Chairman Richard Pulido called the meeting to order at 7:15 p.m. at KEDT TV Studio and verified the
necessary quorum. The minutes from February 23,2004 meeting were reviewed and approved.Norma
Torres motioned to approve the minutes and Adria Palacios seconded the motion.

3. TECHNOLOGY IN THE NEWS—The Cable Communications Commission members were
given three articles. The first article by Designtechnica discusses that broadband networks are
starting to offer competition to pay TV.The second article by Electronichouse explains that
consumers will not have to use a set-top cable box to receive digital television programming.
They will be able to"Plug-and-Play"with the new Cab1eCARD to enjoy HDTV.The third article
by Reuters talks about the possible purchase of Adelphia by Time Warner.
4. PUBLIC COMMENT—Jack Gordy commented that the Channel 10 PAUG membership needs
to review and approve their bylaws. Ms. Cable indicated that bylaws must be consistent with
Rules and Procedures and City Ordinance. Mark Harper indicated he was a private citizen
wanting to see new technology. Jerome Bradford commented that the Channel 10 PAUG officers
have discriminated against KD Logan.Jack Gordy commented that Channel 10 PAUG board
members had scheduled meetings which were cancelled by President Cruz Colomo and that
CCISD broadcasts on Channel 10 without paying dues. Bob Klepac and Roland Garza
commented about paid Time Warner's paid advertising on Channel 10. KD Logan commented
that there were internal problems with the Channel 10 PAUG officers. Roland Garza discussed
the purpose of the Cable Communications Commission and stated that funding for Public Access
has been ignored. Mr. Garza also indicated he would like to see more Cable Commission
meetings and that the Channel 10 PAUG has not refunded his$20. Cable Commissioners
reminded Channel 10 Producers that their organization resolves internal problems and the City
addresses studio problems. Commissioners emphasized the importance of reviewing and
following the Rules and Procedures.
5. REPORT FROM CABLE OPERATORS—Paula Kolda of Time Warner discussed community
involvement,partnerships with Hispanic Chamber of Commerce,Corpus Christi Islanders,Blood
Bank,and launching new"Kid Connect"campaign. Paula also discussed that digital broadcast
TV can provide a two way stream and now available to customers are DVR and video on
demand.Michelle Johnson of Grande Communications discussed sponsorship to Bokencamp
Children's Residential Treatment Center,American Diabetes Association,and Computers for
Learning for school age children.

6. REPORT FROM PUBLIC ACCESS USER GROUPS—Emile Bolden read a letter written by
the NuPAC President, Cruz Colomo. She was unable to attend this meeting due to her daughter's
illness and indicated she did not see any major complaints or issues. Mrs. Colomo indicated a
number of problems with studio utilities created by Mr.Klepac. She also expressed concern about
the behavior of Commissioner Sylvia Dancer and requested clarification: She also reviewed a
number of additional complaints raised by Mr.Klepac.
7. REVIEW OF COMPLAINTS—Complaints received were issued in packets sent to
Commissioners. Paula Kolda with Time Warner discussed that e-mail complaints are being sent
to her,but there is no return contact information for her to respond to these complaints. She does
not have an e-mail contact with Channel 10 PAUG,so she talks to them either by phone or
regular mail. Paula has created a new spreadsheet and keeps it in a binder,they have accepted
tapes after the deadline,and Time Warner's master control operators are reviewing tapes before
being aired to observe what problems may occur during the show.
8. STAFF UPDATE—Sylvia Dancer has been appointed for a new term. CCISD has
communicated an interest in triggering a second educational channel.
9. COMMISSIONERS COMMENTS—Adria Palacios thanked everyone for coming. Sylvia
Dancer thanked everyone for coming to the meeting and told Richard Pulido he is doing a great
job as Chairperson.Norma Torres thanked the cable operators for attending. Mrs.Torres provided
the following suggestions for Channel 10 PAUG to resolve their issues: look at by-laws carefully,
look at executive board duties,review complaint process,review rules and regulations,and roles
and responsibilities. Chairperson Richard Pulido agreed with recommendations suggested by
Norma Torres and provided a written list of suggestions to Channel 10 producers.
10. ADJOURNMENT—Norma Torres moved to adjourn the meeting and Sylvia Dancer seconded
the motion. The meeting adjourned at 9:20 p.m.
