Hines, Secretary II The meeting was called to order by Ben Grande, Vice Chairman at 1: 30 p.m. in Council Chambers of City Hall. A quorum was present. Mr. Gorham opened the meeting by informing those present that the appropriate notices had been sent to the property owners and notices published in the newspaper. A slide presentation showing the condition of each property was conducted by staff. The following are summaries of action taken by the Board on the respective properties. 337 Primrose This structure is used as a combination garage and storage room. The composition shingle roof cover is worn and the roof is sagging. The exterior wood siding is broken, rotted and the walls are buckled and leaning. The floor section of the building is rotted and decayed. The window units are broken and warped. The garage door has partially fallen. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and due to the substandard and intrinsic state of disrepair of the structure, a. hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to demolish the structure within thirty (30) days. If the demolition is started, an additional thirty (30) days be allowed to complete the demolition. If demolition is not started and completed as required, the City be authorized to demolish. The owner, John Stensland, was present and addressed the Board. Mr. Stensland informed the Board that he had contacted a Mr. Abel Gonzales who is working up estimates for the repairs needed on this 1 SCANNED structure. The owner is asking for the opportunity to repair the structure. If repairs are allowed, he is also asking for sixty (60) days for the completion of these repairs. Ms. Cuellar made the motion to amend the staff recommendation by allowing the sixty (60) days from August 1, 1992 to repair the garage, seconded by Mr. Baker. Motion passed unanimously. SUMMARY OF THE BOARD DECISION: Under the provision of Section 13-26 (G) , (1) , (a) of the City Housing Code and due to the substandard and dilapidated condition of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to start repairs within thirty (30) days from August 1, 1992. If repairs are started, an additional thirty (30) days be allowed to complete repairs to City Code Standards. If repairs are not started and completed as required, the City be authorized to demolish the structure. 218 Courtland This residential structure is set on a concrete pyramid pier foundation. Wood sills and floor joists are rotted and sagging. Exterior walls consist of wood siding that is either rotted, torn, and badly in need of paint. Roof consists of composition shingles that are either rotted, worn and/or missing. Roof rafters and eaves are sagging and/or rotted. Windows, window screens are either rotted, broken and/or missing. Doors, screen doors, and hardware are either missing and/or broken. Floor, floor coverings, walls covering and ceiling covering are either torn, rotted, missing and/or water damaged throughout the structure. Electrical outlets, switches and light fixtures are broken and/or missing throughout. Electrical and plumbing systems are inadequate STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and due to the substandard and intrinsic state of disrepair of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to demolish the structure within thirty (30) days. If the demolition is started, an additional thirty (30) days be allowed to complete the demolition. If demolition is not started and completed as required, the City be authorized to demolish. Ms. Dallas Fryer, daughter of Dallas Skinner the owner, was present and addressed the Board. She agreed with staff recommendation and will start immediate proceedings to have this structure demolished. Ms. Alicia Cuellar made the motion to accept staff recommendation, seconded by Mr. Baker. Motion passed unanimously. If demolition is not started and completed as required, the City be authorized to demolish. 911 Martin Luther King This multi-unit structure is set on a concrete slab. Exterior wood siding is cracked, broken and rotted. Windows are broken and screens are either torn and/or missing. Built up roof cover is worn and deteriorated. The structure is open and has been badly vandalized. Wall ceiling covers are cracked and broken. Bathroom and other plumbing fixtures are broken and/or missing. Front doors are broken. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and due to the substandard and intrinsic state of disrepair of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to demolish the structure within thirty (30) days. If the demolition is started, an additional thirty (30) days be allowed to complete the demolition. If demolition is not started and completed as required, the City be authorized to demolish. Mr. Anslinger made the motion to accept staff recommendation, seconded by Ms. Cuellar. Wood shingle roof cover is rotted and covered with composition shingles that are worn and deteriorated. Roof rafters are sagging and rotted at the eaves. Structure is open and has been vandalized. Walls and ceiling covers are cracked and broken. An accessory structure used as an attached garage is set on concrete that is cracked and broken. Exterior wood walls are rotted and broken. Composition roof cover is worn and deteriorated, with holes throughout the roof area. Both structures are badly in need 3 of paint. STAFF RECOMMENDATION: Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and due to the dilapidated, substandard and intrinsic state of disrepair of both structures, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to demolish both structures within thirty (30) days. If demolition is started, an additional thirty (30) days be allowed to complete the demolition. If demolition is not started and completed as required, the City be authorizedto demolish. Mr. Anslinger made the motion to accept staff recommendation, seconded by Ms. Cuellar. If demolition is not started and completed as required, the City be authorized to demolish. 1517 Sam Rankin This multi-unit, multi-level residential structure is set on concrete piers that are sunken and not level. Wood sills and floor joists are sagging and rotted. Exterior wood siding is rotted and covered with composition tiles that are torn and/or . missing. Windows are covered with storm blinds and/are somewhat boarded up. Exterior stairwell at rear of structure is rotted and broken. Doors are secured and no interior inspection was performed. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (a) of the City Housing Code and due to the substandard and dilapidated condition of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to start repairs or demolition within thirty (30) days. If repairs are started, an additional sixty (60) days be allowed to complete repairs to City Code Standards. If demolition is started, an additional thirty (30) days be allowed to complete the demolition. If repairs or demolition are not started and completed as required, the City be authorized to demolish. If demolition is started, an additional thirty (30) days be allowed to complete the demolition. If repairs or demolition are not started and completed as required, the City be authorized to demolish. 1113 Sam Rankin This residential structure is set on a cedar pier foundation that is sunken, leaning and not level. Wood sills and floor joists are sagging and rotted. Exterior wood siding is rotted, cracked, loose and badly in need of paint. Windows are broken and screens are either torn and/or missing. Front and back doors are broken. Front porch floor is rotted and broken, and its supports are rotted, loose and one is missing. Roof composed of wood shingles is rotted and covered with roll roofing. The structure is open and the interior has been badly vandalized. The floors are buckled and broken. The wall and ceiling covers are broken. Bathroom and other plumbing fixtures are broken and/or missing. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and due to the substandard and intrinsic state of disrepair of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to demolish the structure within thirty (30) days. If the demolition is started, an additional thirty (30) days be allowed to complete the demolition. If demolition is not started and completed as required, the City be authorized to demolish. Mr. Anslinger made the motion to accept staff recommendation, seconded by Ms. Cuellar. Wood sills and floor joists are rotted and sagging. Exterior wood siding is rotted and covered with asbestos tiles that are cracked and/or broken. Windows are broken and screens are either torn and/or missing. Exterior stairwell at rear of 5 structure is rotted, broken and has been mainly removed. Roof composed of built up material is sagging and the roof rafters are rotted at the eaves. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (a) of the City Housing Code and due to the substandard and dilapidated condition of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to start repairs or demolition within thirty (30) days. If repairs are started, an additional sixty (60) days be allowed to complete repairs to City Code Standards. If demolition is started, an additional thirty (30) days be allowed to complete the demolition. If repairs or demolition are not started and completed as required, the City be authorized to demolish. Accessory Structure This detached garage is set on piers that are sunken and not level. Exterior wood walls are rotted and covered with asbestos tiles that are cracked, broken and/or missing. Built up roof cover is collapsed with holes throughout the roof area. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and due to the substandard and intrinsic state of disrepair of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to demolish the structure within thirty (30) days. If the demolition is started, an additional thirty (30) days be allowed to complete the demolition. If demolition is not started and completed as required, the City be authorized to demolish. Mr. Anslinger made the motion to accept both staff recommendation, seconded by Ms. Cuellar. Motion passed unanimously. If demolition is not started and completed as required, the City be authorized to demolish. 1134 Arnold This building is a single level brick veneer dwelling with attached carport. The building is constructed upon a concrete slab which appears intact. The mortar joints may have been damaged by the heat of a fire that occurred last year. The roof members have sustained fire damage and the carport is in danger of collapse. Windows, screens and doors were fire damaged. The building has been secured by boarding up. Interior sustained severe damage and all electrical, plumbing and mechanical systems will require major repairs and/or replacement. The owner stated that she is trying to find a buyer for the house. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (a) of the City Housing Code and due to the substandard and dilapidated condition of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to start repairs or demolition within thirty (30) days. If repairs are started, an additional sixty (60) days be allowed to complete repairs to City Code Standards. If demolition is started, an additional thirty (30) days be allowed to complete the demolition. If repairs or demolition are not started and completed as required, the City be authorized to demolish. Exterior wall consists of aluminum sheathing that is torn. Roof consists of aluminum sheathing that is loose, torn, and admitting moisture to the interior of building. Porch, floors, supports, steps, stairways, railings and landings and/or missing. Doors, door screens, and hardware are either broken and/or missing. Floors, floor coverings, wall 7 coverings and ceiling covering are either rotted, torn water damaged and/or missing throughout. Bathroom door, floor and hardware are broken and/or rotted. Electrical and plumbing are inadequate This manufactured home is existing non conforming and over 50% deteriorated. In accordance with Article 26 of the Zoning Ordinance removal of this structure is required. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and due to the substandard and intrinsic state of disrepair of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to demolish the structure within thirty (30) days. If the demolition is started, an additional thirty (30) days be allowed to complete the demolition. If demolition is not started and completed as required, the City be authorized to demolish. Mr. Anslinger made the motion to accept staff recommendation, seconded by Ms. Cuellar. Window and door frames and sills are rotted. The interior plumbing is inadequate and broken. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (a) of the City Housing Code and due to the substandard and dilapidated condition of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to start repairs or demolition within thirty (30) days. If repairs are started, an additional sixty (60) days be allowed to complete repairs to City Code Standards. If demolition is started, an additional thirty (30) days be allowed to complete the demolition. If repairs or demolition are not started and completed as required, the City be authorized to demolish. 8 Garage Structure This structure is set on a concrete slab that is sunken and cracked. Wood sills are rotted. Rafters are sagging and rotted. The exterior wood siding is rotted, buckled and leaning. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and due to the substandard and intrinsic state of disrepair of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to demolish the structure within thirty (30) days. If the demolition is started, an additional thirty (30) days be allowed to complete the demolition. Wood sills and floor joists are rotted and sagging. Exterior wood siding is rotted, cracked, buckled and badly in need of paint. Roof rafters are sagging and rotted at the eaves. The composition and roll roof covering is worn, torn, loose and has holes. Window sills and frames are rotted. Front and rear door frames are also rotted. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and due to the substandard and intrinsic state of 9 disrepair of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to demolish the structure within thirty (30) days. If the demolition is started, an additional thirty (30) days be allowed to complete the demolition. If demolition is not started and completed as required, the City be authorized to demolish. Mr. Anslinger made the motion to accept staff recommendation, seconded by Ms. Cuellar. Wood sills and floor joists are rotted and sagging. Exterior wood and composition siding is deteriorated and not weather tight. Roof rafters are sagging and rotted at the eaves. The composition shingle roof cover is worn with holes throughout the roof area. The interior floor, ceiling and wall coverings are rotted, torn, cracked, broken. Overspanned ceiling joists are sagging. Paint is deteriorated throughout entire house. The kitchen drainboard is rotted and is not waterproof. Wall cabinets are also rotted. The hot water heater is not properly vented. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and due to the substandard and intrinsic state of disrepair of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to demolish the structure within thirty (30) days. If the demolition is started, an additional thirty (30) days be allowed to complete the demolition. If demolition is not started and completed as required, the City be authorized to demolish. Mr. Anslinger made the motion to accept staff recommendation, seconded by Ms. Cuellar. If 10 demolition is not started and completed as required, the City be authorized to demolish. 4748 Barrera This structure is set on a concrete pier foundation that is sunken and not level. Wood sills and floor joist are rotted and sagging. Exterior wood and aluminum siding is deteriorated and has been badly damaged by fire. Roof rafters are sagging and a large portion of the roof has been destroyed by fire. The composition shingle roof cover is worn and portion of the roof has collapsed due to the intensity of the fire. The interior of the structure has been badly damaged by fire and most of the wall and ceiling covers have been destroyed. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and due to the substandard and intrinsic state of disrepair of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to demolish the structure within thirty (30) days. If the demolition is started, an additional thirty (30) days be allowed to complete the demolition. If demolition is not started and completed as required, the City be authorized to demolish. Mr. Anslinger made the motion to accept staff recommendation, seconded by Ms. Cuellar. A portion of the structure sets on a concrete slab that is cracked. Exterior wood and cinder block siding is cracked, rotted, missing and badly in need of paint. The composition shingle roof is rotted, loose and has holes. Rafters are sagging with rotted eaves. Window frames, screens and panes are missing, broken or rotted. The interior ceiling in the entire house is missing. Walls and wall covers are broken. The electrical switches, plugs and fixtures are either broken and/or missing. The sewer, water and gas lines are obsolete. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and due to the substandard and intrinsic state of 11 disrepair of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. Therefore the owner be required to demolish the structure within thirty (30) days. If the demolition is started, an additional thirty (30) days be allowed to complete the demolition. If demolition is not started and completed as required, the City be authorized to demolish. Mr. Anslinger made the motion to accept staff recommendation, seconded by Ms. Cuellar. Motion passed unanimously. In accordance with Article 26 of the Zoning Ordinance removal of this structure is required. STAFF RECOMMENDATION Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing Code and due to the substandard and intrinsic state of disrepair of the structure, a hazard to the health, safety and welfare of the public is henceforth declared. The interior of this structure has smoke and water damage throughout and is open to the elements. Electrical and plumbing systems are inadequate and do not meet the minimum requirements of the City Code.
