Chairperson Connie Gutierrez called the meeting to order at 12:00 p.m. and verified the necessary
quorum. The minutes from June 18, 2007 meeting were reviewed. Steve West motioned to approve the
minutes and Joan Veith seconded the motion. All Commissioners approved.
1. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS—none
2. REVIEW AND POSSIBLE ACTION REGARDING CABLE OPERATOR COMPLAINTS
—Ms. Barbara Sellers discussed that the initial broadcast of the tape aired without problems, but
the repeat had many disturbances. Steve West discussed that he reviewed the tape and the video
was not acceptable quality and did not meet FCC requirements. Connie Gutierrez motioned to
accept Steve West's findings on the tape. Carolyn Moon seconded. All Commissioners approved.
3. REVIEW AND POSSIBLE ACTION REGARDING CHANNEL 18 PUBLIC ACCESS
USERS GROUP BY-LAWS AND COMPLAINTS — Commissioner Connie Gutierrez
discussed that she and Commissioner Joan Veith went to Time Warner to review tapes that are
submitted to Time Warner. Mrs. Gutierrez stated that many of the Channel 18 tapes submitted to
Time Warner are improperly labeled and provided Channel 18 with an example of proper
labeling. The Commission also reviewed the Channel 18 updated by-laws. Carolyn Moon
motioned to approve the Channel 18 By-laws submitted. Joan Veith seconded. All
Commissioners approved.
4. REVIEW AND POSSIBLE ACTION REGARDING MEDIA DELIVERY LOGS — The
Commission reviewed the media delivery logs as submitted by Channel 10 and Channel 18. Two
monthly program producers failed to supply tapes to the Channel 10 PAUG. The producer of
`Tiempo de Jubileo' withdrew his program and the program 'The Green Shadows Variety Hour'
will receive a letter from the Commission notifying the producer of the violation.
5. REVIEW AND POSSIBLE ACTION REGARDING CHANNEL 10 PRODUCER — Jack
Gordy, Channel 10 PAUG, stated that producer, Roland Garza, recently moved and has not
provided the Channel 10 PAUG with an updated physical address, which is a requirement of the
Rules and Procedures for Public Access Cablecasting. Roland Garza stated he is temporarily with
his mom until he buys a home. He explained that he provided the PAUG with a post office box
and does not feel comfortable giving his mom's address. The Commission requested that Mr.
Garza provide Mr. Gordy with a physical address and Ms. Gutierrez handed Mr. Garza an

application. Carolyn Moon motioned that if Mr. Garza's provides Channel 10 with his mom's
address that it be kept confidential. Joan Veith seconded. All Commissioners approved. Lisa
Aguilar explained that due to the Public Information Act, she is not sure if the address could be
kept confidential, but could check upon the request of the Commissioners.
6. CABLE OPERATOR REPORT — Vicki Triplett, Time Warner Cable, discussed their
community projects.
7. STAFF UPDATES — Holly Houghton asked if the Commission could change the August
meeting date to either August 13 or August 27 because staff would not be available.
Commissioners asked Ms. Houghton to send them an e-mail regarding the meeting date, so they
could check their calendars.
8. PAUG UPDATES—Jack Gordy, Channel 10 PAUG, stated that they welcome anyone pointing
out any issues producers may have with the Rules and Procedures for Public Access
Cablecasting. Jesse Nesmith, Channel 18 PAUG, explained they do not have issues with
Commissioners detailing problems Channel 18 may be experiencing.
9. PUBLIC COMMENT—Jack Gordy reviewed that Section 6 of the Rules and Procedures states
that producers must follow the Rules and Procedures including labeling. Jesse Nesmith stated that
Bob White did not say that they did have tofollow the Rules and Procedures, all he did, was
discuss that since the spine and top of the tapes could be seen through the clear packaging, Mr.
White did not feel it was necessary to have labeling on both the packaging of the tape and the
tape itself. Shawn English discussed that they have a monthly program and in June, and the first
broadcast no audio was heard. Mr. English took a tape to Time Warner to play for the other
repeats and when he submitted his tape in July, Mr. Gordy explained it was late and could not be
submitted per the Rules and Procedures.

11. ADJOURNMENT — Steve West motioned to adjourn. Connie Gutierrez seconded the motion.
All Commissioners approved. The meeting adjourned at 1:10 p.m.
