CABLE COMMUNICATIONS COMMISSION _August 18,2008

Connie Gutierrez called the meeting to order at 12:00 p.m. and verified the necessary quorum. Steve
West motioned to approve the minutes from the July 21, 2008, meeting and Leo Estrada seconded the
motion. All Commissioners approved.
1. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS—
a. "Centro De Fe, Gerardo Gonzalez Ministries & Mujer Creacion Especial" — Jerry
Gonzalez, Gerardo Gonzalez and Susana Gonzalez were unable to attend and asked Jack
Gordy, PAUG President for Channel 10, to represent them. Mr. Gordy stated that Mr.
Gonzalez was in a hurry and forgot to put the program identification. He is aware of the
violation and would not do it again. Steve West motioned that a violation be given to
Jerry Gonzalez, Gerardo Gonzalez and Susana Gonzalez. Leo Estrada seconded. All
Commissioners approved.
b. "Bill Cornelius TV"—Mr. Eric Hammonds was present. He stated that it was a mistake
and he put the commercial of the Expo Conference on the program. Mr. Hammonds was
not aware of the Rules and Procedures, in which he is now aware of and the commercial
has been pulled from their programs and will not happen again. Steve West motioned that
a violation be given to Mr. Hammonds. Leo Estrada seconded. All Commissioners
approved.
c. "Defenzor TV" - Mr. Homer Villarreal was present for his appeal. He stated it was a
technical problem which is now fixed. He was unaware that he could rotate programs
while he was experiencing this problem. He stated it should not happen again. Leo
Estrada motioned that warning be given to Mr. Villarreal. Carolyn Moon seconded. All
Commissioners approved.
2. RECOMMENDATIONS FOR THE APPOINTMENT TO THE CABLE
COMMUNICATION COMMISSION - Carolyn Moon made a motion to recommend Mr.
Louis Hoelscher. Steve West seconded the motion. All Commissioners approved.

3. REVIEW AND POSSIBLE ACTION REGARDING CABLE OPERATOR COMPLAINTS
Annie Leal, explained that Jack Gordy, PAUG 10 President, had not received responses back
from Time Warner on two complaint letters he sent. Time Warner did respond to five previous
complaints. Mr. Gordy stated that the response time for the complaints is too long. He is not
able to get in contact with Vicki Triplett, Time Warner, when he leaves a message. Annie Leal
advised Mr. Gordy to use email as a way of communication, when trying to get a hold of
someone from the Administration Office and offered to provide the City's contact information.
4. REVIEW AND POSSIBLE ACTION REGARDING PUBLIC ACCESS COMPLANTS-
NONE
5. REVIEW AND POSSIBLE ACTION REGARDING MEDIA DELIVERY LOGS—NONE
6. CABLE OPERATOR REPORT—NONE
7. PAUG UPDATES — Jack Gordy, Channel 10, explained that his time slots are completely full.
He will also have four programs next month who have not turned in tapes. Also, stated that when
a committee is appointed for the changes of the Rules and Procedures that the recommended
changes be in writing.
Jesse Nesmith, Channel 18, stated that there are no problems to report. The producers are
working on the transition to change to DVD and will be ready by September 1.
8. STAFF UPDATES- Annie Leal explained that next month the Public Information Office will
take over the City staff duties.However,we are available to provide assistance.
9. PUBLIC COMMENT—NONE
10. COMMISSIONERS COMMENTS—Carolyn Moon asked that we please include Jack Gordy's
original complaint letters in the agenda packets. Connie Gutierrez thanked everyone for praying
for her and also thanked the Commissioners for stepping up while she was out.
11. ADJOURNMENT OF MEETING—Carolyn Moon motioned to adjourn. Steve West seconded
the motion. All Commissioners approved.The meeting adjourned at 12:30p.m.
