HomeMy WebLinkAboutMinutes Cable Communications Commission - 09/27/2010 MINUTES RECEIVED CABLE COMMUNICATIONS COMMISSION SEPTEMBER 27,2010 Q E C v 2010 CITY SECRETARY'S OFFICE PRESENT Chairperson Connie Gutierrez,Leo Estrada, Carolyn Moon,Latrice Sellers, ABSENT Steve West CITY STAFF Lisa Aguilar,Assistant City Attorney, Kim Womack, Director of Public Information Ms. Gutierrez called the meeting to order at 12:00 pm and verified the necessary quorum. REVIEW AND POSSIBLE ACTION REGARDING ABSENCES Ms. Moon motioned to excuse Mr. Estrada's absence due to work related issues. Ms. Sellers seconded the motion.All Commissioners present were in favor. REVIEW AND POSSIBLE ACTION REGARDING MINUTES Ms. Moon made the motion to accept the minutes as presented and Ms. Sellers seconded. All Commissioners present were in favor. REVIEW AND POSSIBLE ACTION REGARDING APPOINTING COMMISSION CHAIRPERSON AND VICE-CHAIRPERSON Since the entire Commission was not present, Ms. Moon motioned to table the discussion until October. Ms. Sellers seconded and all were in favor. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS The Prophecy Hour produced by Gilbert Casas was represented by Mr. Gordy regarding the violation complaint before the Commission. Mr. Gordy said the producer understood the issue and will take steps to correct. Ms. Moon motioned to access a violation and Mr. Estrada seconded. Commission voted and all were in favor. N/N Latino Kooking Show produced by Niki Trujillo/Nydia Urbina addressed the violation complaint and agreed that the violation occurred due to the recording method. The Commission view the DVD of the program to confirm. Ms. Moon made the motion to access a violation for the program and Mr. Estrada seconded. Remaining Commission members voted to access the violation with the exception of Ms. Sellers who voted no. Spanish Cathedral produced by Crystal Chavez was not present and understood the program had failed to turn in tapes for 4 weeks and was off the air.No appeal was requested by the producer. REVIEW AND POSSIBLE ACTION REGARDING UPDATES TO THE RULES AND PROCEDURES FOR PUBLIC ACCESS CABLECASTING Mr. Gordy had submitted suggestions regarding changes to the existing rules and procedures as referenced in his letter received in the Public Information Office on August 20, 2010. A great deal of discussion occurred relating to all the suggestions some of the items discussed included audio versions of program identification, differences in logs, etc. Discussion at times got very lively between Mr. Gordy and Ms. Sellers. Ms. Sellers made a motion to table the item until October and Ms. Moon seconded, all Commissioners present agreed. SCANNED REVIEW AND POSSIBLE ACTION REGARDING CABLE OPERATOR COMPLAINTS No cable operator representative was in attendance at the meeting. A discussion occurred regarding the sound levels for Channel 10. Mr. Gordy has been in contact with Time Warner representatives locally with no response as of the meeting.The Commission asked a letter be sent to Time Warner inquiring about the sound issue from the City of Corpus Christi. REVIEW AND POSSIBLE ACTION REGARDING TIME WARNER CABLE ANTICIPATED DIGITALIZATION OF PEG CHANNELS Lisa Aguilar and Kim Womack provided a brief updated on the legal action regarding the Time Warner migration of PEG channels. The City Council had officially authorized city staff to pursue legal options in regarding to violation of franchise terms for the cable provider. The City had officially joined a coalition of cities fighting the action. REVIEW AND POSSIBLE ACTION REGARDING MEDIA DELIVERY LOGS All was well with the media logs PAUG UPDATES Channel 10: Mr. Gordy briefly provided an updated and suggested allowing repeat programming on the public access channels to increase programming. Channel 18: Mr.Nesmith was surprised regarding the Time Warner PEG channel issues. PUBLIC COMMENT None. ADJOURNMENT OF MEETING Ms. Moon moved that the meeting be adjourned. Commission agreed and the meeting adjourned at 12:45 p.m.
