CALL TO ORDER The meeting was called to order by Vice Chairman Jesus Jimenez at 1:03 p.m. in the Council Chambers on the first floor of City Hall. II. MINUTES A motion was made by Robert White,and seconded by Renee Carter to approve the minutes of the Regular Meeting of November 20, 2008. A roll call vote was taken and the motion passed. IV. STAFF REPORT Staff Report presented to the Board for their information regarding the Active Building Cases for 2005-2008. V. OLD BUSINESS A. Case returning to the Board from the Regular Meeting of November 20, 2008 1. 1619 Morris St. rear residence (Morris & Mitchell, Lot 4A Block 8) Building Standards Board Minutes January 29,2009 Page 2 of 9 STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: Juvenal Rocha APPEARING IN OPPOSITION: 0 Motion: A motion was made by Jesus Jimenez, seconded by Ted Stephens, to rescind previous board order to demolish structure(s) from the regular meeting of November 20, 2008 and allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain a permit and start repairs to the structure(s) located at 1619 Morris St. rear residence (Morris & Mitchell, Lot 4A, Block 8) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 2. 1621 Morris St. front residence (Morris & Mitchell, Lot 4A Block 8) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: Juvenal Rocha APPEARING IN OPPOSITION: 0 Motion: A motion was made by Jesus Jimenez, seconded by Ted Stephens, to rescind previous board order to demolish structure(s) from the regular meeting of November 20, 2008 and allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain a permit and start repairs to the structure(s) located at 1621 Morris St. front residence (Morris & Mitchell, Lot 4A, Block 8) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. V. NEW BUSINESS 1. 308 Chenoweth Dr. residence (Morningside, Lot 2 & E44' Lot 3 Block 6) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration Building Standards Board Minutes January 29, 2009 Page 3 of 9 APPEARING IN FAVOR: Jack Painter APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Jesus Jimenez to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G), (1), (a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed sixty (60) days to obtain the proper permits and start repairs to the structure(s) located at 308 Chenoweth Dr, (Morningside, Lot 2 & E44' Lot 3 Block 6) and if repairs are started, an additional one hundred twenty (120) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 2. 2701 Countiss Dr. residence (Highway Village 2, Lot 16 Block 9) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Jesus Jimenez, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G)(1)(c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 2701 Countiss Dr. residence (Highway Village 2, Lot 16 Block 9). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously. 3. 1513 Eighteenth (18th) St. residence (Bay Terrace 2 Lots 25 & 26 Block 1602) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Renee Carter, to accept staff recommendations and require demolition of the structure(s) Building Standards Board Minutes January 29,2009 Page 4 of 9 according to Section 13-26 (G)(1)(c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1513 Eighteenth (18th) St. residence (Bay Terrace 2, Lot 25 &26 Block 1602). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and passed unanimously 4. 1119 Main Dr. residence (Hudson Acres, Lot 24 Block 2) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: Sylvia Arispe APPEARING IN OPPOSITION: 0 Motion: A motion was made by Jesus Jimenez, seconded by Renee Carter to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G)(1)(a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 1119 Main Dr. residence (Hudson Acres, Lot 24 Block 2) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. Amendment to Motion: A second motion was made by Ted Stephens, seconded by Jesus Jimenez to amend the motion made by Jesus Jimenez to eliminate the last paragraph which states that if repairs are not started and completed as required, the City beauthorize to demolish. A roll call vote was taken on the amendment and the amendment to the initial motion passed unanimously. Motion as Amended: A roll call vote was taken to accept the amended motion and passed unanimously. 5. 1130 Manchester Ave. detached garage (Manchester Place, Lot 5 Block 2) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 • t_) Building Standards Board Minutes January 29, 2009 Page 5 of 9 Motion: A motion was made by Ted Stephens, seconded by Jesus Jimenez, to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G)(1)(c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1130 Manchester Ave. detached garage (Manchester Place, Lot 5 Block 2). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 6. 2602 Mary St residence (Steele, Lot 45 & 46 Block 7) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Ted Stephens, seconded by Renee Carter to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G)(1)(c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 2602 Mary St residence (Steele, Lot 45 & 46 Block 7),If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 7. 800 McBride Ln residence & detached garage (Laird, Lot 1C) STAFF RECOMMENDATION: To grant repairs due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Louie Trevino Motion: A motion was made by Ted Stephens, seconded by Renee Carter to accept staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G)(1)(a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located 800 McBride Ln., (residence) (Laird, Lot 1C) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. A roll call vote was taken and the motion passed unanimously. Motion: A motion was made by Ted Stephens, seconded by Renee Carter to amend staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G)(1)(a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located 800 McBride Ln., (storage) (Laird, Lot 1C) and if repairs are started, an additional sixty (60) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 8. 8934 McGloin Rd residence (Assessors Map 148 1 Ac out of Tr H Tr 9) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: Carol Bray-City Attorney APPEARING IN OPPOSITION: Joe Brock Motion: A motion was made by Robert White, seconded by Jesus Jimenez to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G)(1)(c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 8934 McGloin Rd residence (Assessors Map 148 1Ac out of Tr H Tr 9). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. 9. 1438-19th St. residence (Bay Terrace #2, S3' of Lot 49 all of 50 &51 Block 1601) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Anna Martinez Motion: A motion was made by Robert White, seconded by Jesus Jimenez to table this case to the next March 26, 2009 regular hearing. A roll call vote was taken and the motion passed unanimously. Building Standards Board Minutes January 29, 2009 Page 7 of 9 10. 1514 Seventeenth (17th) St residence (Bay Terrace #2, Lots 39-40 Block 1402) STAFF RECOMMENDATION: To require demolition due to the extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Jesus Jimenez, seconded by Renee Carter to accept staff recommendations and require demolition of the structure(s) according to Section 13-26 (G)(1)(c) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain proper permits and complete the demolition of the structure(s) located at 1514 Seventeenth St., residence (Bay Terrace 2, Lots 39-40 Block 1402). If the demolition is not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously 11. 1502 Tarlton St commercial(Copps, Lot 2) STAFF RECOMMENDATION: To table East wing to be presented to the regular meeting of March 26, 2009 APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: 0 Motion: A motion was made by Jesus Jimenez, seconded by Lisa Huerta to accept staff recommendation to table this case to the next March 26, 2009 regular hearing. A roll call vote was taken and the motion passed unanimously. 12. 709 Wildwood Dr residence (Rolling Acres 2, Lot 7 Block 2) STAFF RECOMMENDATION: To require demolition due to extent of deterioration APPEARING IN FAVOR: 0 APPEARING IN OPPOSITION: Jimmy Ashworth Building Standards Board Minutes January 29,2009 Page8of9 Motion: A motion was made by Robert White, seconded by Lisa Huerta to amend staff recommendations to allow repairs to the structure(s) according to Section 13-26 (G)(1)(a) of the City of Corpus Christi Code of Ordinances in which the owner be allowed thirty (30) days to obtain the proper permits and start repairs to the structure(s) located at 709 Wildwood Dr., residence (Rolling Acres Lot 7 Block 2) and if repairs are started, an additional ninety (90) days be allowed to complete the repairs. If repairs are not started and completed as required, then the City is authorized to demolish. A roll call vote was taken and the motion passed unanimously. The Board discussed adopting the Building Standards rules of procedure and to consider the option of becoming a commission or remaining a board. VI. IDENTIFY ITEMS FOR FUTURE AGENDA VII. ADJOURNMENT A motion was made by Robert White, seconded by Jesus Jimenez to adjourn the hearing at 3:04 p.m. on January 29, 2009. A roll call vote was taken and the motion passed unanimously.
