo APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Frank Hastings, to amend staff recommendations and allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed sixty (60) days to obtain the proper permits and if repairs are started, an additional ninety (90) days be allowed to complete the repairs to both structures located at 1210 Mendoza St. Residence/Detached Garage (Laguna Acres, Lot 19B, Block 2). If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 11. 4630 Molina Dr. Residence (Molina #2, N/2 of Lot 2, Block 10) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Lisa Huerta, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and if demolition is started, an additional thirty (30) days be allowed to complete the demolition of the structure(s) located at 4630 Molina Dr. Residence (Molina #2, N/2 of Lot 2, Block 10). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 13. 206 Richard St. Residence (Southmoreland, Lot 14, Block 15) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Candi Jinnette Darlene Capeheart APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Frank Hastings, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and if demolition is started, an additional thirty (30) days be allowed to complete the demolition of the structure(s) located at 206 Richard St. Residence (Southmoreland, Lot 14, Block 15). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 14. 706 Sharon Dr. Residence (Windsor Park, Lot 41, Block 7) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Bruce Talamantes Art Ramon APPEARING IN OPPOSITION: 0 Building Standards Board Minutes March 29, 2007 Page 9 of 11 Motion: A motion was made by Chairman Gregory Spivey, seconded by Frank Hastings, to amend staff recommendations and allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and if repairs are started, an additional sixty (60) days be allowed to complete the repairs to the structure(s) located at 706 Sharon Dr. Residence (Windsor Park, Lot 41, Block 7). If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 15. 834 Tulia St. Residence (Waldron No. 2, Lot 12, Block 8) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Renee Carter, to accept staff recommendations and require demolition of, the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and if demolition is started, an additional thirty (30) days be allowed to complete the demolition of the structure(s) located at 834 Tulia St. Residence (Waldron No. 2, Lot 12, Block 8). If the demolition is not started and completed as required, then the City is authorized to demolish. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. New Member applications presented to the Board for Discussion and Possible Action Motion: A motion was made by Chairman Gregory Spivey, seconded by Frank Hastings, to recommend Lisa Huerta for reappointment to the Building Standards Board from the community at large. A roll call vote was taken and the motion passed unanimously.
