The minutes from the November 20,2006 meeting were reviewed. Dr. Bruce Stratton motioned to approve the minutes and Connie Gutierrez seconded the motion. All Commissioners approved. 1. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS —Bob White explained that hearing the appeal from Mark DiCarlo at this time is a moot point because the appeal is regarding a section three violation and since a new lottery period has begun, action could not be taken. 2. REVIEW AND POSSIBLE ACTION REGARDING PROPOSED RULES AND PROCEDURES FOR PUBLIC ACCESS CABLECASTING — Susan Cable reviewed the proposed changes made to the Rules and Procedures and the submitted requests by Time Warner. The Commission discussed and tabled some of Time Warner's recommendations regarding media formats. Steve West motioned to move forward with proposed changes as agreed upon. Connie Gutierrez seconded the motion. All Commissioners approved. 3. REVIEW AND POSSIBLE ACTION REGARDING APPLICATION FOR PUBLIC ACCESS CABLECASTING — Jack Gordy explained that he modified the application to be consistent with the proposed rules and procedures and added a line for an email address. Steve West suggested changing the application to say "lottery period" instead of"time slot period" at the top of the page. Steve West motioned to approve the application with discussed changes. Connie Gutierrez seconded the motion.All Commissioners approved. 4. DISCUSSION AND POSSIBLE ACTION REGARDING PROCESS FOR CABLE OPERATORS PASS THROUGH GRANTS FOR PUBLIC ACCESS EQUIPMENT — Bob White stated that he thinks that the PAUGs need accountability regarding the equipment purchased with the cable operator grant funds. He would like to see this item on the next agenda. 5. CABLE OPERATOR REPORT—Vicki Triplett, Time Warner Cable, introduced herself to the Commission and discussed their community projects. 6. STAFF UPDATES—Susan Cable informed the Commission there was a rate increase sheet from Grande and that Latrice Sellers appealed the Commission's decision to the City Council and the appeal will be heard by the City Council on January 23. SCANNED 7. PAUG UPDATES —Jack Gordy, Channel 10 PAUG, provided the Commission with a copy of the latest schedule. Jessie Nesmith, Channel 18 PAUG, stated that everything is going good. 8. PUBLIC COMMENT—none 9. COMMISSIONERS COMMENTS — Steve West discussed that he is concerned that the intended use of the cable operator grant funds by the PAUGs is not being upheld. Connie Gutierrez wished everyone a Merry Christmas. Bob White thanked everyone for the past year and stated he believes a lot of progress has been made. 10. ADJOURNMENT — Steve West motioned to adjourn the meeting. Connie Gutierrez seconded the motion. All Commissioners approved. The meeting adjourned at 8:03 p.m.
