HomeMy WebLinkAboutMinutes Cable Communications Commission - 12/12/2005 MINUTES CABLE COMMUNICATIONS COMMISSION December 12,2005 PRESENT Chairperson Juan Garcia,Jr.,Robert`Bob"White,Dr.Bruce Stratton,and Steve West City Staff Lisa Aguilar, Assistant City Attorney, Susan Cable, Director of E-Government Services and Holly McCarty,E-Government Services Cable Operators Paula Kolda,Time Warner Cable Chairman Juan Garcia called the meeting to order at 6:00 p.m. and verified the necessary quorum. The minutes from November 21, 2005 meeting were reviewed and approved.Bob White motioned to approve the minutes and Dr.Bruce Stratton seconded the motion.All Commissioners approved. 1. DISCUSSION AND POSSIBLE ACTION ON PROPOSED CHANGES TO RULES AND PROCEDURES FOR PUBLIC ACCESS CABLECASTING — Lisa Aguilar discussed the minor changes to "Identification" on Page 3, Item b and to "How Programs are Scheduled" on Page 4, Section 3. Dr. Bruce Stratton motioned to approve the changes to the Rules and Procedures for Public Access Cablecasting.Juan Garcia seconded.All Commissioners approved. 2. CABLE OPERATOR REPORTS—Paula Kolda, Tim Warner Cable, submitted a report to the Commission detailing information on their community outreach projects. 3. STAFF UPDATES — Susan Cable discussed moving the January meeting to January 9, 2006, because of Martin Luther King Day. She also mentioned the FCC rules provided.by Time Warner. Bob White requested that Steve West review the technology requirements of the FCC and provide an update in language everyone can understand. 4. PAUG UPDATES — Jack Gordy, Channel 10 PAUG, discussed the letter he presented to the Commission. Susan Cable stated that both the Cable Communications Commission and Time Warner have been trying to get the PAUGs to comply with the Rules and Procedures for some time, and that producers had significant input into the Rules and Procedures. She discussed that prior to the new franchise agreement with Time Warner there were so many problems with the public access tapes,they did not want to continue public access.Ms. Cable stated Channel 10 did not have any formal rules until the new agreement and Time Warner sent a letter to all producers giving them two months to prepare and then they would start enforcing the rules. Ms. Cable said that the Commission worked with the PAUGs on several occasions and has decertified a PAUG because the Rules and Procedures were not being followed. 5. PUBLIC COMMENT—Jack Gordy reported that all producers are getting the production date added to their program or they are receiving a violation letter. Ed Montez requested the Commission change to rules to allow non-locally produced programs. 6. COMMISSIONERS COMMENTS — Dr. Bruce Stratton emphasized that a line should be drawn somewhere and he understands that some producers will get upset. Bob White stated that FCC does not allow discrimination on the content of programs. Juan Garcia reiterated that the Commission is here to enforce the rules. 7. ADJOURNMENT — Dr. Bruce Stratton motioned to adjourn the meeting and Steve West seconded the motion.All Commissioners approved.The meeting adjourned at 6:45 p.m. SCANNED
