Chairperson Connie Gutierrez called the meeting to order at 12:00 p.m. and verified the necessary
quorum. The minutes from July 16, 2007 meeting were reviewed. Carolyn Moon motioned to approve the
minutes and Joan Veith seconded the motion. All Commissioners approved.
1. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS — Daniel
Fields, producer of 'West Haven Baptist Church', discussed that he reviewed the tape and the
program identification was included on the broadcast. Holly Houghton stated that the City does
not have the equipment to run DVDs for the Commissioners to review the tape during the
meeting. Connie Gutierrez motioned to accept Mr. Fields acknowledgement that the program
identification was included on his program. Carolyn Moon seconded. All Commissioners
approved. Ms. Houghton explained she spoke with Josh DeLeon, producer of 'The Green
Shadows Variety Hour' and he stated he would be at the meeting to discuss that he misunderstood
there was a new due time for tape submittals. Dr. Bruce Stratton motioned to table this appeal to
the next meeting allowing for the presence of Mr. DeLeon. Steve West seconded. All
Commissioners approved.
2. REVIEW AND POSSIBLE ACTION REGARDING CABLE OPERATOR COMPLAINTS
—Jack Gordy stated he received a response from Time Warner regarding his complaint on August
4, 2007. The letter noted that Time Warner had public access equipment failure which resulted in
the downtime experienced on both Channel 10 and Channel 18. Mr. Gordy also discussed that the
complaint from Mark DiCarlo had been resolved by Time Warner. He stated Time Warner re-
encoded Mr. DiCarlo's program and the next Wednesday, it aired without problems.
3. REVIEW AND POSSIBLE ACTION REGARDING MEDIA DELIVERY LOGS — The
Commission reviewed the media delivery logs as submitted by Channel 10 and Channel 18. One
monthly program producer failed to supply a tape to the Channel 10 PAUG. The producer of
`Teaching Greek' will receive a letter from the Commission notifying the producer of the
violation.
4. CABLE OPERATOR REPORT — Vicki Triplett, Time Warner Cable, discussed their
community projects.
5. STAFF UPDATES—none
6. PAUG UPDATES — Jack Gordy, Channel 10 PAUG, stated that they have added a few new
producers and he submitted a complaint regarding a copyright violation. Jesse Nesmith, Channel
SCANNED
18 PAUG, explained that they have worked hard to get all the producers in compliance with the
Rules and Procedures. Carolyn Moon stated that she went by Time Warner and only found one
producer that had an incorrect label.

9. ADJOURNMENT— Dr. Bruce Stratton motioned to adjourn. Steve West seconded the motion.
All Commissioners approved. The meeting adjourned at 12:13 p.m.
