January 31, 2008 1:00 p.m. I. CALL TO ORDER The meeting was called to order by Chairman Gregory Spivey at 1:00 p.m..in the Council Chambers, on the first floor of City Hall. II. ROLL CALL Board Members Present Chairman Gregory Spivey, Renee Carter, Frank Hastings, Lisa Huerta, Ted Stephens, Robert White Board Members Absent Jesus Jimenez The absences of Board Members Lisa Huerta, and Renee Carter of the Regular Meeting of November 29, 2007 were considered and excused. Staff Present Yvonne Morales Haag, Director Robert Quiroz, Zoning & Code Enforcement Administrator Teena Houston, Sr. Code Enforcement Officer Elizabeth Hundley, Assistant City Attorney Savannah Kirkpatrick, Management Aide Wendy McCall, Administrative Assistant Jon Perez, Code Enforcement Officer Ron Boyd, Code Enforcement Officer Mike Martinez. Code Enforcement Official Andy Montes, Code Enforcement Officer III. MINUTES A motion was made by Chairman Gregory Spivey, and seconded by Frank Hastings to approve the Minutes of the Regular Meeting of November 29, 2007. A roll call vote was taken and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for their information regarding the Active Building Cases for 2007. No action was taken. Case returning to the Board from the Regular Meeting of November 29, 2007 1. 1436 Dahlia St. detached accessory structure (Dahlia Terrace, Lot 3 Block 6) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Jesus Jimenez, to allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain a permit and start repairs to the structure(s) located at 1436 Dahlia St. (Dahlia Terrace, Lot 3, Block 6) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. Motion taken: However has no effect. Property was sold to new owner. VI. NEW BUSINESS A. New cases presented to the Board for discussion and possible action. 1. 1407 Buford Ave. residence (Bay View 2, W42' of Lot 1 &W32' of Lot 2 Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Frank Hastings, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Building Standards Board Minutes January 31, 2008 Page 3 of 7 Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1407 Buford Ave. residence, (Bay View 2, W42' of Lot 1 & W32' of Lot 2 Block 2). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 2. 2608 Coleman Ave. 3 apt Bldgs/4-units (Summit, Lot 19-20, Block 3) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: Joe Hansler APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Ted Stephens, to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 2608 Coleman Ave. (3 apt bldgs/4-units) (Summit, Lot 19-20, Block 3) and if repairs are started, an additional thirty (30) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. 3. 977 Louis Lynch Dr. residence (Geistman, Lots 5 & 6 Block 2 Less Row) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Renee Carter, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 977 Louis Lynch Dr. residence, (Geistman, Lots 5&6 Block 2 Less Row). A roll call vote was taken and the motion passed unanimously. 4. 2901 Rhodes Ct. residence (Highway Park, Lot 10, Block B) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: Alan Evans APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Lisa Huerta to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 2901 Rhodes Ct. residence, (Highway Park, Lot 10, Block B) and if repairs are started, an additional thirty (30) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 2901-112 Rhodes Ct. 2nd residential structure (Highway Park, Lot 10, Block B) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Alan Evans Motion: A motion was made by Chairman Gregory Spivey, seconded by Frank Hastings to amend staff recommendations and to allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed one (1) week to submit Engineer's report to staff to verify percentage of fire damage to structural members. If structure can be repaired the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 2901-1/2 Rhodes Ct. 2nd residential structure, (Highway Park, Lot 10, Block B) and if repairs are started, an additional ninety (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. Board Member Ted Stephens opposed. The motion passed with a majority vote. Building Standards Board Minutes January 31, 2008 Page 5 of 7 5. 4938 River Lane residence (Rio Vista, Lot 9 Block 2) STAFF RECOMMENDATION: To require demolition due to . the extent of deterioration APPEARING IN FAVOR: 0 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Lisa Huerta to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 4938 River Lane residence, (Rio Vista, Lot 9, Block 2),If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 6. 4610 aka 4609 Sandy Ridge residence (Sandy Ridge, Lot 4, Block 1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Lisa Huerta to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 4610 aka 4609 Sandy Ridge residence, (Sandy Ridge, Lot 4, Block 1),If the demolition is not started and completed as required, then the City is authorized to demolish. Building Standards.Board Minutes January 31, 2008 Page 6 of 7 7. 2107 Shirley Dr. residence & detached garage (Prescott Pk 4, Lot 4, Block 5) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 • APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Renee Carter to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 2107 Shirley Dr. residence & detached_garage, (Prescott Pk 4, Lot 4, Block 5),If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 8. 6033 Skyline Dr. residence & 2.storage sheds (Mobile Est , Lot 79 Block 1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey , seconded by Lisa Huerta to accept staff recommendations andrequire demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 6033 Skyline Dr. residence & 2 storage sheds, (Mobile Est Lot 79 Block 1) If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 9. 813 Vancura Dr. residence, (Vancura, Lot 4, Block 1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration Building Standards Board Minutes January 31, 2008 Page 7 of 7 APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Dominga Valdez Motion: A motion was made by Chairman Gregory Spivey, seconded by Renee Carter to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 813 Vancura. residence, (Vancura , Lot 4, Block 1),If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. VI. BOARD REPORT No Board Report was given during this meeting. VII. ADJOURNMENT There being no further business to come before the Building Standards Board, Chairman Gregory Spivey adjourned the Hearing at 2:10 p.m. on January 31, 2008.
