Connie Gutierrez called the meeting to order at 12:00 p.m. and verified the necessary quorum. The
minutes from the October 15, 2007, meeting were reviewed. Joan Veith motioned to approve the minutes
and Dr. Bruce Stratton seconded the motion. All Commissioners approved.
1. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS—
a. "Sinai Evangelistic Center" — Mr. Rodriguez, producer of"Sinai Evangelistic Center,"
stated that they have made the necessary adjustments to the program identification to be
in compliance with the Rules and Procedures for Public Access Cablecasting. Joan Veith
motioned to accept the complaint. Steve West seconded. All Commissioners approved.
b. "Living Rock COGNIC PM" — Ronald Dennis, representative for the program "Living
Rock COGNIC PM," stated he understood the errors that were made and will be taking
corrective action to be in compliance with the Rules and Procedures for Public Access
Cablecasting. Connie Gutierrez motioned to accept the complaint. Dr. Bruce Stratton
seconded. All Commissioners approved.
c. "Silverback Show" — Holly Houghton stated that Eldridge Sneed, producer of
"Silverback Show" was supposed to attend this meeting with permission from C-SPAN2
to air the program he broadcast on July 29 and August 1, 2007. Dr. Bruce Stratton
motioned to send Mr. Sneed a letter stating that the item will be tabled until the
December meeting, and informing him that his program will be reviewed at that time by
the Commission. Carolyn Moon seconded. All Commissioners approved.
d. "Corpus Christi Fellowship #1 and #2 and #3" — William Lumry represented all three
programs. He stated the programs did offer to sale a tape or DVD, and it was an oversight
on the editor's part. Mr. Lumry explained that the programs get distributed to other
markets and the person responsible for editing the programs failed to delete the program
areas which offered the sale of DVDs. Dr. Bruce Stratton motioned to accept the
complaint. Joan Veith seconded. All Commissioners approved.
e. "The Apostolic Church of the Living God#1 and#2"—Carolyn Moon motioned to send
the producers notification that their programs will be off the air for sixty(60)days per the
Rules and Procedures for Public Access Cablecasting. Dr. Bruce Stratton seconded the
motion. All Commissioners approved.

2. REVIEW AND POSSIBLE ACTION REGARDING CABLE OPERATOR COMPLAINTS
—Mr. Mark DiCarlo explained that for several months he has had issues with his programs being
broadcast by Time Warner. He states that he checks the sound on his computer and DVD player
prior to submitting it for playback by Time Warner. Steve West stated that he purchased a
reference DVD to assist with troubleshooting why the sound issues are occurring and offered for
Mr. DiCarlo and any other producers who are experiencing sound problems to contact him for
assistance.
3. REVIEW AND POSSIBLE ACTION REGARDING PUBLIC ACCESS COMPLAINTS —
Holly Houghton discussed a letter was received stating that many of the Channel 18 programs do
not have a consistent program title with the producer's application. Jesse Nesmith, Channel 18
PAUG, stated that he has contacted the producers listed in the complaint to get them in
compliance with the Rules and Procedures for Public Access Cablecasting. Carolyn Moon also
asked that Mr. Nesmith turn in his tape delivery logs by the second Monday of the month of each
month per the Rules and Procedures for Public Access Cablecasting.
4. REVIEW AND POSSIBLE ACTION REGARDING MEDIA DELIVERY LOGS — Holly
Houghton stated that on Channel 10,the programs who failed to submit tape were"The Apostolic
Church of the Living God #1," "The Apostolic Church of the Living God #2," and "The
Awakening Call." Channel 18 did not have any in noncompliance with the Rules and Procedures.
Jack Gordy stated that there would not be a need to submit letters to the producers who failed to
supply tapes since the end of the lottery period was Friday, November 23, 2007. Ms. Houghton
clarified that the programs, "The Apostolic Church of the Living God #1" and "The Apostolic
Church of the Living God #2" will still receive the letter notifying them they will be off the air
for sixty days pending their appeal of their violation to the City Council.
5. REVIEW AND DISCUSSION REGARDING PUBLIC ACCESS EQUIPMENT USED BY
TIME WARNER — Dr. Bruce Stratton discussed that many of their questions were answered
during the discussion with Mr. DiCarlo's complaint.
6. REVIEW AND POSSIBLE ACTION REGARDING SECTION 2 OF THE RULES AND
PROCEDURES FOR PUBLIC ACCESS CABLECASTING WITH TIME WARNER —
Steve West discussed that there have been several problems where the programs did have the
correct program identification, but when the program aired, the program identification was not
present most likely due to Time Warner recording the program in the incorrect place. Carolyn
Moon also stated that the Commission has received several complaints from citizens who are
unable to get through to Time Warner. Ms. Triplett stated they are aware of the issue and are
taking measures to correct this problem.
7. REVIEW AND POSSIBLE ACTION REGARDING THE USE OF BLACKSPACE ON
TIME WARNER—Carolyn Moon motioned that the City send a letter to Time Warner allowing
them to air Police Department videos. All Commissioners approved.
8. CABLE OPERATOR REPORT — Vicki Triplett, Time Warner Cable, discussed their
community projects.
9. PAUG UPDATES —Jack Gordy, Channel 10 PAUG, stated most of the slots were filled during
the new lottery period. Jesse Nesmith, Channel 18 PAUG, stated they are working to correct any
problems that have been occurring and that he does talk directly to Time Warner when there are
issues with Channel 18.
10. TECHNOLOGY IN THE NEWS — The Commission discussed an article provided to them
regarding digital cable.
11. STAFF UPDATES — The Commissioners were presented with the 2008 Commission meeting
dates.

14. ADJOURNMENT — Dr. Bruce Stratton motioned to adjourn. Joan Veith seconded the motion.
All Commissioners approved. The meeting adjourned at 1:28 p.m.
