The minutes from September 17, 2007, meeting were reviewed. Steve West motioned to approve the minutes and Carolyn Moon seconded the motion. All Commissioners approved. 1. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS- a. "Corpus Christi Cathedral Mass Sunday" - Marty Wind, producer of"Corpus Christi Cathedral Mass Sunday," discussed that his program does contain all the necessary information required for program identification and he had the tape for the Commissioners to review if necessary. Joan Veith motioned to dismiss the complaint. Steve West seconded. All Commissioners approved. b. "The X Movement Evening" - Bob Gomez, representative for the program "The X Movement Evening," stated that the program does not currently have the production date as part of the program identification, but they understand that it has to be included and will make take corrective action. Dr. Bruce Stratton motioned to dismiss the complaint is upon corrective action by the producer to include all requirements for the program identification. Joan Veith seconded. All Commissioners approved. c. "Emmanuel Christian Fellowship" and "St. Matthew Missionary Baptist Church" - Holly Houghton informed the Commission that the producers or representatives of the programs Emmanuel Christian Fellowship and St. Matthew Missionary Baptist Church failed to attend the September and October commission meetings. Dr. Bruce Stratton motioned to send the producers notification that their programs will be off the air for sixty (60) days per the Rules and Procedures for Public Access Cablecasting. Steve West seconded the motion. All Commissioners approved. d. "Silverback Show"-Ms. Houghton stated that Eldridge Sneed, producer of"Silverback Show" was supposed to attend this meeting with permission from C-SPAN2 to air the program he broadcast on July 29, 2007, and August 1, 2007. Steve West motioned to table this item to the next meeting. Dr. Bruce Stratton seconded. All Commissioners approved. 2. REVIEW AND POSSIBLE ACTION REGARDING CABLE OPERATOR COMPLAINTS -Jack Gordy stated that he has sent several complaints to Time Warner, but has not received any response from them as to why certain programs failed to air. Holly Houghton also mentioned that the City has received several complaints regarding the wait time when calling into Time Warner. Steve West motioned to table this item for the next meeting since Time Warner is not present. Dr. Bruce Stratton seconded. All Commissioners approved. SCANNED 3. REVIEW AND POSSIBLE ACTION REGARDING MEDIA DELIVERY LOGS — All programs met the criteria of turning in tapes for Channel 10 and Channel 18. 4. REVIEW AND POSSIBLE ACTION REGARDING CHANNEL 18 PUBLIC ACCESS USERS GROUP BY-LAWS — Jesse Nesmith discussed that he mistakenly gave the Commission the wrong By-Laws for approval. So, he is resubmitted the appropriate By-Laws for the Commission's approval. Carolyn Moon motioned to accept the Channel 18 PAUG By-Laws. Dr. Bruce Stratton approved. All Commissioners approved. 5. DISCUSSION REGARDING DVD PLAYER FOR CITY COUNCIL CHAMBERS—Holly Houghton informed the Commission that E-Government Services is working with the City Secretary's Office to get a DVD player installed in the City Council Chamber's media room. 6. REVIEW AND POSSIBLE ACTION REGARDING SECTION 2 OF THE RULES AND PROCEDURES FOR PUBLIC ACCESS CABLECASTING WITH TIME WARNER — Carolyn Moon motioned to table for the next meeting since Time Warner is not present. Steve West seconded. All Commissioners approved. 7. REVIEW AND POSSIBLE ACTION REGARDING THE USE OF BLACKSPACE ON TIME WARNER — Joan Veith motioned to table this item for the next meeting since Time Warner is not present. Steve West seconded. All Commissioners approved. 8. DISCUSSION AND POSSIBLE ACTION ON RULES AND PROCEDURES FOR PUBLIC ACCESS CABLECASTING WITH CHANNEL 10 AND CHANNEL 18 PAUGS — The Commission asked each PAUG about the procedures. Jack Gordy, Channel 10 PAUG, stated that each board member is responsible for monitoring their programs for violations and he is responsible for checking the labeling of tape since they are dropped off with him. He also mentioned that they discuss the Rules and Procedures at each lottery. Jerry Vestal, Channel 18 PAUG, stated that Mr. Nesmith is responsible for monitoring all programs and making sure the programs are labeled correctly. Mr. Vestal explained that they also review the Rules and Procedures for Public Access Cablecasting at each lottery. 9. CABLE OPERATOR REPORT—Vicki Triplett,Time Warner Cable, was absent. 10. PAUG UPDATES — Jack Gordy, Channel 10 PAUG, and Jesse Nesmith, Channel 18 PAUG, stated they had no further updates for the Commission. 11. STAFF UPDATES—none 12. PUBLIC COMMENT — Marty Wind stated that his program, "Corpus Christi Cathedral Mass Sunday," has had very bad audio coming from Time Warner Cable. The Commissioners asked that for the next meeting, we include an agenda item to include a discussion regarding the audio problems encountered. 13. COMMISSIONERS COMMENTS — Dr. Bruce Stratton stated that everyone needs to remember that the Commissioners and the PAUG board of directors serve on a voluntary basis. Joan Veith gave praise to Jesse Nesmith because it seems as if he has a lot of responsibility handed to him by the Channel 18 PAUG. 14. ADJOURNMENT — Dr. Bruce Stratton motioned to adjourn. Steve West seconded the motion. All Commissioners approved. The meeting adjourned at 12:46 p.m.
