The meeting was called to order by Pastor James at 1:30 p.m. A quorum was
present.
Mr. Gorham opened the meeting by informing those present that the appropriate
notices had been sent to the property owners and also published in the
newspaper. Presentations on each property were made by staff and videos showing
the conditions of the properties were viewed. The following are summaries of
actions taken by the Board on the respective properties:
945 Stone
This residential structure is set on a pyramid pier and cinder block foundation
that has sunken and does not meet the minimum requirements of the City Building
Code. Wood sills and floor joists are sagging, rotted and have badly
deteriorated. Exterior wood siding is cracked, broken and 'rotted. Windows are
broken and screens are either torn and/or missing. Roof rafters are sagging,
rotted and are rotted at the eaves. Composition shingle roof cover is in good
condition. The interior floors are broken and rotted. . Ceiling and wall covers
are cracked and broken.
STAFF RECOMMENDATION:
Under the provisions of Section 13-26 (G), (1), (c) of the City Housing Code and
due to the sub-standard and intrinsic state of disrepair of the structure, a ,
hazard to the health, safety and welfare of the public is henceforth declared.
Therefore, the owner be required to demolish the structure within thirty (30)
days. If demolition is started an additional thirty (30) days be allowed to
complete the demolition. If demolition is not started and completed as
required,the City be authorized to demolish.
945 Stone (Accessory Structures)
These (3) three accessory structures' used as storage buildings are set on
foundations that are sunken and not level. Walls, roof and roof cover are

rotted, worn and deteriorated. All (3) three structures are in a dilapidated.
condition.

STAFF RECOMMENDATION:
Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and
due to the sub-standard and intrinsic state of disrepair of .the structures, a
hazard to the health, safety and welfare of the public is henceforth declared.
Therefore, the owner be required to demolishthe structures within thirty (30)
days. If demolition is started an additional thirty (30) days be allowed to
complete the demolition, If demolition is not started and completed as
required,the City be authorized to demolish.
Mr. Eldridge, owner of the above mentioned property, was present and addressed
the board. Pastor James asked Mr. Eldridge what his plans were for the
structures on this property. Mr. Eldridge stated that at this particular time
he was physically unable to perform any repairs. He stated that he had just had.
open heart surgery and would probably not be able to do any work for a year.
Mrs. Eldridge, also present, asked if the board had any idea as to how much it
would cost to repair. She also mentioned that the only reason this case was
before the board was because the house was recently vacated and the tenant had
turned them in. Mr. Gorham mentioned to Mr. Eldridge that our department had
demolition grants available for this type of situations. Mr. Eldridge stated
that he had already applied but had not. qualified. Mr. Grande told Mr. Eldridge.
that the accessory structures seemed to be in bad shape and Mr. Eldridge agreed
and said he planned to demolish all accessory structures. Mr. Salazar asked Mr.
Eldridge how much time he thought he would need in order to repair the
residence. Mr. Eldridge stated that because of his physical condition he could
not give him an exact time frame. Mr Gorham stated that our recommendation
would stand however,depending ' on the Board's decision and if Mr. Eldridge was
interested, our department also had a rental rehabilitation program available.
Mr. Grande made the motion to accept the staff recommendations with option to
appeal it if he 'wishes it. Mr. Baker seconded the motion.
Summary of the Board. Decision: Under the provisions of Section 13-26 (G), (1),
(c) of the City Housing Code and due to the sub-standard and intrinsic state of
disrepair of the structure, a hazard to the health, safety and welfare of the
public is henceforth declared. Therefore, the owner be required to demolish the
structure within thirty (30) days. If demolition is started an additional
thirty (30) days be allowed to complete the demolition. If demolition is not
started and completed as required, the City beauthorized to demolish with the
option to appeal.
2002 Howard
This residentialstructure is set on a cedar pier foundation that is sunken and
not level. Wood sills and floor joists are rotted and sagging. Exterior wood
siding is cracked, broken and rotted. Roof consists of rotted wood shingles
that are covered with roll roofing that is worn and deteriorated. Windows and
doors are broken and/or missing. Windows and screens are either broken and/or
missing. The structure is open and has been badly vandalized. Floors are
rotted and broken. Ceiling and wall covers are broken with holes throughout the
structure. The plumbing and electrical systems are disconnected and obsolete.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and
due to the sub-standard and intrinsic state of disrepair of the structure, a
hazard to the health, safety and welfare of the public is henceforth declared.
Therefore, the owner be required to demolish the structure within thirty (30)
days. If demolition is started an additional thirty (30) days be allowed to
complete the demolition. If demolition is not started and completed as
required,the City be authorized to demolish.
Mrs. Jovita Garza Gustamente, one of the heirs of the above mentioned property
(who resides in San Antonio) was present and addressed the board. Mrs.
Gustamente wants to sell the property but she. is only one of the heirs and is
having problems contacting the other owners. She mentioned that she has been
paying the taxes on this property for at least the past ten years. She further
mentioned that she had applied for assistance from the City and did not qualify
due to her income level. Ms. Cuellar asked how many other owners were involved
and Mrs. Gustamente said that she had one sister and a brother. Ms. Cuellar
told Ms. Gustamente that first she needed to have her fathers will probated and
all heirs would have to be notified. There is no established ownership if the
will has not been probated. Ms. Cuellar also mentioned that since the Affidavit
of Heirship was filed. Ms. Gustamente is part owner and that the children of all
other heirs do not have an interest in this property. Mrs. Gustamente asked for
a sixty (60) day extension to try and resolve her legal entanglements.
Mr. Grande the motion to accept the staff recommendations. Ms. Cuellar seconded
the motion. Motion passed unanimously.

additional thirty' (30) days be allowed to complete the demolition. If

demolish.
2538 Sacky • •
This residential structure is set on a concrete pier foundation. Wood sills and
floor joists are sagging and experienced some fire damage. The structure was
recently involved in a serious fire and the exterior wood siding sustained
considerable fire damage. Windows are broken and screens are missing due to the
fire. The fire consumed a large percentage of the roof burning through the
decking, rafters and the composition shingle roof cover. The interior of the
structure was badly damaged by fire. The plumbing and electrical systems were
completely destroyed by the fire.
STAFF RECOMMENDATION:
Under the provisions of Section 13-26 (G), (1), (c) of the City Housing Code and
due to the sub-standard and intrinsic state of disrepair of the structure, a
hazard to the health, safety and welfare of the public is henceforth declared.
Therefore, the owner be required to demolish the structure within thirty (30)
days. If demolition is started an additional thirty (30) days be allowed to
complete the demolition. If demolition is riot started and completed as
required,the City be authorized to demolish.
Mr. Michael . Stojanik, owner of the above mentioned property, was present and
addressed `the board. Mr. Stojanik stated that the structure in question was
sold under a contract for deed to a Mr. Armando Garza on April 1990. He further
stated that the said structure was involved in a serious fire on October 1990.
The fire destroyed most of the structure and Mr. Garza has since defaulted on .
the contract therefore causing the property to revert back to him. Mr. Stojanik
further stated that he has filed for bankruptcy under Chapter 13 of the
Bankruptcy Court. Mr. Stojanik says that he has a buyer for the property but
cannot sell due to the bankruptcy, he has as court date on August 5, 1991 at
which time the judge should be able to release the property , in question.
Because of his situation he is asking the Board for whatever extension of time
they can allow him. He has also informed the prospective owner that if they
purchase the property the structure in question must be demolished and the
prospective owner agreed. Ms. Cuellar stated that whatever occurs until the
situation is resolved Mr. Stojanik is still liable.
Mr. Grande made the motion that we accept staff recommendations. Mr. Ewing
seconded the motion. Motion passed unanimously.

disrepair of the structure, a hazard to the health, safety and welfare of the

1418 Lipan
This residential structure is set on concrete piers that are sunken and not
level. Wood sills and floor ' joists are sagging. Exterior wood siding is
cracked, broken and rotted. Roof consisting of wood shingles are rotted and
covered with composition shingles that are worn and deteriorated. Window are
broken and screens are either torn or missing. Structure was secured and no
interior inspection was performed..
STAFF RECOMMENDATION:
Under the provisions of Section 13-26 (G), (1), (a) of the City Housing Code and
due to the sub-standard and dilapidated condition of the structure, a hazardto
the health,safety and welfare of the public is henceforth declared. Therefore,.
the owner be required to start repairs or demolition within thirty (30) days.
If repairs are started, an additional sixty (60) days be allowed to complete
repairs to City Code Standards. If demolition is started, an additional thirty
(30) days be allowed to complete the demolition. If repairs or .demolition are
not started and completed as required, the City be authorized to demolish.

siding is cracked, broken and badly in need of paint. Window frames are rotted,
window panes broken and screens are either torn or missing. Front and back
doors are broken. Wood shingle roof cover is worn and deteriorated. Rafters are
sagging and rafters ends are rotted. Front porch floor is rotted and broken and
its support missing. The structure is open and the interior has been
vandalized. The interior floor is broken/or rotted. The wall and ceiling
covers are cracked and broken with: holes throughout the structure. The
electrical and plumbing systems are disconnected and obsolete.

Wood sills andfloor joists are either rotted and/or sagging. Exterior walls
are constructed of wood siding that is loose, torn, rotted and/or missing and is
badly in need of paint. Roof consists of composition shingles that are loose,
worn and/or missing. Roof rafters are sagging and rafter ends are rotted.
Porches and steps are either rotted, missing and/or loose. Windows and window
screens are either rotted, broken and/or missing. Door and door screens are
rotted and/or missing.

Under the provisions of Section 13-26 (G), (1), (c) of the City Housing Code and
due to the sub-standard and intrinsic state of disrepair of the structure, a
hazard to the health, safety and welfare of the public is henceforth. declared.

consists of composition shingles and roll roofing that is worn and deteriorated.
Roof rafters are sagging, fascia boardsand rafter ends are rotted. The
structure was open and has been vandalized. The electrical and plumbing systems
are disconnected.
STAFF RECOMMENDATION:
Under the provisions of Section 13-26 (G),(1), (a) of the City Housing Code and
due to the sub-standard and dilapidated condition of the structure, a hazard to
the health,safety and welfare of the public is henceforth declared. Therefore,
the owner be required to. start repairs or demolition within thirty (30) days.

An accessory structure used as a detached garage is set on a concrete pier
foundation that is sunken and not level. Walls to the garage are broken and
rotted with holes throughout the structure. Wood shingle roof cover is broken
and rotted with holes throughout the roof.

Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and
due to the sub-standard and intrinsic state of disrepair of the structure, a
hazard to the health, safety and welfare of the public is henceforth declared.
Therefore, the owner be required to demolish the structure within thirty (30)
days. If demolition is started an additional thirty (30) days be allowed to
complete the demolition. If demolition is not started and completed as
required,the City be authorized to demolish.

consisting of composition shingles and roll roofing is worn and deteriorated.
The structure is open and has been vandalized. Floors are broken, rotted with
holes throughout the structure. Ceiling and wall covers are cracked and broken.
Plumbing and electrical fixtures are broken and/or missing.

717 Scotland (Accessory Structure)
This accessory 'structure used as a detached garage is set on a concrete beam
that has sunken. Walls consisting of cinder blocks are buckled and leaning and
a portion of the wall constructed of wood siding is rotted and broken. The roof.
covered with composition shingles is rotted with holes throughout the roof and
the composition shingle roof cover is worn and deteriorated.
STAFF RECOMMENDATION:
Under the provisions of Section 13-26 (G), (1), (c) of the City Housing Code and
due to the sub-standard and intrinsic state of disrepair of the structure, a
hazard to the health, safety and welfare of the public is henceforth declared..
Therefore, the owner be required to demolish the structure within thirty (30)
days. If demolition is started an additional thirty (30) days be allowed to
complete the demolition. If demolition is not started and completed as
required,the City be authorized to demolish.

This commercial structure is set on pyramid piers that are sunken and not level.
Wood sills and floor joists are sagging and rotted. Exterior wood siding is
rotted, deteriorated and covered with asbestos shingles that are either broken
or missing. Windows are broken and screens. are either torn or missing. The
roof, consists of composition shingles that are worn and deteriorated. The
front portion of the roof is covered with red tiles that are cracked or broken.
The interior floors are cracked and buckled. Ceiling and wall covers are also
cracked and broken. The plumbing and electrical systems are disconnected and
obsolete.
STAFF RECOMMENDATION:
Under the provisions of Section 13-26 (G), (1), (c) of the City Housing Code and
due to the sub-standard and intrinsic state of disrepair of the structure, a
hazard to the health, safety and welfare of the public is henceforth .declared.
Therefore, the owner be required to demolish the structure within thirty (30)

Per Section 13-26 of the City Code of Ordinances, Vice Chairman Cohen
called the meeting to order. A quorum was present .
Mr. Gonzalez opened the meeting by informing those present that appropriate
notices had been sent to the property owners and published in the newspa-
per. Presentations on each property were made by staff and slides showing
the conditions of the properties. The following are summaries of the
presentations and the recommendations made by staff and summaries of
actions taken by the Board on the respective properties:
1505 Peabody .
The vacant structure is set on a concrete slab foundation. Foundation has
settled and is broken. Stucco exterior wall cover is deteriorated and
cracked, and largely damaged. Roof covering is wood shingles that are worn
and loose. Window and door units are decayed, with windows and screens
missing. Interior wall and ceiling covers have decomposed and pulled away
from their original supports. Electrical and plumbing systems are not to
code.
Staff recommended that the owner be required to start repairs or demolition
within. 30 days. If repairs are started, an additional 90 days be allowed
to complete the repairs to city code standards. If demolition is started,
an additional 30 days be allowed to complete the demolition. If repairs or
demolition are not started and completed as required, the city be author-
ized to demolish.
Ms. Brenda Duff, daughter of the property owner, was present and addressed
the Board. She requested a six-month extension to acquire funds for the
renovation of the structure.
Mr. Gonzalez informed Ms. Duff that the structure was in a R1-B zone,
single family residence, and asked if the structure would be rebuilt to
that characteristic and if there were any plans to change that. Ms. Duff
replied she did not know. Mr. Gonzalez also stated that staff's findings
were that the structure was previously a duplex any, reconstruction would
have to comply with zoning as well as building standards.
Motion made by Mr. Grande to accept the staff recommendation, seconded by
Mr. Garcia and passed unanimously.
Summary of Board Decision: The owner is required to start repairs or
demolition within 30 days. If repairs are started, an additional 90 days
be allowed to complete repairs to city code standards.. If demolition is
started, an additional 30 days be allowed to complete demolition. If
repairs or demolition are not started and completed as required, the city
be authorized to demolish.
1941 Flour Bluff Drive
This two-story dwelling is set on a concrete slab foundation. Exterior
T-111 veneer is fire damaged. Structural stability of the framing wall
studs is damaged. Approximately 85 percent of the roof was destroyed by
fire and the building is exposed to the weather. Plumbing and electrical .
systems were destroyed by fire.
Staff recommended the owner be required to start repairs or demolition
within 30 days. If repairs are started, an additional 60 days be allowed
to complete repairs to city code standards. If demolition is started, an
additional 30 days be allowed to complete the demolition. If repairs or
demolition are not started and completed as required, the City be author-
ized to demolish.
Mr. Richard Hatch of 1500 Texas Commerce Plaza addressed the Board on
behalf of the owners, Mr. and Mrs. Coe. He addressed the notice provisions
thereby waiving those notices due to a second lienholder being involved,'
Mr. and Mrs. Campbell . He stated that State Farm Insurance has purchased
the Campbell '.s lien but has not. yet been paid off. Mr. Hatch informed the
Board that Mr. and Mrs. Coe were in a dispute with the insurance company
regarding the fire which occurred on September 8, 1987. He asked for the
Board to defer any action for at least 90 days and reschedule the case for
another hearing in order to resolve the dispute with the insurance company
at which time funds could be received. He asked that demolition not be
ordered until the funds were received. Ms. Constant asked if the owner' s
intent was to rebuild. Mr. Hatch answered it was the owner's intent to
demolish the building and that presently, an arson investigation is pending
on this structure: therefore, the Fire Department would need to be notified
before the building was demolished.
Mr. Gonzalez stated that Section 13-26 (c) of the City Code of Ordinances
provides for a method of notice in which the City may satisfy in one of
three manners:: 1.) a delivery of notice to the owner at their normal place
of business, 2) a certified letter sent to the last known mailing address,
and 3) a notice in the newspaper published twice within a ten-day period
preceding the hearing. Mr. Gonzalez explained that staff utilized methods
two and three. He stated that staff was prepared to amend the recommenda-
tion to provide for proper clearance from the Fire Department and give the
owners 90 days to satisfy the litigation. Mr. Hatch requested for a 60-day
extension to complete demolition due to. the structure' s size and to salvage
material .
Motion made by Mr. Leal to accept the amended recommendation to give the
owners 90 days in which to start demolition and complete demolition within
30 days, seconded by Mr. Grande and passed unanimously.
Mr. Gonzalez informed Mr. Hatch that a certified letter would be sent
outlining the outcome of the hearing and that the 90-day period would begin
from the date of the letter. At the end of the 90-day period staff will
contact the Fire Department to determine if the investigation has been
resolved, if investigation has been resolved, a 30-day period will be
allowed for the completion of the demolition.
. Summary of Board Decision: The owner is required to start demolition
within 90 days subject to concurrence from the Fire Department. If
demolition is started, an additional 30 days be allowed to complete
demolition. If demolition is not started as required, the City is
authorized to demolish.
601 North Mesquite
The commercial structure is set on a concrete beam foundation. Exterior
consists of masonry walls with two sides covered with stucco and two sides
with bricks. Brick section of the walls are weathered and cracked. Stucco
section is cracked and deteriorating. Portion of the flooring has been
removed. Parts of the wall and ceiling cover are broken. Plumbing and
electrical systems are not to code.
Staff recommended that the owner be required to start repairs or demoli-
tion within 30 days. If repairs are started, an additional 120 days be
allowed to complete the repairs to city code standards. If demolition is
started, an additional 30. days be allowed to complete the demolition. If
repairs or demolition are not started and completed as required, the city
be authorized to demolish. Staff amended the above recommendation to add
that the owner be required to submit written correspondence within 30 days
requesting the historical restoration, thereafter the owner be allowed 60
days in which to prepare a proposal accepted by the Director of Housing and
Community Development for the historical restoration of the structure. The
proposal must be implemented and completed within one year from the date of
acceptance by the Director of Housing and Community Development. This
amendment was added due to the potential historical significance of the
structure.
This case was before the Board on October 26, 1984. The violations are
similar to what they were at that time.. The order was not implemented due
to correspondence received in March 1985 that notice was not properly given
in that the address was not the correct owner' s address.
Mr. Scott Wilshusen, Vice President of J.H.W. , Inc. addressed the Board
.regarding the validity of the certified letter of January 11, 1988, in
which he stated that insufficient time was not allowed for preparing a
defense for the case. Mr. Gonzalez informed the Board that the case was
properly before them and appropriate notice had been served. Mr. Wilshusen
objected to the findings of the Board but submitted a presentation on the
history of the Lovenskiold Building, including slides and pictures.
Mr. Wilshusen, presented a letter from Richard Ryan,. architect, giving his
analysis of the building. Mr. Gonzalez elaborated onthe functions of the
Building Standards Board and said it was a Board of prevention. He further
explained that in 1984 the Board had rendered a decision but did not take
into consideration historical restoration. Also, correspondence received
indicated the building would be subject to eminent domain in 1982-83 for a
possible location of another building. Mr. Gonzalez commented that if the
staff recommendation was not accepted and the economy did change, the
building' s use might not be used for historical restoration. -
Mr. Claude D'Unger of 201 Del Mar addressed the Board. He is a member of
the Landmark Commission and the Historical Commision, but spoke as a
concerned citizen. He stated that Housing and Community Development was
sensitive to the downtown area but continued with a presentation that the
building should not be demolished.
Mr. Gonzalez clarified the city' s position in that the Board was seeking
action or restoration of the building. The question of eminent danger was
raised and Mr. Gonzalez answered that he would impose the emergency provi-
sion to take corrective action if the building was a danger to the public.
Mr. D' Unger requested that the case be postponed.
Other speakers who addressed the Board. on . this case were Joe Williams,
architect, O.K. Smith, Heart of Corpus Christi , and Janet Rice of the
Nueces County Texas"Historical Society all in support of preservation of
the building.
Motion made by Pastor James to amend the staff recommendation to add that
the building be secured, seconded by Mr. Leal . Members voting for were
Mr. Leal , Mr. Cohen and Pastor James.voting aye; and Mr. .Garcia, Ms.
Constant and Mr. Grande voting nay. Motion denied due to a lack of
majority.
A motion was made by Mr. Leal that within 180 days the owner must submit a
progress report and a historical preservation proposal to Mr. Gonzalez,
Director of Housing and Community Development. Mr. Gonzalez will then
report to the Board and submit a recommendation. Motion seconded by Ms.,
Constant voting for and Mr. Garcia voted against. Motion passed.

The structure, is set on concrete piers that are sunken and uneven causing
the floor to buckle and the structure to lean. Wood sills and floor joists
are sagging, rotted and causing the floor to buckle and crack. Exterior
vertical wood siding is weathered and decayed. Window and door frames are
rotted and loose. Interior floors are buckled. Ceiling and wall covers
are broken and dilapidated. Plumbing and electrical are not to code.
Front porch is rotted and broken. . Rafter tails are rotted with the compo-
sition roof cover worn, deteriorated and loose.
Staff recommended that under the provisions of Section 13-26 (G) , (1 ) , (c)
of the City Housing Code, and due to the intrinsic state of disrepair of
this building, the owner be required to demolish the building within 60
days. If demolition is not completed within 60 days, the City be author-
ized to demolish.
Mrs. Maria Oropeza of 1420 1/2 Date was present and addressed the Board.
She requested an extension to repair the building. Mr. Gonzalez stated
that in 1979 rehabilitation for $19,000 was performed on the structure in
the front. Mr. Cohen asked her if she was aware that it would be more
expensive to repair than to demolish. She was not. Mr. Garcia explained
that the house would practically have to be completely rebuilt because of
electrical and plumbing inspections. Mr. Gonzalez advised the Board that
Mrs. Oropeza' s husband had applied for a demolition grant but then
cancelled also she had previously advised staff the building would be
demolished. Mr. Gonzalezinformed hershe was eligible for a demolition
grant. Mrs Oropeza decided to comply with the staff recommendation.
Motion made by Mr. Grande to accept_ the staff recommendation, seconded by
Mr. Garcia. Motion passed unanimously.

134 Shawnee (Units 3 & 4)
The structure (Unit 4) is set on concrete piers that are leaning and have
sunken causing the floor to buckle. Sills and floor joists have decayed.
Floor is buckled and the structure is at ground level . Structure is badly
fire damaged. Exterior wood siding was partially destroyed by fire and is
deteriorated and broken. Windows, screens and doors were burned by the
fire, and the building is exposed to the elements. Roof of composition
shingles are worn and loose. Interior is fire damaged. Electrical and
plumbing systems are fire damaged and not to code.
Staff recommended that under the provisions of Section 13-26 (G) , (1 ) , (c)
of the City Housing Code, and due to theintrinsic state of disrepair of
this building, the owner be required to demolish the building within 60
days. If demolition is not completed within 60 days, the City be author-
ized to demolish.
Mr. Gonzalez stated that partial demolition had occurred on unit #3 and
requested the lot to be cleaned.
Ms. Diane Bales was present and addressed the Board on behalf of her
mother, Linda Cavazos. Ms. Bales was in agreement with the staff recommen-
dation. She informed the Board that the Fire Inspector would be performing
an inspection to determine if thebuilding was structurally unsafe. She
stated if the inspection determines unsafe conditions she would comply with
demolition. If not, she requested to start repairs within 30 days.
Mr. Gonzalez amended the staff recommendation to allow the owner 30 days to
submit a report determining if the structure may be repaired and 60 days
in which to complete the renovation. Should repairs not be feasible, 60
days be allowed for demolition.
Motion made by Mr. . Garcia to accept the amended staff recommendation,
seconded by Pastor James. Motion passed unanimously.

window panes are broken. Interior ceiling and wall covers have been burned
to the studs. Floors are buckled, burned and fire damaged. Front portion
of the composition shingle roof covering is worn and deteriorated. This is
an occupied structure which is fire damaged.
Staff recommended theowner be ordered to vacate the building within 30
days with an additional 30 days to start repairs or demolition, If repairs.

Ms. Josefa Carbajal of 1409 Main was present and addressed the Board. She
stated she did not have the funds to demolish the building and had applied
for a loan to remodel , but her property taxes were delinquent. She re-
quested an extension to acquire information on the lienholder.
Mr. Gonzalez updated the Board on ownership of the property. According to
the title opinion the property was held by United Savings. A Mr. Pichinson
had acquired the property through LEPCO and Mrs. Carbajal had been making
installments to Mr. Pichinson through a Contract for Deed. After the fire,
the property was quit-claimed to Mrs. Carbajal . She is in the process of
seeking legal aid. Mr. Gonzalez stated that staff was working with Mrs.
Carbajal , but due to the question of ownership and back taxes, this case
would be difficult to address.
Motion made by Mr. Grande to table the case for the next board hearing,
seconded by Mr. Leal . Motion passed.

and/or destroyed by fire. Wood shingle roof covering is burned. Window,
door frames and units are broken, missing and fire damaged. Interior
flooring is removed. Wall and ceiling covers have fallen off. Plumbing
and electrical systems are not to city code.
Staff recommended that the owner be required to start repairs or demolition
within 30 days. If repairs are started, an additional 90 days be allowed
to complete the repairs to city code standards. If demolition is started,

deteriorated. Interior has holes and cracks in the ceiling and wall
covers.
Staff recommended that under the provisions of Section 13-26 (G) , (1 ), (c)
of the City Housing Code, and due to the intrinsic state of disrepair of
this building, the owner be required to demolish the building within 60
days. If demolition is not completed within 60 days, the City be author-
ized to demolish.
Mr. Ruben Charles of 934 Redmond was present and addressed the Board. His
concern was what action the Board would take. He inquired why a lien would
be placed if demolition was performed by the city. Mr. Gonzalez replied
because of public funds being used for demolition. Mr. Charles explained
that the building was not his, only the land. Ms. Constant advised Mr.
Charles to seek legal counsel .
Motion made by Pastor James to accept the staff recommendation, seconded by
Mr. Grande and passed unanimously.

exposed to the weather.
Staff recommended that the owner be required to start repairs or demolition
within 30 days. If repairs are started, an additional 90 days be allowed

accessory structure at the rear of the lot has been vandalized and is
dilapidated. Building is missing exterior wall cover and roof.
Staff recommended that under the provisions of Section 13-26 (G) , (1 ), (c)
. of the City Housing Code, and due to the intrinsic state of disrepair of
both, these structures, the owner be required to demolish the buildings
within 60 days. If demolition is not completed within 60 days, the City be
authorized to demolish. .
Mr. Gregory Tschoepe, owner, was present and addressed the Board. He in-
formed the Board that the storage building was demolished.

building at the rear of this property is deteriorated and the roof has
given way and collapsed.' '

and plumbing systems are disconnected and do not meet city code require-
ments.
