The meeting was called to order by Pastor James at 1: 30 p.m. in the
Council Chambers of City Hall. A quorum was present.
Mr. Gorham opened the meeting by informing those present that the
appropriate notices had been sent to the property owners and notices
published in the newspaper. Presentation on each property were made
by staff and slides showing the conditions of the properties were
viewed. The following are summaries of actions taken by the Board on
the respective properties:
721 Chase •
This residential structure is set on concrete piers. The exterior
siding has experienced some rotting and is badly in need of paint.
Some window panes are broken and screens torn. The front concrete
steps are chipped and broken and need to be repaired. Built up roof
cover is badly deteriorated with holes throughout the roof area. Roof
rafters are sagging and rotted at the eaves. Metal drip strip is
missing and much of the fascia boards are rotted.
STAFF RECOMMENDATION:
Under the provision of Section 13-26 (G) , (1) , (a) of the City Housing
Code and due to the substandard and dilapidated condition of the
structure, a hazard to the health, safety and welfare of the public
is henceforth declared. Therefore, the owner be required to start
repairs within thirty (30) days. If repairs are started, an
additional sixty (60) days be allowed to complete repairs to City Code
Standards. If repairs are not started and completed as required the

City be authorized to file charges in Municipal Court for abatement
of said nuisance.
The owner, Ronald Randolf, was present and addressed the Board. The
owner informed the board that some repairs were already in progress
and that additional repairs were planned. Should the board advise the
city staff to give you additional time then it will be granted. Mr.
Rivera advised Mr. Randolph that he needed to obtain the necessary
building permit and keep this department informed of progress made.
Mr. Leslie Baker made the motion to accept the staff recommendation,
seconded by Mr. Salazar. Motion passed unanimously.
SUMMARY OF THE BOARD DECISION: Under the provision of Section 13-26
(G) , (1) , (a) of the City Housing Code and due to the substandard and
dilapidated condition of the structure, a hazard to the health, safety
and welfare of the public is henceforth declared. Therefore, the
owner be required to start repairs within thirty (30) days. If
repairs are started, an additional sixty (60) days be allowed to
complete repairs to City Code Standards. If repairs are not started
and completed as required the City be authorized to file charges in
Municipal Court for abatement of said nuisance.
2602 Buford
This residential structure is set on concrete piers that are not
level. Exterior stucco walls are cracked, broken, and/or missingand
badly in need of paint. The asphalt roof is worn and deteriorated.
The front porch supports are loose. Electrical service is
disconnected.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (a) of the City
Housing Code and due to the substandard and dilapidated condition of
the structure, a hazard to the health, safety and welfare of the
public is henceforth declared. Therefore the owner be required to
start repairs or demolition within thirty (30) days. If repairs are
started, an additional sixty (60) days be allowed to complete repairs
to City Code Standards. If demolition is started, an additional
thirty (30) days be allowed to complete the demolition. If repairs
or demolition are not started and completed as required, the city be
authorized to demolish.
The owner, S. M. Cowling, was present and addressed the board. He
indicated general agreement with staff's recommendation.
Mr. Grande made the motion to accept staff recommendation, seconded
by Mr. Baker. Motion passed unanimously.

started, an additional sixty (60) days be allowed to complete repairs
to City Code Standards. If demolition is started, an additional
thirty (30) days be allowed to complete the demolition. If repairs
or demolition are not started and completed as required, the City be
authorized to demolish.
The owner, S. M. Cowling, was present and addressed the Board. Mr.
Cowling stated that he was not willing to spend any money on this
building and would proceed to demolish it. He further stated that
this building is boarded up and has been in its present condition for
three (3) years. He said that the structure is secured by a chain
link fence around the property and would like more time to accomplish
the demolition.
Ms. Cuellar made the motion to amend staff recommendation by allowing
the owner thirty (30) days to start demolition and an additional
thirty (30) days to complete demolition, seconded by Mr. Anslinger.
Motion passed unanimously.
SUMMARY OF THE BOARD DECISION: Under the provisions of Section 13-26
(G) , (1) , (c) of the City Housing Code and due to the substandard and
intrinsic state of disrepair of the structure, a hazard to the health,
safety and welfare of the public is henceforth declared. Therefore,
the owner be required to demolish the structure within thirty (30)
days. If the demolition is started, an additional thirty (30) days
be allowed to complete the demolition. If demolition is not started
and completed as required, the City be authorized to demolish.
1025-23rd Street
These structures, used as residential units are all set on concrete
and cedar piers that are sunken and not level. Wood sills and floor
joists are sagging and rotted on structure #1. Exterior wood siding
is loose, missing and badly in need of paint. Windows are broken,

window frames rotted and screens missing. - The composition shingle
roof cover is worn and deteriorated. Plumbing and electrical fixtures
are broken and/or missing and the systems are disconnected and
obsolete. Structure #1 has been badly vandalized and is unfit for
human habitation.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (a) of the City
Housing Code and due to the substandard and dilapidated condition of
the structure, a hazard to the health, safety and welfare of the
public is henceforth declared. Therefore the owner be required to
start repairs or demolition within thirty (30) days. If repairs are
started, an additional sixty (60) days be allowed to complete repairs
to City Code Standards. If demolition is started, an additional
thirty (30) days be allowed to complete the demolition. If repairs
or demolition are not started and completed as required, the City be
authorized to demolish.
The owner, S. M. Cowling, was present and addressed the Board. There
are five (5) structures on this property, one of which is used as a
storage unit. This fifth structure has no utilities connected to it.
The first four (4) structures are repairable and Cowling asked for
additional time to accomplish the repairs required in order to meet
the minimum requirements of the Building Code.
Mr. Ewing made the motion to accept staff recommendation, seconded by
Mr. Baker. Motion passed unanimously.

This residential structure is set on a cedar pier foundation that is
not level. Wood sills and floor joists are sagging and rotted.
Exterior wood walls are rotted and covered with asbestos tiles that
are cracked and/or broken. Windows are broken and screens are either
torn and/or missing. Composition shingle roof cover is worn and
deteriorated. Roof rafters are sagging and rotted at the eaves.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (a) of the City
Housing Code and due to the substandard and dilapidated condition of
the structure, a hazard to the health, safety and welfare of the
public is henceforth declared. Therefore the owner be required to

start repairs or demolition within thirty (30) days. If repairs are
started, an additional sixty (60) days be allowed to complete repairs
to- City Code Standards. If demolition is started, an additional
thirty (30) days be allowed to complete the demolition. If repairs
or demolition are not started and completed as required, the City be
authorized to demolish.
The owner, Mrs. Marcela Garcia and her son Joe Garcia were present and
addressed the Board. Mr. Garcia stated that his mother was ill and
financially not able to do anything concerning this situation. Mr.
Garcia stated that he is unemployed and therefore is unable to remedy
the condition of this structure. Mr. Gorham informed the Board that
Mrs. Garcia has applied for rehabilitation loan through this
department. Mr. Gorham stated that we will try to expedite her
application and prioritize her case. Mr. Grande made the motion to
postpone this case to the Board hearing to be held in of July 1992,
seconded by Ms. Cuellar. Motion passed unanimously.
SUMMARY OF THE BOARD DECISION: That this property be referred to the
next Building Standards Board Hearing July 1992 in order to allow the
owner to qualify for a rehabilitation loan through the Housing and
Community Development.
1402 Marine
This residential property consists of a concrete beam foundation that
is set on blocks. The exterior walls consists of asbestos shingles
that are either cracked, broken, or missing. Exterior wall
underlayment is rotted. Roof consists of composition shingles that
are worn. Porches, stairways, steps and landings are missing. Windows
and doors are boarded up. Electrical and plumbing systems are
disconnected and do not meet minimum code requirements. This
structure, at one time, was in the process of being moved and was
inadvertently set on this vacant lot.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (a) of the City
Housing Code and due to the substandard and dilapidated condition of
the structure, a hazard to the health, safety and welfare of the
public is henceforth declared. Therefore the owner be required to
start repairs or demolition within thirty (30) days. If repairs are
started, an additional sixty (60) days be allowed to complete repairs
to City Code Standards. If demolition is started, an additional
thirty (30) days be allowed to complete the demolition. If repairs
or demolition are not started and completed as required, the City be
authorized to demolish.
Mr. Robert Stoney, owner of the property was ill and could not be
esent, however, Mr. Samuel Stoney, brother of the owner was present
and addressed the Board. Mr. Stoney stated that the situation
concerning this structure has been ongoing for years and that at this
point, due to his brothers' illness they are relinquishing all assumed
rights and that if the previous owners of the structure want the

structure, access will be allowed. Mr. Stoney further stated that if
nothing is done with the structure they will agree with staff
recommendation to demolish the structure
Mr. Grande made the motion to accept staff recommendation, seconded
by Mr. Anslinger. Motion passed unanimously.

501 Kina
This structure is set on concrete and cedar piers that are sunken and
not level. The wood sills and floor joists are sagging and rotted.
Exterior wood siding is broken, rotted and badly in need of paint.
Existing roll-roofing is torn, missing and badly deteriorated. Roof
rafters are sagging and eaves are rotted. Front porch supports are
rotted and leaning. The roof on the front porch is badly rotted and
deteriorated. Interior wall covers are worn and peeling. Ceiling
cover has holes throughout the structure and is leaking.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (c) of the City
Housing Code and due to the substandard and intrinsic state of
disrepair of the structure, a hazard to the health, safety and welfare
of the public is henceforth declared. Therefore the owner be required
to demolish the structure within thirty (30) days. If the demolition
is started, an additional thirty (30) days be allowed to complete the
demolition. If demolition is not started and completed as required,
the City be authorized to demolish.
The owner Mr. Andrew Boyles, was present and addressed the Board. Mr.
Boyles stated that he agreed with the staff recommendation. Mr.
Gorham stated that Mr. Boyles has applied for a Demo/grant. Mr. Boyles
indicated that he would like to expedite this matter so that the City
can go ahead with demolition.
Ms. Cuellar made the motion to accept staff recommendation, seconded
by Mr. Baker. Motion passed unanimously.

Window units and window screens are either rotted, broken and/or
missing. Door units and screen doors are either rotted, broken and/or
missing. Electrical and plumbing systems are obsolete.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (a) of the City
Housing Code and due to the substandard and dilapidated condition of
the structure, a hazard to the health, safety and welfare of the
public is henceforth declared. Therefore the owner be required to
start repairs or demolition within thirty (30) days. If repairs are
started, an additional sixty (60) days be allowed to complete repairs
to City Code Standards. If demolition is started, an additional

This multi unit structure is set on concrete piers. Floor framing and
wood sills are either rotted, broken and/or sagging. Exterior walls
consist of fiber pencils and wood siding that are rotted, broken, and
badly in need of paint. Underlayment is rotted. Roof consists of
corrugated metal and wood shingles that are rotted and worn. Porch
steps and landings are missing. Window units and window screens are
either rotted, broken and/or missing. Door units, screen doors and
hardware are either rotted, broken and/or missing. Electrical and
plumbing are obsolete.

Under the provisions of Section 13-26 (G) , (1) , (a) of the . City
Housing Code and due to the substandard and dilapidated condition of
the structure, a hazard to the health, safety and welfare of the
public is henceforth declared. Therefore the owner berequired to

Door units, screen doors, hardware are either rotted or broken.
Electrical and plumbing systems are obsolete.

obsolete.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (a) of the City
Housing Code and due to the substandard and dilapidated condition of
the structure, a hazard to the health, safety and welfare of the
public is henceforth declared. Therefore the owner be required to
start repairs or demolition of buildings A,B,C, &D within thirty (30)
days. If repairs are started, an additional sixty (60) days be
allowed to complete repairs to City Code Standards. If demolition is
started, an additional thirty (30) days be allowed to complete the
demolition. If repairs or demolition are not started and completed
as required, the City be authorized to demolish.
Mr. Dalton Myers, owner of these properties, was present and addressed
the Board. Mr. Myers stated that he recently acquired these
properties and was in the process of repairing the structures. He
further stated that his building permits were current, however, more
time would be needed to complete the repairs. Repairs should be
completed within three (3) months.
Mr. Salazar made the motion to accept staff recommendation for repairs
of the structures,with an amendment allowing the owner one hundred
fifty (150) days to complete the repairs on buildings A,B,C & G, at
924 Waldron,seconded by Mr. Grande.

allowed to complete the repairs to City Code Standards. If demolition
is started, an additional thirty (30) days be allowed to complete the
demolition. If repairs or demolition are not started and completed
as required, the City be authorized to demolish.

This structure is set on concrete piers. Floor sills are rotted and
sagging. Exterior walls consist of particle board and wood siding
that are either rotted, broken, and/or missing and badly in need of
paint. Wall framing is either rotted or broken. Roof consists of
composition shingles that are worn and deteriorated. Porch steps and
landing are missing. Window units are rotted. Door units, screens,
doors, hardware are either rotted broken and/or missing. Electrical
and plumbing systems are obsolete.
STAFF RECOMMENDATION

disrepair of the structure, a hazard to the health, safety and welfare
of the public is henceforth declared. Therefore the owner be required

Mr. Dalton Myers, owner of this property was present and addressed the
Board. Mr. Myers stated that he agreed with staff as to the condition
of the structure but would like some time to inspect the foundation
of this structure and possibly rebuild another structure on this
foundation.
Mr. Baker made the motion to accept staff recommendation on Building
F, seconded by Mr. Grande. Motion passed unanimously.

boarded up. Electrical and plumbing systems are obsolete.

Mr. Calvin Bright, owner of the property, was present and addressed
the Board. Mr. Bright voiced some concerns with his dealings with
Neighborhood Improvement and stated that repairs were already
underway. Mr. Gorham stated that we• had received numerous complaints
on this property and that the nuisance should be abated.
Mr. Ewing made the motion to accept staff recommendation, seconded by
Mr. Anslinger. Motion passed unanimously.

14654 S. Padre Island
This commercial structure has no foundation. Walls are constructed
of .a combination of plywood and bamboo composite material that are
either rotted, or loose. Roof consists of composition shingles and
roll roofing material that are either worn, rotted, or missing. Roof
rafters and support beams are rotted, broken, and overspanned. The
structure is open to the elements. Electrical and plumbing systems
are obsolete.
STAFF RECOMMENDATION
Under_ the provisions of Section 13-26 (G) , (1) , (c) of the City
Housing Code and due to the substandard and intrinsic state of
disrepair of the structure, a hazard to the health, safety and welfare
of the public is henceforth declared. Therefore the owner be required
to demolish the structure within thirty (30) days. If the demolition
is started, an additional thirty (30) days be allowed to complete the
demolition. If demolition is not started and completed as required,
the City be authorized to demolish.
Mr. Gene French, owner of the property, was present and addressed the
Board. Mr. French stated that because of his financial situation he
had filed bankruptcy and that this property was protected under the
Bankruptcy Law and in the hands of a Bank Trustee. He further stated
that to his knowledge an offer to purchase the property had been
entertained and is due for closure within ninety (90) days. If for
some reasons this sale does not materialize, the bank will abandon
said property at which time the property will convert back to him.
Mr. French agrees to demolish the structure but needs one hundred and
twenty (120) days for resolution.
Mr. Grande made the motion to accept staff recommendation, seconded
by Mr. Ewing. Motion passed unanimously.

This multi-unit residential structure is set on concrete piers that

damaged or missing. All door and window sills are rotted. The
plumbing fixtures and electrical systems do not meet minimum Code
requirements. This structure is open to the elements.

throughout the roof area The door and window sills are rotted. The
interior wall, ceiling and floor coverings are all damaged by water
due to the holes in the ceiling. The plumbing and electrical systems
do not meet minimum City Code requirements.

structure was recently involved in a fire that destroyed a large
portion of the wood floor. The exterior wood siding covered with
vinyl siding sustained considerable fire damage. Windows doors and
window screens were broken and/or destroyed by the fire. The roof
composed of composition shingles was partially destroyed by fire. An
attached carport was completely destroyed by fire. The interior of
the structure sustained heavy fire damage and the wall cover, ceiling
cover, electrical system, and plumbing systems were destroyed.

and floor joists are buckled and broken. The wall and ceiling members
are cracked and sagging. The floor and wall frames are badly damaged
by termites. The exterior veneer is broken and/or has been removed.
Window and doors were removed. The structure is badly rotted and
deteriorated.
