Chairperson Richard Pulido called the meeting to order in the Council Chambers of City Hall and verified the
necessary quorum. The minutes from the September 22, 2003 meeting were considered. A motion was made
and seconded to approve the minutes. The motion passed.
1. REVIEW AND APPROVAL OF CHANNEL 18 PAUG BY-LAWS — Motion was passed to approve
Channel 18 PAUG By-laws.
2. REVIEW AND APPROVAL OF AMENDMENTS TO THE RULES AND PROCEDURES FOR
PUBLIC ACCESS CABLECASTING. Motion was passed to approve the amendments to the Rules and
Procedures for Public Access Cablecasting. The amendments will be presented for City Council approval.
3. REVIEW AND APPROVAL OF UPDATED GUIDELINES FOR COMMERCIAL
PROGRAMMING—Motion was passed to approve updated guidelines for commercial programming.
4. REPORT FROM CABLE OPERATORS—Michelle Johnson from Grande Communications reported on
Grande channel lineup and community activities. Paula Kolda of Time Warner discussed Time Warner
report of community involvement and products,services and new technology.
5. REPORT FROM ACCESS USER GROUPS
Bob Klepac, Channel 10 PAUG President, reported that the studio is open on Saturdays from 10 a.m. to
1:00 p.m.for tape pick up,and by reservation. The studio address is 4531 Ayers. The website for the studio
is www.ccm-tv.com. Mr..Klepac informed the Commission that Tony Martino and George Iniquez were
removed from the Board. Mr. Joe O'Brien discussed proxy vote held by the Channel 10 PAUG. Mr.
O'Brien discussed the Channel 10 PAUG bylaws which state that vote of membership is required to elect
directors at the annual meeting. Mr. O'Brien stated that the Channel 10 PAUG needs to hold an official
meeting.
6. REVIEW OF COMPLAINTS
Bob Klepac and Roland Garza with the Channel 10 PAUG met with Time Warner in November 2003 about
complaints. Paula Kolda of Time Warner reported that the audio bleed was fixed. Ms.Kolda reported that
there have been 1,888 programs aired on public access since January 1, 2003, 18 complaints to Time
Warner, 7 errors at Time Warner and 10 PAUG errors. Gordon Harp of Time Warner reported that Time
Warner ordered 1 more player for DV. The Commission asked Time Warner for firm date on when the
player would be installed.
7. PUBLIC COMMENT
Jerome Bradford asked if Tony Martin's show was taken off of the air. Mr. Bradford also asked if Ron
Byers was allowed to have show on public access channel. Mr. Bradford also requested that he receive a
letter stating that he was acquitted of notice violation for public access rules.
8. COMMISSIONERS COMMENTS: NONE.
9. ADJOURNMENT. THERE BEING NO FURTHER BUSINESS,THE MEETING WAS
ADJOURNED.
