The minutes from May 15, 2006 meeting were reviewed. Dr. Bruce Stratton motioned to approve the minutes and Bob White seconded the motion. All Commissioners approved. 1. DISCUSSION AND POSSIBLE ACTION REGARDING PROCESS FOR CABLE OPERATORS PASS THROUGH GRANTS FOR PUBLIC ACCESS EQUIPMENT—Susan Cable discussed the possibility of establishing a grant process to distribute the money received from the cable operators for public access equipment and facilities and she said stated the City recommendation is to amend the franchise agreement to allow the cable operators to disburse the money directly to the Public Access User Groups. Bob White stated he does not feel comfortable making a decision while they do not know what will be received from Grande. Ms. Aguilar will research. Mr. White asked if the City could just divide the money and give the check to the PAUGs. Ms. Aguilar stated that an agreement would need to be made between the City and each PAUG. Ms. Cable explained the City's goal is to have an efficient process. Juan Garcia suggested that a committee be set-up to discuss the possibility of a grant process. Bob White and Dr. Bruce Stratton agreed to participate in the committee. Juan Garcia motioned to send this agenda item to the committee. Steve West seconded the motion. All Commissioners approved. 2. DISCUSSION REGARDING EXPANSION OF CABLE SERVICES TO DOWNTOWN AREA — Susan Cable explained that the Downtown Redevelopment Committee has a keen interest in expanding cable services to downtown for new residential development. Lisa Aguilar stated that there are certain provisions of the franchise agreement that must be met; however, if the subscribers are willing to pay for the cable expansion, Time Warner must extend their services. Paula Smith, Time Warner Cable, stated that there are certain buildings and hotels that have cable services downtown and they have received numerous requests to expand their build- out to downtown and they are looking at their options. Ms. Smith said she will provide, at the next meeting, a detailed map of where cable services are available at this time and what it would take to expand cable services downtown. 3. REVIEW AND POSSIBLE ACTION REGARDING CHANNEL 18 PUBLIC ACCESS USERS GROUP BY-LAWS — The Commission reviewed the letter submitted by Jack Gordy and the by-laws submitted by Channel 18. Dr. Bruce Stratton motioned to recognize the last seven days as the final week of the month. Steve West seconded the motion. All Commissioners approved. Juan Garcia motioned to approve the by-laws submitted with recommended modifications which were to change the time the applications are due to "no later than the night SCANNED A - -- r of the lottery", the time the notice must be submitted to City Secretary's Office, proof of identification, change the production location of the programs to Corpus Christi Region, and the labeling on the spine of the tape. Dr. Bruce Stratton seconded the motion. All Commissioners approved. 4. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS—Jack Gordy stated the main problem is there are not any tags at the end of Judge Gonzalez' program because they run longer than the allotted time. Juan Garcia motioned to deny appeal since Judge Gonzales was not present. Bob White seconded the motion. Bob White, Dr. Bruce Stratton, Steve West and Connie Gutierrez approved. Juan Garcia denied. Motion passed. 5. CABLE OPERATOR REPORT — Paula Smith discussed the preparations they are taking for the upcoming hurricane season to help ensure that customers are safe and connected during weather emergencies. 6. STAFF UPDATES — Juan Garcia and Steve West's terms expire in July. Steve West stated he will seek re-appointment and Juan Garcia stated he would let the City know of his intentions the next week. 7. PAUG UPDATES — Jack Gordy stated that they are still receiving new producers and having problems with programs not being aired on Time Warner, and on Grande, Channel 18 audio is being played on Channel 10. He also stated that Time Warner is advertising between programs which is causing some programs cutting off the identification at the end. 8. PUBLIC COMMENT— Susan Booker stated that her program, 1/2 Hour of Deliverance, has not aired the past two months in the time slots her program is scheduled for. 9. COMMISSIONERS COMMENTS — Bob White requested the current program schedules for Channel 10 and 18. Bob White and Steve West discussed their concerns about not being able to hear Judge Gonzalez's appeal since he left the meeting. They also emphasized that the producers must follow the rules and procedures. 10. ADJOURNMENT—Juan Garcia motioned to adjourn the meeting and Steve West seconded the motion. All Commissioners approved. The meeting adjourned at 7:40 p.m.
