CABLE COMMUNICATIONS COMMISSION JUL 1 S 2010

Chairperson Connie Gutierrez, Commissioners Steve West, Carolyn Moon,Latrice Sellers,Leo Estrada

Ms. Gutierrez called the meeting to order at 12:04 pm and verified the necessary quorum. Ms. Moon
made the motion to accept the minutes as presented and Ms. Sellers seconded, and all present were in
favor.
REVIEW AND POSSIBLE ACTION REGARDING ABSENCES
Mr.Estrada explained his absence was unexcused and no vote was taken.
REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS
Representatives from the Sinai Evangelistic Center PM were in attendance and asked the
commission to view their identification as they believed they did not have a violation.
Commissioners viewed the program and Ms. Moon motioned to dismiss the violation and Ms.
Sellers seconded. A vote was taken with all Commissioners in favor. Mr. Mark DiCarlo was not
in attendance regarding "Voices of the Coastal Bend" violations. Mr. DiCarlo has until the June
meeting to attend the meeting or provide a written statement.
REVIEW AND POSSIBLE ACTION REGARDING VIOLATION NOTIFICATION
Ms. Moon has requested the item regarding violation notification be added to the agenda. The
process to notify producers currently requires a certified, registered copy be sent to the producer.
In a cost saving move, Ms. Moon felt we could still maintain notification with the additional cost
of certified letters. Discussion occurred and a solution regarding a secondary notification was
included to copy the PAUG presidents on any notices sent by the City. Ms. Moon motioned to
change the procedure,Ms. Sellers seconded and all present were in favor.
REVIEW AND POSSIBLE ACTION REGARDING CABLE OPERATOR COMPLAINTS
No cable operator representative was in attendance at the meeting. A brief discussion occurred
regarding Time Warner possibly encoding programs too close to the identification tag causing
some of the violation issues with proper time length of identification.No action was taken.
REVIEW AND POSSIBLE ACTION REGARDING PRODUCERS DISCONTINING
PROGRAMMING
Documentation was provided regarding producers that have chosen to stop producing public
access programming.

PAUG UPDATES
Channel 10: Mr. Gordy briefly discussed the channel 10 lottery and felt it had gone very well.
Commissioners Moon and Gutierrez were in attendance. Ms. Gutierrez is a producer and noted
she was not acting in her Commissioner capacity at the lottery.
Channel 18: Becky Nesmith was at the meeting in place of her husband,Jesse Nesmith, Channel
18 PAUG president. She said the lottery went well. Only one Commissioner was in attendance:
Ms. Gutierrez.

ADJOURNMENT OF MEETING
Ms. Moon moved that the meeting be adjourned. Commission agreed and the meeting adjourned
at 12:26 p.m.
