HomeMy WebLinkAboutMinutes Cable Communications Commission - 02/20/2012MINUTES CABLE COMMUNICATIONS COMMISSION February 20, 2012 PRESENT Chairperson Steve West, Trina Garcia, Drew Reining, Leo Estrada and Connie Gutierrez ABSENT None CITY STAFF Lisa Aguilar, Assistant City Attorney, Kim Womack, Director of Public Information Mr. West called the meeting to order at 12:02 p.m. and verified the necessaiv quorum. REVIEW AND POSSIBLE ACTION REGARDING ABSENCES Ms. Gutierrez presented an excuse for her Januaiv meeting absence. Mr. West motioned to excuse the absence with Mr. Estrada seconding, all Commissioners present were in favor. REVIEW AND POSSIBLE ACTION REGARDING MINUTES Ms. Reining motioned to approve Januaiv minutes as presented with Ms. Garcia seconding, all Commissioners present were in favor. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS Dr. Denise Hutchinson -Bell of Flour Bluff Church of Christ 42 was not present. Mr. West motioned to remove the program from airing for 60 days with Ms. Garcia seconding, all Commissioners present were in favor. James Marcus of Flour Bluff Church of Christ 41 was not present. Mr. West motioned to remove the program from airing for 60 days with Ms. Reining seconding, all Commissioners present were in favor. Pastor Revnaldo Chavira of He is Called was not present. Mr. West motioned to issue a violation With Mr. Estrada seconding, all Commissioners present were in favor. Pastor Betty Chavira of Women Singing to God was not present. Mr. West motioned to issue a violation with Ms. Garcia seconding, all Commissioners present were in favor. Connie Gutierrez of C.C. Morning Coffee Group was present and explained she had been ill and couldn't tape show. Mr. West motioned to issue a violation with Ms. Reining seconding, all Commissioners present were in favor. REVIEW AND POSSIBLE ACTION REGARDING RULES AND PROCEDURES FOR FAILURE TO TURN IN MEDIA Mr. Jack Gordy explained he has had two producers turn in blank DVDs. REVIEW AND POSSIBLE ACTION REGARDING RULES AND PROCEDURES FOR PROGRAM IDENTIFICATION Scrivener's error will be presented to City Secretaiv s office regarding the error in not removing `audio' from Rules and Procedures. Ms. Reining motioned for this process to proceed with Ms. Gutierrez seconding, all Commissioners present were in favor. DISCUSSION AND POSSIBLE ACTION REGARDING CAUSE NO. 10 -51113 IN THE U.S. COURT OF APPEALS FOR THE FIFTH CIRCUIT, TEXAS CABLE ASSOCIATION AND TIME WARNER V. TEXAS PUBLIC UTILITY COMMISSION. Ms. Aguilar explained that depending on the court ruling we might not be able continue Time Warner municipal city franchise. The case is current1v under appeal. Ms. Womack said she is currently working on interim solutions. REVIEW AND POSSIBLE ACTION REGARDING CABLE OPERATOR(S) COMPLAINTS None REVIEW AND POSSIBLE ACTION REGARDING MEDIA DELIVERY LOGS Ms. Garcia motioned to approve Channel 10 media deliver* log with Ms. Gutierrez seconding, with all Commissioners present were in favor. Ms. Reining motioned to approve Channel 18 log media delivery log with Ms. Gutierrez seconding, with all Commissioners present were in favor. PAUG UPDATES Mr. Gordv said everything was going smoothly. Mr. Nesmith also said eveiN -thing was going smoothly. PUBLIC COMMENT None AGENDA ITEMS FOR NEXT MEETING Update on Time Warner issues Update on Scrivener's error in Rules and Procedures ADJOURNMENT OF MEETING Mr. West motioned that the meeting be adjourned, Ms. Reining seconded the Commission agreed and the meeting adjourned at 12:27 p.m.
