Connie Gutierrez called the meeting to order at 6:00 p.m. and verified the necessary quorum. Joan Veith
motioned to approve the minutes from the February 18, 2008, meeting and Steve West seconded the
motion. All Commissioners approved.
1. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS—
a. "West Haven Baptist Church"—Mr.Daniel Fields was not present. Steve West motioned
that a violation be given to Mr. Fields. Joan Veith seconded the motion. All
Commissioners approved.
b. "The Apostolic Church of the Living God"—Mr. Willie Lanehart was not present. Steve
West motioned that a violation be given to Mr. Lanehart. Joan Veith seconded the
motion.All Commissioners approved.
c. "Calvary Baptist Church"-Mr. Moses Castro was not present. Jesse Nesmith stated that
Mr. Castro will no longer be producing this program.
d. "Sanai Evangelistic Center" - Mr. David Rodriguez was present and accepted his
violation. Carolyn Moon explained the consequences if he receives a third violation.
Carolyn Moon motioned that he be issued a violation. Joan Veith seconded. All
Commissioners approved.
e. "The Prophecy Hour" —Mr. Gilbert Casas was not present for his appeal. Steve West
motioned that we proceed to take the program off the air. Staff informed the
Commissioners that a letter would be sent stating their decision. Joan Veith seconded.
All Commissioners approved.
f. "The M& E Chronicles"— Eric Escobedo or Matthew Munoz were not present for the
appeal. Steve West motioned that we proceed to take the program off the air. A letter
will be sent stating this decision. Joan Veith seconded. All Commissioners approved.
g. "STUDIO THRE3" — Paul Pawlak was not present for his appeal date. Steve West
motioned to take the program off the air and a letter to be sent stating this decision. Joan
Veith seconded. All Commissioners approved.

2. DISCUSSION AND POSSIBLE ACTION REGARDING EMAILS RECEIVED BY JOAN
VEITH FROM THE PRODUCER OF "ANGELS IN HEAVEN," BARBARA SELLERS —
Barbara Sellers explained that all she wanted was to have this discussion on record. Ms. Sellers
read the email that she had sent to Joan Veith regarding the phone conversation she had with Jack
Gordy.
Mr. Gordy provided copies of the response letter from Vicki Triplett with Time Warner stating
why Ms. Sellers' and other programs were not aired. The Commissioners reviewed the response.
After discussion amongst the Commissioners and Ms. Sellers,no action was taken on this item.
3. DISCUSSION AND POSSIBLE ACTION REGARDING EXTENSION OF PUBLIC
ACCESS CHANNEL PROGRAM TIME SCHEDULE— Vicki Triplett, a Time Warner
representative, explained that Time Warner will not be able to accommodate request for changes
regarding the Public Access time slot program schedule. Steve West motioned to deny the
request. Carolyn Moon seconded. All Commissioners approved.
4. DISCUSSION TO SCHEDULE A WORKSHOP FOR POSSIBLE CHANGES TO THE
RULES AND PROCEDURES FOR PUBLIC ACCESS CABLECASTING-
Steve West motioned to table this item until after the next lottery drawing. Carolyn Moon
seconded. All Commissioners approved.
5. SELECT A CABLE COMMUNICATIONS COMMISSION VICE CHAIRPERSON —
Steve West motioned to table this item until all Commissioners can be present. Carolyn Moon
seconded. All Commissioners approved.
6. REVIEW AND POSSIBLE ACTION REGARDING CABLE OPERATOR
COMPLAINTS- None
7. REVIEW AND POSSIBLE ACTION REGARDING PUBLIC ACCESS COMPLAINTS —
Steve West and Carolyn Moon explained to Jesse Nesmith to make sure steps are taken to avoid
having any complaints or violations. Jesse"Nesmith stated that they are now reviewing the tapes
before they are submitted to Time Warner to avoid any complaints or violations for Channel 18
programs.
8. REVIEW AND POSSIBLE ACTION REGARDING MEDIA DELIVERY LOGS: Letters
will be sent to "Apostolic Church of the Living God," and "Reaching Out," with the Channel 10
PAUG and to "Calvary Baptist," "The Living Word" and "Shammah Prayer" for not supplying
tapes for a period of 4 consecutive weeks in a row.
9. CABLE OPERATOR REPORT — Vicki Triplett, Time Warner Cable, discussed their
community projects.
10. PAUG UPDATES—Jack Gordy, Channel 10 PAUG, stated he had seen some improvement with
Channel 18 programs. Mr. Gordy went on to say that"West Haven Baptist Church"has corrected
their problem. Channel 10's next lottery meeting is the first weekend in May. They will review
the Rules and Procedures.
Jesse Nesmith was happy that Mr. Gordy noticed a slight improvement in Channel 18 programs.
He reiterated that his staff is reviewing the producer's tapes prior to submitting them to Time
Warner. He stated they will also be reviewing the Rules and Procedures to make them aware of
the violation process.
11. STAFF UPDATES — Staff mentioned the last attachment in their packets was the letter to
Federal Communications Commission which was sent regarding the STUDIO THRE3 program
that aired on December 10 and 15, 2007. A question was asked about whether the Child
Protective Services was contacted regarding this program. After a short discussion, the
Commissioners asked Lisa Aguilar to contact Child Protective Services regarding the material
that aired on those dates.
12. PUBLIC COMMENT—none
13. COMMISSIONERS COMMENTS — Joan Veith stated that Leo Estrada was stranded in San
Antonio. Carolyn Moon stated that staff normally emailed a copy of the meeting agenda prior to
posting the meeting. She requested that staff continue this process.
14. ADJOURNMENT—Connie Gutierrez motioned to adjourn.Joan Veith seconded the motion. All
Commissioners approved.The meeting adjourned at 7:00 p.m.
