The meeting was called to order by Chairperson Mary Beth Nelson at 7:15 p.m.
The minutes of the Cable Communications Commission meeting for January 24, 2000, were
approved as submitted.
Lisa Aguilar, Assistant City Attorney, informed the Commission of a rate increase notification
request submitted to the City by AT&T cable services. . She added that the request was
forwarded to the City's consultant for review and recommendation.
Lisa told the Commission that the City and AT&T met for the first time to commence the
franchise renewal process. Among the items discussed were some minor definition changes,
the liability insurance that city Risk Management needed to review, the broad programming
results from the city survey, franchise term and the security fund.
The City and AT&T agreed to meet again on two items the I-Net and Public Access,
Educational and Governmental (PEG) channels due to their complexity. The City has some I-
NET requirements to be included in the franchise and AT&T is recommending that other
avenues be explored regarding the handling-of PEG channels. AT&T agreed to bring forth
some ideas on how other AT&T franchised cities handle the PEG programming.
Mrs. Torres asked Lisa to research the item on page 6, Section 5A of the proposed franchise.
TCI Report - Robert Hughes reported that the installation of the Bishop was presented on
March 17 on public access Channel 10. Mr. Morales asked Hughes if the Del Mar Board of
Regents had contacted him about a professor who was paying his own way on the production
of a show on access. Hughes replied no. Mr. Spencer inquired about the follow-up on Ray.
Madrigal's request at the city council meeting. Hughes informed Spencer that the CCISD Sports
Show is not presented on public access, but rather on Local Origination (LO) as stated in the
current franchise.
There was no Clearsource, Inc. report. '
City Complaint Report - P. C. Gracia informed the members that the March report would be
included in the next meeting's packet.
There was no public comment. '

Commissioner's Comment - Ms. Torres stated that her husband requested the digital service
and that they had some problems with the remote. Her main concern was assuring that
customers were receiving the written instructions. Arnie Cisneros, AT&T's Area Technical
Operation Manager, informed Mrs. Torres that the employee should have left a digital instruction
packet and will advise them not to overlook this detail in the future.
Aguilar addressed a question from Valenzuela about the rate increase stating that the City has
90 days to review the request that goes into effect June 1, 2000. She also added that basic
cable is increasing from $9.83 to $9.93 and that expanded basic is increasing from $18.85 to
$20.47. The City has authority to regulate basic cable, but the 1996 Cable Act does not allow
cities to regulate expanded basic according to Aguilar. She asked the Commission to schedule
a meeting before June 1 to discuss the consultant's recommendation on the cable rate increase.
Commission members decided to discuss the rate increase item on Monday May 15, 2000.
