Chairman Richard Pulido called the meeting to order in the Council Chambers of City Hall and verified
the necessary quorum.The minutes from February 23,2004 meeting were reviewed and approved.Norma
Torres motioned to approve the minutes and Sylvia Dancer seconded the motion.
1. REPORT FROM CABLE OPERATORS—Paula Kolda of Time Warner discussed community
involvement,new association with Corpus Christi Hooks,and live coverage of the Buccaneer
Parade.Michelle Johnson of Grande Communications discussed sponsorship of the Corpus
Christi Hooks for Half Price Tuesday,American Diabetes Association,and Computers for
Learning for school age children.
2. REPORT FROM PUBLIC ACCESS USER GROUPS—Bob Klepec,NuPac/Channel 10
PAUG President,reported that the lottery and election of officers will be held April 22,2004 in
the Basement Training Room of City Hall. They are asking producers to voluntarily pay$40
(when the bylaws only ask for$20)to help with studio costs.A Bar-B-Q is being held April 25,
2004 between 1 p.m. and 4 p.m.Klepac reported the investigation of the missing funds saying the
DA would not pursue unless more proof is provided.They will let members decide if any further
action should be taken. They are making connections with the AIDS Foundation and Drug Abuse
Council,addressing copyright issues,joining RIAA to educate producers,and creating a
relationship with BBI.
3. REVIEW OF COMPLAINTS—The Commissioners discussed the following issues:the process
for filing a complaint against a PAUG president and a customer complaint with Time Warner,
Commissioners indicated that an officer should stand aside and let the other officers of the PAUG
make a decision.If none can be made,then the issue should be brought to Cable Communications
Commission. Time Warner indicated that the owner of a 20 apartment complex on Leopard St.,
who complained that he was losing business because he is unable to provide cable to his
residents,did not qualify for residential service.
4. TECHNOLOGY IN THE NEWS—The Cable Communications Commission members were
given three articles regarding HDTV(Digital TV).The articles explain that the FCC Bureau is
proposing to set a deadline of 2009 for HDTV transition. The FCC plan would turn off the analog
signals and the spectrum space given to the government when 85 percent of the viewing audience
can receive digital signals.A presentation on HDTV will be given at the next meeting,which will
held at the KEDT studio at 7:00 p.m.on July 19,2004.
5. STAFF UPDATE—Sylvia Dancer's current term will expire in July.
6. PUBLIC COMMENT—Roland Garza does not feel Time Warner has shown consistent
improvement and wants the franchise agreement to be enforced to resolve issues such as
bleedover,shows not being shown,interruptions and voice overs. Carol Wilkinson lives in the
Catalina Condominiums and has not been receiving reception from Time Warner,but has to pay

the cable bill with the complex and would like some help to resolve issue. Paula Kolda with Time
Warner took theinformation and stated they would follow up on the issue.
7. COMMISSIONERS COMMENTS—Norma Torres stated she would like to see another
educational channel and she received requests from different groups. She also indicated that she
would like to see publicity for citizens to notify them of the broadcast of the Buc Days parade.
8. ADJOURNMENT—Sylvia Dancer moved to adjourn the meeting and Adria Palacios seconded
the motion. The meeting adjourned at 8:32 p.m.
