HomeMy WebLinkAboutMinutes Cable Communications Commission - 05/16/2011y MINUTES y CABLE COMMUNICATIONS COMMISSION NOV 2 9 2 011 J ClIY SEl�REI`ARY'S OFFICI_ PRESENT Chairperson Steve West, Vice Chairperson Connie Gutierrez, Leo Estrada, Latrice Sellers ABSENT None CITY STAFF Lisa Aguilar, Assistant City Attorney, Kim Womack, Director of Public Information Mr. West called the meeting to order at 12:05 p.m. and verified the necessary quorum. REVIEW AND POSSIBLE ACTION REGARDING ABSENCES Mr. West made the motion to issue an excused absence for Ms. Sellers for April due to work responsibilities with Ms. Gutierrez seconding the motion. Ms. Sellers made the motion to issue an excused absence for Mr. Estrada due to an illness in the family with Ms. Gutierrez seconding the motion. All Commissioners present were in favor of both motions. REVIEW AND POSSIBLE ACTION REGARDING MINUTES Ms. Sellers made the motion to accept the minutes as presented and Ms. Gutierrez seconded. All Commissioners present were in favor. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS Producer Bryan Bullard with the program Gateway Christian Center did not appear before the Commission but asked Jose Salinas to appear on his behalf. Mr. Salinas explained the reason behind failure to turn in tapes was equipment failure. The program will remain off the air for 60 days. All other Producers listed in the violation summary including: Ruben Saldivar (New Vision Apostolic Church), David Silva, Jr. (David Silva, Jr. Ministries), Freddie Robles (Templo Elim), Fernando Ramirez (Voz De Vida), Ruben Hernandez (Revival Center) failed to appeal before the Commission. Commissioners asked the appeal letter be sent to Calvary Baptist for failure to turn in tapes from previous month due to the miscommunication in logs. REVIEW AND POSSIBLE ACTION REGARDING RULES AND PROCEDURES FOR PUBLIC ACCESS There were no updates on the Rules and Procedures that had been sent to Time Warner. The City will go forward with presenting the recommendation to City Council at the appropriate time. REVIEW AND POSSIBLE ACTION REGARDING CABLE OPERATOR COMPLAINTS No cable operator representative was in attendance at the meeting. No responses to complaints had be received by the City to date. REVIEW AND POSSIBLE ACTION REGARDING MEDIA DELIVERY LOGS Due to the lack of quorum in April, the PAUG media logs were not approved. Ms. Gutierrez motioned to accept the April Channel 10 PAUG media log and was seconded by Mr. Estrada, with all Commissioners in favor. Ms. Sellers motioned to accept the April Channel 18 PAUG media log, Mr. Estrada seconded motion with all Commissioners in favor. Ms. Sellers motioned to accept the May Channel 10 PAUG media log with Mr. Estrada seconding with all Commissioners present in favor. Ms. Sellers further motioned to accept the May Channel 18 _ PAUjG medialog with_Ms. Gutierrez-seconding-and-all Commissioners pres in favor. PAUG UPDATES Channel 10: Mr. Gordy noted they had a smooth running lottery, they currently have 92 producers and the schedule was nearly full. Due to the schedule being full, they were expanding air time hours from 6 a.m. to 1 a.m. daily. Channel 18; Mr. Nesmith noted the lottery went smoothly and they currently have 65 producers. PUBLIC COMMENT None ADJOURNMENT OF MEETING' Mr. West moved that the meeting be adjourned, Ms. Sellers seconded the Commission agreed and the meeting adjourned at 12:41 p.m.
