Mr. West called the meeting to order at 6:01 pm and verified the necessary quorum.
REVIEW AND POSSIBLE ACTION REGARDING ABSENCES
No absences were considered for excuses at the meeting due to Ms. Gutierrez not being present.
REVIEW AND POSSIBLE ACTION REGARDING MINUTES
Ms. Moon made the motion to accept the minutes as presented and Mr. Estrada seconded. All
Commissioners present were in favor.
REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS
Producer Pastor Reynaldo Chavira with Faithful and True Ministries Program was not present to
address alleged program identification violations. No action was taken. The producer has an
additional opportunity to provide a written statement or appear before Commission on February
21, 2011
Producer Abba Akbar with the program Our Memorial Coliseum #1 appeared before the
Commission regarding the alleged program identification violation. Mr. Akbar explained the
issue with the program identification and said he felt he should not be issued a violation. After
reviewing the program, Ms. Moon motioned to issue a violation, Mr. West seconded, the vote
was taken and failed with a 2 — 2 vote (Sellers and Estrada voted no). No violation was issued.

program. Mr. Akbar explained the issue with the program identification and said he felt he should

Mr. West seconded, the vote was taken and failed with a 2 — 2 vote (Sellers and Estrada voted
no). No violation was issued.
Producer Hamid Khorasoni was not present but Producer Abba Akbar represented his program
Our Memorial Coliseum #2 regarding the alleged program identification violation. After
reviewing the program, Ms. Moon motioned to issue a violation, Mr. West seconded, the vote
was taken and failed with a 2 — 2 vote (Sellers and Estrada voted no) . No violation was issued.
Producer Reynaldo Madrigal with the program Original Coffee Club appeared before the
Commission regarding the alleged program identification violation. Mr. Madrigal explained the
issue with the program identification and said he felt he should not be issued a violation. After
reviewing the program identification, Ms. Moon motioned to issue a violation, Mr. West
seconded, the vote was taken and failed with a 2 — 2 vote (Sellers and Estrada voted no). No
violation was issued.
Producer Ashley Garcia with La Iglesia the Bridge #2 was not in attendance to appeal for a
failure to turn in tapes. No action was taken. Ms. Garcia will remain off the air.
REVIEW AND POSSIBLE ACTION REGARDING RULES AND PROCEDURES FOR
PUBLIC ACCESS
REVIEW AND POSSIBLE ACTION REGARDING CABLE OPERATOR COMPLAINTS
No cable operator representative was in attendance at the meeting. Discussion pertained to the
digital conversion and various complaints the City has began receiving relating to the transition.
Mr. Gordy further noted the Time Warner customer service representatives were not offering the
free boxes. Ms. Womack and Ms. Aguilar said they will follow up with Time Warner Corporate
to make sure representatives had the necessary information to help customers.
REVIEW AND POSSIBLE ACTION REGARDING MEDIA DELIVERY LOGS
All was well with the media logs.
PAUG UPDATES
Channel 10: Mr. Gordy noted there were only 4 slots left on Channel 10, discussed program
identification and noted that the letters sent for violations was wrong.
Channel 18: Mr. Nesmith said everything was running smoothly and they continue to help
producers spot problems with on -the -spot monitoring.
PUBLIC COMMENT
Mr. Madrigal addressed the Commission regarding cable operators.
ADJOURNMENT OF MEETING
Ms. Moon moved that the meeting be adjourned, Ms. Sellers seconded the Commission agreed
and the meeting adjourned at 6:54 p.m.
