Chairman Bob White called the meeting to order at 12:00 p.m. and verified the necessary quorum. The
minutes from September 18, 2006 meeting were reviewed. Dr. Bruce Stratton motioned to approve the
minutes and seconded the motion. All Commissioners approved.
1. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS—
a. Mark DiCarlo — Mr. DiCarlo submitted a letter to the Commission stating he was
scheduled to appear in court in Kingsville and he could not attend the noon meeting. Bob
White motioned to postpone the appeal to the next meeting. Commissioner Dr. Bruce
Stratton seconded. All Commissioners approved.
b. Latrice Sellers—Barbara Sellers stated that her daughter, Latrice Sellers was not able to
attend until close to 1:00 p.m. Mr. White asked Ms. Sellers if Latrice Sellers could be
present if the commission postponed the item until last. Ms. Barbara Sellers said she
would contact her daughter and she would attend. Steve West motioned to postpone this
item to the end of the meeting. Fred Greenberg seconded. All Commissioners approved.
2. PUBLIC ACCESS COMPLAINTS—Bob White motioned to move a discussion of complaints
to the end of meeting to wait for Ms. Sellers. Steve West seconded. All Commissioners approved.
3. TIME WARNER COMPLAINTS —Paula Smith explained that as of September 16, 2006, the
WB channel was replaced by the CW channel, which is in the digital tier on 861. Steve West
noted that the change was not a choice by Time Warner, so there was no obligation for Time •
Warner to notify the public.
4. CABLE OPERATOR REPORT — Doreen Harold, Grande Communications, discussed their
community projects. Paula Smith, Time Warner Cable, discussed their community projects. Bob
White remarked that he received a phone call from Ashley with Morehead Dotts and Assoc.
wanting to get a program aired on a public access channel for the Port of Corpus Christi. Susan
Cable stated the City has informed her she needs to speak with either the Channel 10 or Channel
18 PAUG.
5. STAFF UPDATES — Susan Cable stated all Commissioners have completed their Texas Open
Meetings Act training and asked the Commission if they would like to have a future meeting at
KEDT.

6. PAUG UPDATES — Jack Gordy, Channel 10 PAUG, stated that he spoke with Ashley with
Morehead Dotts and Assoc. Mr. Gordy explained that they were charging candidates for air time,
so that would make the program ineligible for public access. Jessie Nesmith, Channel 18 PAUG,
stated that more than half of their producers are now submitting their programs on DVD and he
had told producers he would look into a funding request for equipment. Mr. Nesmith noted that
his name is incorrect in the minutes from September 18, 2006. Fred Greenberg motioned to
change Mr. Nesmith's name from Joe to Jessie in the September 18, 2006 minutes. Dr. Bruce
Stratton seconded. All Commissioners approved.
7. DISCUSSION AND POSSIBLE ACTION REGARDING MEETING TIMES — Dr. Bruce
Stratton asked that all meetings be at noon. Dr. Bruce Stratton motioned to move all meetings to
noon. Fred Greenberg seconded. Dr. Bruce Stratton and Fred Greenberg approved. Bob White,
Steve West and Connie Gutierrez disapproved. Motion failed.
8. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS—
a. Latrice Sellers — Latrice Sellers stated that during her program she told viewers to send
money to a certain bank and provided the bank account number for donations to assist a
local family. Ms. Sellers also explained that she feels her tapes are being tampered with.
Steve West commented that he followed through with that complaint a few months
earlier and the problem has to do with the equipment used to tape the program. Dr. Bruce
Stratton motioned to grant the appeal. Fred Greenberg seconded. Bob White, Dr. Bruce
Stratton and Fred Greenberg approved the motion. Steve West and Connie Gutierrez
disapproved the motion. Motion passed.
9. PUBLIC ACCESS COMPLAINTS —Bob White noted that this item was discussed during the
violation appeal for Ms. Sellers.
10. PUBLIC COMMENT — Jerome Bradford stated that evening meetings are needed for those
producers who are not able to come due to jobs.
11. COMMISSIONERS COMMENTS—none
12. ADJOURNMENT — Dr. Bruce Stratton motioned to adjourn the meeting and Steve West
seconded the motion. All Commissioners approved. The meeting adjourned at 1:45 p.m.
