Hines, Secretary The meeting was called to order by Chairman Sandra Field at 1:30 p.m., in the Council Chambers at City Hall. A quorum was present. The meeting was opened by informing those present that the appropriate notices has been sent to the property owners and notices published in the newspaper. Jones, seconded by Rev.
