HomeMy WebLinkAboutMinutes Cable Communications Commission - 07/16/2012MINUTES CABLE COMMUNICATIONS COMMISSION July 16, 2012 PRESENT Connie Gutierrez, Leo Estrada and Steve West ABSENT Trina Garcia CITY STAFF Lisa Aguilar, Assistant City Attorney and Kim Womack, Director of Public Information Mr. West called the meeting to order at 6:00 p.m. and verified the necessaiv quorum. REVIEW AND POSSIBLE ACTION REGARDING ABSENCES Ms. Gutierrez presented an excuse for her June meeting absence. Mr. West motioned to accept excuse with Mr. Estrada seconding, all Commissioners present were in favor. REVIEW AND POSSIBLE ACTION REGARDING MINUTES Mr. Estrada motioned accept minutes as presented with Mr. West seconding, all Commissioners present were in favor. REVIEW AND POSSIBLE ACTION REGARDING COMMISSIONER APPOINTMENT RECOMMENDATION Mr. West motioned to make Walter H. Deville one of the recommendations for the Commissioner appointment with Ms. Gutierrez seconding, all Commissioners present were in favor. Mr. West motioned to make Lyle Smithson one of the recommendations for the Commissioner appointment with Ms. Gutierrez seconding, all Commissioners present were in favor. Mr. West motioned to make James Lang one of the alternate recommendations for the Commissioner appointment with Ms. Gutierrez seconding, all Commissioners present were in favor. REVIEW AND POSSIBLE ACTION REGARDING VIOLATIONS AND APPEALS Willie Lanehart of Apostolic Church of the Living God was represented by Mr. Gordy. Mr. West motioned to issue violation with Mr. Estrada seconding, all Commissioners present were in favor. Brian Werkhoven of Shelter from the Storm was represented by Mr. Gordy. Mr. West motioned to issue violation with Mr. Estrada seconding, all Commissioners present were in favor. REVIEW AND POSSIBLE ACTION REGARDING FCC VIEWABILITY RULE Channels on analog tiers must move into the digital tier. Cable companies must provide DTA (digital transport adaptor) for $2 a month. They City may receive complaints about this change. DISCUSSION AND POSSIBLE ACTION REGARDING TIME WARNER CABLE FRANCHISE Ms. Womack has met with Time Warner and Grande Communications. The City must originate all signals from City Hall to cable providers. All four channels (2 public access channels, 1 government, 1 education) will be in- house. Time Warner has not given final date for when the transition will happen. REVIEW AND POSSIBLE ACTION REGARDING CABLE OPERATOR(S) COMPLAINTS No cable operators present. Mr. Gordy discussed letter to Time Warner about program cut offs. REVIEW AND POSSIBLE ACTION REGARDING MEDIA DELIVERY LOGS Mr. West motioned to approve the June 2012 (PAUG 10) media log as presented with Mr. Estrada seconding, all Commissioners present were in favor. Mr. West motioned to approve the June 2012 (PAUG 18) media log as presented with Mr. Estrada seconding, all Commissioners present were in favor. PAUG UPDATES Mr. Gordy suggested changes to Rules and Procedures regarding transition. Mr. Nesmith said he looking forward to the transition. PUBLIC COMMENT None.
