HomeMy WebLinkAboutMinutes Cable Communications Commission - 07/18/2011MINUTES CABLE COMMUNICATIONS COMMISSION JULY 18, 2011 PRESENT Chairperson Steve West, Vice Chairperson Connie Gutierrez, Leo Estrada, Drew Reining ABSENT Latrice Sellers CITY STAFF Lisa Aguilar, Assistant City Attorney, Kim Womack, Director of Public Information Mr. West called the meeting to order at 6:01 p.m. and verified the necessary quorum. ND V 2 9 2011 CITY SRCRETARY's OF,ICI; REVIEW AND POSSIBLE ACTION REGARDING ABSENCES Ms. Gutierrez noted she had a medical excuse for the last meeting. Mr. Estrada motioned to accept as an excused absence, Mr. West seconded and all present were in favor. REVIEW AND POSSIBLE ACTION REGARDING MINUTES Ms. Womack noted one change to reflect an amended date in the minutes to read July 18` instead of July 28 Ms. Womack recommended approval as amended. Mr. Estrada motioned to approve as amended, Ms. Gutierrez seconded and all present were in favor. REVIEW AND POSSIBLE ACTION REGARDING COMMISSIONER RECOMMEDATIONS Ms. Womack informed the Commission the recommended appointee had already filled a vacancy on another board and thus could not be appointed by City Council. In the effort of expediency, the City Council appointed two new Commissioners. Ms. Drew Reining (term begins today) and Ms. Trina Garcia (term begins August 2011). Mr. West and fellow Commissioners welcomed Ms. Reining to the Commission. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS Mac Aipperspach producer of First Baptist Church provided a written appeal to Mr. West directly via mail. Mr. West read the letter to the Commission and with further discussion. Mr. West motioned to issue a violation with Mr. Estrada seconding the motion and all present were in favor. Alicia Villarreal producer of Day of Pentecost failed to appear or provide a written appeal by the second meeting. Mr. West motioned to issue a violation with Mr. Estrada seconding the motion and all present were in favor. This was a failure to appear for the second time resulting in the programming being off the air for 60 days or the end of the lottery period whichever is longer. Reynaldo Madrigal producer of Original Coffee Club failed to appear or provide a written appeal by the second meeting. Mr. West motioned to issue a violation with Mr. Estrada seconding the motion and all present were in favor. Gavin Drewery producer of Have You Heard asked Mr. Gordy to appear on his behalf. Mr. Gordy discussed the circumstances behind the program with the producer being absent from the actual filming of that segment. Ms. Gutierrez motioned to issue a violation with Mr. Estrada seconding the motion and all present were in favor. Kenneth Miller producer of Understanding the Bible failed to appear or provide a written appeal the second meeting for deliberation is scheduled for August 15, 2011. There were three producers with programs that had the opportunity to appeal for failure to turn in tapes: Koby Dees producer of Kitchen politics failed to appear or provide a written appeal. Mr. Estrada motioned to remove the program from the air with Ms. Gutierrez seconding, all present were in favor. Gilbert Casas producer of The Prophecy Hour failed to appear or provide a written appeal. Mr. Estrada motioned to remove the program from the air with Ms. Gutierrez seconding, all present were in favor. Reynaldo Madrigal producer of the Original Coffee Club failed to appear or provide a written appeal. Ms. Gutierrez motioned to remove the program from the air with Mr. Estrada seconding, all present were in favor. REVIEW AND POSSIBLE ACTION REGARDING CABLE OPERATOR COMPLAINTS No cable operator representative was in attendance at the meeting. REVIEW AND POSSIBLE ACTION REGARDING MEDIA DELIVERY LOGS Ms. Gutierrez motioned to accept the Channel 18 PAUG media log and was seconded by Mr. Estrada, with all Commissioners in favor. Ms. Gutierrez motioned to accept the Channel 10 PAUG media log, Mr. Estrada seconded motion with all Commissioners in favor. PAUG UPDATES Channel 10: Mr. Gordy noted they had an updated schedule and everything was gunning smoothly. Channel 18: Mr. Nesmith noted everything was running smoothly and was ready to start the third repeat programming slot. PUBLIC COMMENT None ADJOURNMENT OF MEETING Mr. Estrada moved that the meeting be adjourned, Mr. West seconded the Commission agreed and the meeting adjourned at 6:20 p.m.
