The meeting was called to order by Chairperson Mary Beth Nelson at 7:14 p.m.
The minutes of the Cable Communications Commission meeting for November 3, 1999, was
approved with one correction noting that Commission member Cefe Valenzuela was absent.
The subscriber count as of December 1999 indicated that AT&T had 62,549 basic channel
subscribers, 71,733 pay subscribers and 5,851 digital subscribers. Denise Starr, Business
Operations Manager, representing Charles Hembree, informed the commission that AT&T was
continuing their amnesty and illegal awareness campaign as authorized by the State of Texas
thief of cable service statute. The amnesty for illegal hook-ups effective September 1 had been
extended through February by AT&T. Arnie Cisneros added that AT&T has been removing _
traps, split services and illegal hook-ups. Cisneros responded to a question by Commission
Member Spencer stating that replacement of microwave with fiber to Padre Island would begin
as soon as CPL replaces power poles. He added that CPL's replacement project would be
completed in May 2000 and that AT&T fiber project would be completed by the end of the year.
Cisneros added that the Island had experienced other problems related to homes having
concrete fronts causing street boring problems and deterioration of equipment caused by humid
salty air.
P. C. Gracia stated that Clearsource, Inc. would not make tonight's meeting due to scheduling
problems. Gracia said that the City maintains a customer hotline whereby AT&T customers can
call regarding unresolved issues with the cable provider. AT&T has maintained a good dialogue
with the City in solving subscriber concerns according to Gracia.
Commission Member Cefe Valenzuela asked AT&T to look into a matter concerning high tree
limbs at 4954 HighMeadow.
Robert Hughes presented the public access channel users report from October 1999 to
December 1999. Hughes stated that AT&T would enforce the Religious Access Users Group
(RAUG) rule that allows a show to be aired twice in a six-month period after receiving a tape
with an old program containing new labels. Hughes believes that RAUG wants to amend the
rule, but he does not want whatever rule is adopted to keep new programs from being allowed
to air. Hughes added that Channel 18 has 35 RAUG users of which 40% are repeat programs.
Mr. Morales, asked AT&T about the resolution of KIII-TV3'retransmission agreement. Starr
informed Mr. Morales that she could not comment because it was not allowed under the
conditions of the settlement.

Chairperson Mary Beth Nelson questioned why'Clearsource, Inc. was allowed to have two
public access and two government channels.
The next scheduled meeting was set for April 10, 2000.
