CALL TO ORDER The meeting was called to order by Chairman Gregory Spivey at 1:00 p.m. in the Council Chambers, on the first floor of City Hall. II. ROLL CALL Board Members Present Chairman Gregory Spivey, Lisa HUerta, Ted Stephens, Jesus Jimenez, Robert White Board Members Absent Renee Carter, Frank Hastings Staff Present Yvonne Morales Haag, Director Robert Quiroz, Zoning & Code Enforcement Administrator Teena Houston, Sr. Code Enforcement Officer Elizabeth Hundley, Assistant City Attorney Wendy McCall, Administrative Assistant Jon Perez, Code Enforcement Officer Ron Arispe, Code Enforcement Officer Cindy Cortez, Code Enforcement Officer Andy Montes, Code Enforcement Officer Angel Ortiz, Code Enforcement Official Ed Salazar, Code Enforcement Officer III. MINUTES A motion was made Chairman Gregory Spivey, and seconded by Robert White to approve the Minutes of the Regular Meeting of March 27, 2008. A roll call vote was taken and the motion passed. IV. STAFF REPORT . Staff Report presented to the Board for their information regarding the Active. Building Cases for 2005-2008. No action was taken. Building Standards Board Minutes May 29, 2008 Page 3 of 6 structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 4833 Cynthia St. accessory structure. _San Carlos-Calallen, Lots 15-18 Block 1). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 3. 233 Indiana Ave. residence (Bessar Park, W54' Lt 9 & E21' Lot 10 Block 3) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: Mark Suver APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Jesus Jimenez to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed one hundred eighty (180) days to obtain the proper permits and start repairs to the structure(s) located at 233 Indiana Ave, (Bessar Park, W54' Lt 9 & E21' Lot 10 Block 3) and if repairs are started, an additional ninety (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 4. 1002 Manchester Ave. residence (Manchester Place, Lot 26, Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Lisa Huerta to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1002 Manchester.Ave. residence, (Manchester Place, Lot 26, Block 2),If the demolition is not started and completed as required, then the City is authorized to demolish. OLD BUSINESS Status on case returning to the Board from the Regular Meeting of March 27, 2008. 1605 Main Dr. detached garage (Hudson Acres, Lot 20, Block 1) This property is pending for Loan Review Committee approval in September 2008 for demolition and replacement of residence. Motion: A motion was made by Chairman Gregory Spivey, seconded by Jesus Jimenez to table this case and provide status report from the Loan Review Committee at the next July 31, 2008 regular hearing. A roll call vote was taken and the motion passed unanimously. VI. New Business 1. 1456 S. Brownlee Blvd. residence (Bay Terrace, Lots 61-64 Block 1001) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Ted Stephens, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1456 S. Brownlee Blvd. residence, (Bay Terrace, Lots 61- 64 Block 1001). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 2. 4833 Cynthia St. accessory structure (San Carlos-Calallen, Lot 15-18, Block 1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Jesus Jimenez, to accept staff recommendations and require demolition of the Building Standards Board Minutes May 29, 2008 Page4of6 5. 1742 Paul Jones Ave. detached garage (Peary Place #1, Lot 7 Block 3) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Beartiz & Regina Saranglao APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Lisa - Huerta to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1742 Paul Jones Ave. detached garage, (Peary Place #1, Lot 7, Block 3),If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 6. 610 S. Port Ave. commercial (Villa Green, Lot 19-21, Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey , seconded by Lisa Huerta to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 610 S. Port Ave commercial, (Villa Green , Lot 19-21, Block 2),If the demolition is not started and completed as required, then the City is authorized to demolish. Board member Ted Stephens opposed. The motion passed with a majority vote. 7. 9001 Scapular Dr. commercial (San Juan #3-Clarkwood, Lot 1, Block 4) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: San Juana DeLuna APPEARING IN OPPOSITION: 0 Building Standards Board Minutes May 29, 2008 Page5of6 Motion: A motion was made by.Chairman Gregory Spivey , seconded by Jesus Jimenez to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and.start repairs to the structure(s) located at 9001 Scapular Dr. commercial, (San Juan #3-Clarkwood, Lot 1, Block 4) and if repairs are started, an additional one hundred fifty (150) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 8. 4406 Sequoia St. residence (Parkside , Lot 8 & N 7' Lt 7 Block 3) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: ' *Bill Walton APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey, seconded by Ted Stephens to accept staff recommendations to allowrepairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed ninety (90) days to obtain the proper permits and start repairs to the structure(s) located at 4406 Sequoia St. residence (Parkside,. Lot 8 & N 7' Lot 7, Block 3) and if repairs are started, an additional ninety (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 9. 918 Twenty-Fifth (25th) St. residence, (Montrose Park, Lot 5-B, Block 1) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Chairman Gregory Spivey , seconded by Ted Stephens to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G), (1), (c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 918 Twenty Fifth (25th) residence, (Montrose Park , Lot 5-B, Block 1),If the demolition is not Building Standards Board Minutes May 29, 2008 Page 6 of 6 started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 10. 2918 Winters Dr. residence (Champion #2, Lot 6) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Arturo Pena Motion: A motion was made by Chairman Gregory Spivey, seconded by Ted Stephens to table this case to the next July 31, 2008 regular hearing. A roll call vote was taken and the motion passed unanimously. VII. BOARD REPORT No Board report was given during this meeting. VIII. ADJOURNMENT A motion was made by Chairman Gregory Spivey, seconded by Ted Stephens to adjourn the hearing at 3:44 p.m. on May 29, 2008.
