The meeting was called to order by Ben Grande, Vice Chairman at 1:35
p.m. in the City Council Chambers of City Hall. A quorum was present.
Staff introduced the new Director of Community Development, Mr. Michael
Reuwsaat and Mr. D. Ray Jones a new board member.
The meeting was opened by informing those present that the appropriate
notices had been sent to the property owners and notices published in
the newspaper. A slide presentation showing the condition of each
property was conducted by staff. The following are summaries of action
taken by the Board on the respective properties:
9161 Scapular
This house is on concrete piers which are sunken and uneven. Sills and
joists are rotted and sagging and not to City Code. The exterior walls
are wood siding which is rotted, loose, cracked, missing and in need of
paint. The roof is composition shingles which are worn and loose. The
eaves are rotted. The porch landing is loose, supports are loose, front
steps are loose. The windows frames, sills and sashes are rotted.
Window panes are broken. Window screens are broken and missing. The
front door is broken and screen is broken. The electrical and plumbing
systems is obsolete. Walls and ceilings are in need of repairs.
Kitchen cabinets need to be replaced.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (a) of the City Housing
Code and due to the substandard and dilapidated condition of the
structure, a hazard to the health, safety and welfare of the public is
henceforth declared. Therefore the owner be required to start repairs
or demolition within thirty (30) days. If repairs are started, an
additional sixty (60) days be allowed to complete repairs to City Code
Standards. If demolition is started, an additional thirty (30) days be
allowed to complete the demolition. If repairs or demolition are not
started and completed as required, the City be authorized to demolish.

SCANNED
Mr. E.G. Olivares, representing the Estate of Susana Olivares, was
present and addressed the Board. Mr. Olivares stated that they are
trying to get all the heirs together to decide on what to do with the
property to either sell, demolish or repair the property. Also present
was Susan McCoy representing Helen Chapa an heir to the Estate.
Ms. Cuellar made the motion to accept staff recommendations, seconded by
Rev. Houston. Motion passed unanimously.
SUMMARY OF THE BOARD DECISION: Under the provisions of Section 13-26
(G) , (1) , (a) of the City Housing Code and due to the substandard and
dilapidated condition of the structure, a hazard to the health, safety
and welfare of the public is henceforth declared. Therefore the owner
be required to start repairs or demolition within thirty (30) days. If
repairs are started, an additional sixty (60) days be allowed to
complete repairs to City Code Standards. If demolition is started, an
additional thirty (30) days be allowed to complete the demolition. If
repairs or demolition are not started and completed as required, the
City be authorized to demolish.
2022 Mary
This is a single residential dwelling. The foundation consists of
concrete piers which are sunken, sills are rotted, sagging. The floor
joists are sagging. The exterior walls are wood siding which is rotted,
broken and in need of painting. The roof has wood shingles which are
rotted, loose ridge and has holes. Rafters are sagging and rotted
eaves. The front and rear porches have rotted landings, missing
supports and the wooden steps are torn and/or broken. Windows have
rotted frames, sashes and broken panes. Windows screens are either
torn/or broken. The front and rear doors are either rotted or broken.
Door sills are broken, hardware is missing and door screens are also
torn and/or broken. The plumbing fixture are broken and unsanitary and
defective. There is no running water. The kitchen sink is broken and
faucets are broken. The interior of this house is unfit for human
habitation.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing
Code and due to the substandard and intrinsic state of disrepair of the
structure, a hazard to the health, safety and welfare of the public is
henceforth declared. Therefore the owner be required to demolish the
structure within thirty (30) days. If the demolition is started, an
additional thirty (30) days be allowed to complete the demolition. If
demolition is not started and completed as required, the City be
authorized to demolish.
Mr. Aurelio Hernandez, the owner, was present and addressed the Board.
Mr. Hernandez is a carpenter by trade. He has no source of income. He
has family but chooses not to live with them. He lives there with no
utilities but has electricity. Mr. Hernandez was referred to the Rehab
Division where he could apply for a demolition/grant. The City Rehab

division is working with Mr. Hernandez to find him alternate housing.
Ms. Cuellar made the motion to accept staff recommendation, seconded by
Mr. Anslinger. Motion passed unanimously.

1217 Nagle
This residential structure has been involved in a fire. Fire damage has
been extensive and has destroyed this structure to a high degree of
disrepair. Electrical and plumbing are obsolete.
Accessory Structure
R.V. trailer which is in a dilapidated state.

Code and due to the substandard and intrinsic state of disrepair of the
structure, a hazard to the health, safety and welfare of the public is
henceforth declared. Therefore the owner be required to demolish the
structure within thirty (30) days. If the demolition is started, an
additional thirty (30) days be allowed to complete the demolition. If
demolition is not started and completed as required, the City be
authorized to demolish.

This is a six (6) stall garage with storage that is set on a concrete
beam foundation. Floor sills are rotted and/or missing. Exterior walls
consists of asbestos shingles that are either cracked, broken and/or
missing. Roof consists of built-up materials that are worn and rotted.
Roof rafters and eaves are either sagging and/or rotted. Door units,
window units are rotted, broken and/or missing. Electrical is obsolete.

This building is on a concrete slab. The foundation is cracked and
uneven and does not meet City Code. Sills are rotted and broken. The
exterior walls are wood siding and concrete blocks which are cracked.
The facia and soffit are rotted, loose, broken and missing. The built-
up roof is worn and leaking. The electrical system has been
disconnected. The interior walls and ceilings are in need of repairs.
Floors are in need of replacement. The kitchen cabinets need to be
replaced. The plumbing and electrical systems are defective. Windows
and doors are also in need of repairs.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (a) of the City Housing
Code and due to the substandard and dilapidated condition of the
structure, a hazard to the health, safety and welfare of the public is
henceforth declared. Therefore the owner be required to start repairs
or demolition within thirty (30) days. If repairs are started, an
additional sixty (60) days be allowed to complete repairs to City Code
Standards. if demolition is started, an additional thirty (30) days be
, allowed to complete the. demolition. If repairs or demolition are not
started and completed as required, the City be authorized to demolish.

This residential structure is set on a pyramid piers that are not
properly anchored. Sills and floor joists are either broken, rotted and
sagging. Exterior walls consist of asbestos shingles that are cracked,
broken or missing. Roof consists of composition shingles that are
rotted and worn. Porch supports, steps and landings are rotted and/or
missing. Windows and window units are rotted, broken and/or missing.
Screen doors and door units are rotted, broken and/or missing. The
interior of this structure has been totally gutted. Electrical and
plumbing systems are obsolete.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing
Code and due to the substandard and intrinsic state of disrepair of the
structure, a hazard to the health, safety and welfare of the public is
henceforth declared. Therefore the owner be required to demolish the
structure within thirty (30) days. If the demolition is started, an
additional thirty (30) days be allowed to complete the demolition. If
demolition is not started and completed as required, the City be
authorized to demolish.
1327-10th Street
This is a single story building. The foundation consists of concrete
piers and concrete blocks which are sunken. The sills and floor joists
are at ground level and rotted. The composition roof is worn and has
holes. The walls consists of celotex siding over wood and are worn
missing and has holes. The windows have missing or torn screens, broken
panes and rotted sills and sashes. The front and back doors are broken.
Doors screens are missing. The electrical system is disconnected. The
interior of this house has been heavily vandalized. The floors are
rotted. The plumbing and electrical systems are defective. The front
porch has a support column missing.
Detached Garage
Roof is metal. Walls are wood and metal. Foundation is of concrete
blocks and has rotted sills.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing
Code and due to the substandard and intrinsic state of disrepair of the
structure, a hazard to the health, safety and welfare of the public is
henceforth declared. Therefore the owner be required to demolish the
structure within thirty. (30) days. If the demolition is started, an
additional thirty (30) days be allowed to complete the demolition. If
demolition is not started and completed as 'required, the City be
authorized to demolish.

This is a single story dwelling. The composition roof is worn. The
walls have wood siding which is rotted with holes and in need of
painting. The foundation consists of cedar posts. The windows have
broken panes, and torn, missing and/or broken screens. The sills are
rotted or missing. Front and rear doors are broken with torn screens.
The plumbing and electrical is obsolete. The interior walls and
ceilings are in need of repairs and painting. The oak floors have some
rot and vinyl floors are also in need of replacement. The detached
garage has a concrete slab which is cracked and uneven, with rotted
sills. The walls consists of wood siding which are rotted, buckled and
has holes. The composition roof is rotted, worn and has holes.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing
Code and due to the substandard and intrinsic state of disrepair of the
structure, a hazard to the health, safety and welfare of the public is
henceforth declared. Therefore the owner be requiredto demolish the
structure within thirty (30) days. If the demolition is started, an
additional thirty (30) days be allowed to complete the demolition. If
demolition is not started and completed as required, the City be
authorized to demolish.

This house is on pyramid piers which are sunken, leaning, cracked and do
not meet City Code. The sills and floor joists are rotted, sagging and
broken. The exterior walls are wood and celotex wall covering which are
loose, torn, rotted, broken and cracked. The roof is composition and is

worn, loose ridge and rotted eaves. The front porch floor is loose,
with missing supports and broken and missing steps. Windows have rotted
sills, frames and sashes, broken panes missing and torn screens. Door
screens are missing. The batten boards are broken and missing. The
interior is in dilapidated condition and is unfit for human habitation.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (a) of the City Housing
Code and due to the substandard and dilapidated condition of the
structure, a hazard to the health, safety and welfare of the public is
henceforth declared. Therefore the owner be required to start repairs
or demolition within thirty (30) days. If repairs are started, an
additional sixty (60) days be allowed to complete repairs to City Code
Standards. If demolition is started, an additional thirty (30) days be
allowed to complete the demolition. If repairs or demolition are not
started and completed as required, the City be authorized to demolish.

This is a single story frame dwelling resting upon cedar post piers
which are sunken and leaning. The exterior walls are constructed of
horizontal 1"x8" board siding, portions of which are rotted. The
outside of the structure in need of painting. The ends of the rafters
at the eaves are rotted. Some window units are missing screens and the
front screen door is water damaged. The front door sill is rotted and
the external water heater closet door needs repair. The front porch
decking and steps are decayed. No interior inspection was performed
due to inaccessibility.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (a) of the City Housing
Code and due to the substandardand dilapidated condition of the
structure, a. hazard to the health, safety and welfare of the public is
henceforth declared. Therefore the owner be required to start repairs.

1619-B Morris
This is a single story frame dwelling on concrete piers. The floor
sills, are rotted. The exterior walls are constructed of 1"x8"
horizontal board siding, portions of which are rotted, broken or
missing. The outside of the structure in need of painting. The window
units are missing screens, or have screening materials that do not meet
housing code. The front door and its frame are rotted, the screen door
is damaged. The front door hardware is defective. The front porch
floor and steps are decayed. The door_ to the external water heater
closet is broken. No interior survey was performed.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (a) of the City Housing
Code and due to the substandard and dilapidated condition of the
structure, a hazard to the health, safety and welfare of the public is
henceforth declared. Therefore the owner be required to start repairs
or demolition within thirty (30) days.. If repairs are started, an
additional sixty (60,) days be allowed to complete repairs to City Code
Standards. If repairs are not started and completed as required the
City be authorized to file charges in Municipal Court for abatement of
said nuisance.
710-14th Street
This is a single story frame dwelling resting on concrete piers. The
concrete piers are sunken, causing the floor to sag. The floor sills
and joists are rotted. The exterior walls are constructed of 1"x8"
horizontal board siding, a portion of which is loose or rotted. The
exterior of the structure is in need of painting. The front porch
decking and steps are rotted and broken. The window units have broken
panes and rotted sills. Window screens are torn, and some missing. The
front door is rotted and has faulty hardware. The electrical system is
obsolete. No interior survey was performed.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (a) of the City Housing
Code and due to the substandard and dilapidated condition of the
structure, a hazard to the health, safety. and welfare of the public is
henceforth declared. Therefore the owner be required to start repairs

1621 Morris'
This is a single story frame dwelling on concrete piers. The floor

A letter was received from Mr. Rocha, owner of 1607 Morris, 1619 Morris,
1621 Morris and 710-14th Street,stating he will have all repairs finish
within ninety (90) days. Mr. Ewing made the motion to accept staff
recommendation, seconded by Mr. Jones. Motion passed unanimously.

This residential structure is set on concrete piers. Floor joists and
sills are rotted and sagging. Exterior walls consists of wood that is
rotted and in need of paint. Roof consists of composition materials
that is worn and eaves are rotted. Rear porch step, floor and landing
are missing. Window units and window screens are either rotted, broken
and/or missing. Door units and screen doors are either broken, rotted
and/or missing. Electrical and plumbing are obsolete.
ACCESSORY STRUCTURE
R/V trailer being used as storage building. Roof and wall consists of
metal not anchored.
STAFF RECOMMENDATION
Under the provisions of Section 13-26. (G) , (1) , (a) of the City housing
Code and due to the substandard and dilapidated condition of the
structure, a hazard to the health, safety and welfare of the public is
henceforth declared. Therefore the owner be required to start repairs
or demolition within thirty (30) days. If repairs are started, an
additional sixty (60) days be allowed to complete repairs to City Code
Standards. If demolition is started, an additional thirty (30) days be
allowed to complete the demolition. If repairs or demolition are not

1234-2nd Street
This two story apartment building is set on concrete piers. Asbestos
exterior walls is loose, broken and is in need of paint. Windows are
broken and screens either torn or missing. Doors are broken and
hardware missing. Rear porch floor, steps, and supports are rotted.
Interior wall and ceiling covers have holes and are in need of paint.
Interior of this structure is badly vandalized. Roof consist of
composition and roll roofing which is worn and deteriorated. Rafters
are sagging and eaves. are rotted.
Accessory structure
This accessory structure (a garage apartment) is set on concrete slab.
Exterior siding is loose, worn and is in need of paint. Porch floor and
stairs are rotted and loose. Composition roof is worn.
STAFF RECOMMENDATION
Under the provisions of Section 13-26 (G) , (1) , (c) of the City Housing
Code and due to the substandard and intrinsic state of disrepair of the
structure, a hazard to the health, safety and welfare of the public is
henceforth declared. Therefore the owner be required to demolish the
structure within thirty (30) days. If the demolition is started, an
additional thirty (30) days be allowed to complete the demolition. If
demolition is not started and completed as required, the City be
authorized to demolish.
A letter was received from Mr. Tony Bonilla, owner, asking for a thirty
(30) day extension. Mr. Ewing made the motion to amend the staff
recommendation if demolition is started, an additional thirty (30) days
be allowed for the owner to get permission from Mortgage Company and
proceed with the demolition, seconded by Mr. Jones. Motion passed
unanimously.

Mrs. Vickers was also present to give the Board a update on the building
at 1801 Paul Jones. She was asked to bring a quarterly report to the
Board
The issue of the election of Officers for the Board was discussed. A
motion was made by Ms. Cuellar to nominate Mr. Ben Grande for Chairman
of the Board, seconded by Rev. Houston. Motion passed unanimously. A
motion was made by Mr. Anslinger to nominate Ms. Cuellar as Vice
Chairman of the Board, seconded by Mr. Ewing. Motion passed
unanimously.
Mr. Anslinger made the motion to adjourn the hearing, seconded by Mr.
Ewing. Motion passed unanimously. S
