HomeMy WebLinkAboutMinutes Cable Communications Commission - 10/20/2008 RECEIVED MINUTES CABLE COMMUNICATIONS COMMISSION NOV 1 8 2008 October 20,2008 CITY SECRETARY'S OFFICE PRESENT Chairperson Connie Gutierrez,Vice Chairperson Steve West, Commissioners Carolyn Moon,Leo Estrada and Latrice Sellers, Steve ABSENT City Staff Lisa Aguilar,Assistant City Attorney,Kim Womack and Andreina Keller,Public Information Office Connie Gutierrez called the meeting to order at 12:00 noon. and verified the necessary quorum. Carolyn Moon motioned to approve the minutes from September 15, 2008, Leo Estrada seconded the motion. All Commissioners approved. REVIEW AND POSSIBLE ACTION REGARDING VIOLATION APPEALS— a. "De Koning Ministries" — Mr. De Koning was not present. This is his first chance to appear before the Cable Communications Commission meeting. He will have one more opportunity on November 17,2008 to make his case before he is issued a violation. b. "Black Perspective"- Mr. Jerome Bradford was present. Mr. Bradford realized that he had made a mistake due to some new equipment which he was still learning. He wanted to let the Commissioners know why the mistake was made and let them know that it was his first one in ten years. Carolyn Moon remarked that only one violation in ten years was pretty good. Connie Gutierrez asked all in favor of issuing a violation. All commissioners approved. Jack Gordy clarified what the violations where exactly as the agenda was slightly misleading in his opinion. c. "Golden Harvest Sanctuary"- Mr. Willie Simpson was not present for his appeal. Connie Gutierrez asked Jack Gordy if Mr. Simpson had been turning in tapes. Mr. Gordy told the Commissioners that he had spoken with Mr. Simpson who said that he was no longer going to be turning in tapes. His time slot will be forfeited for the remainder of the lottery period. DISCUSSION AND SELECTION OF THE COMMISSIONERS WHO WILL BE ATTENDING THE LOTTERIES FOR THE CHANNEL 10 AND CHANNEL 18 PAUGs— Channel 10's Lottery will take place on October 25 2008 and Channel 18's Lottery will be October 30, 2008. Commissioners to attend Channel 10's Lottery will be Ms. Latrice Sellers and Ms. Connie Gutierrez. Commissioners to attend Channel 18's Lottery will be Ms. Carolyn Moon, and Mr. Steve West. .REVIEW AND POSSIBLE ACTION REGARDING CABLE OPERATOR COMPLAINTS. Ms. Sellers asked Ms. Vikki Triplett if there was a time standard that Time Warner had to adhere to when it came to the response time to operator complaints. Ms. Tripplett said that it usually takes 7 to 10 days to send a letter back to Mr. Gordy regarding any problems. Ms. Sellers said SCANNED that she was looking for clarification for the upcoming subcommittee meeting going over rules and regulations. Mr. Nesmith asked Ms. Triplett for a number to the technicians office or another relevant number for his producers in case of problems. Ms. Triplett said that she would get that number to him. REVIEW AND POSSIBLE ACTION REGARDING PUBLIC ACCESS COVIPLANTS- There was an issue with the contents of the "Roland Garza Show" which had a message appear across the screen for 20-30 minutes saying"Tune in to 93.5 FM Radio" and giving times that his radio program is to be aired on that station. Ms. Moon voiced her opinion that it was a commercial and thus advertising but wanted to ask Ms. Aguilar. Mr. Gordy said that the producer of that show had not put the message on his show since receiving a copy of the letter presented to the Commissioners. Ms. Aguilar said that she would watch the show and give her opinion at the next meeting. REVIEW AND POSSIBLE ACTION REGARDING MEDIA DELIVERY LOGS— Ms. Sellers asked if shows that were off air or shows that didn't turn in tapes would be allowed to attend the lottery. Mr. Gordy said yes they would and had been sent letters letting them know when the Lottery is going to be. CABLE OPERATOR REPORT— Ms. Triplett updated Commissioners on various topics, starting with effects of hurricane Ike. When the hurricane was forecast to hit Corpus Christi, Time Warner brought in over 800 additional technicians and were able to pull in repair calls within one to two days max. Systems in Port Author, Orange, and Bridge City were faced with devastation from the hurricane. However employees from those systems have been brought to Corpus Christi to work while recovering from the hurricane. In Corpus, Time Warner sponsored Sponge Bob and Dora the Explorer at Bayfest, as well sponsoring a luncheon to honor Dr. Hector P. Garcia. Also Time Warner sponsored the Hispanic and Black Chamber of Commerce events. Also they are partners in the Bold Future initiative, as well as working to host the legislative visits, and participated in Best of the Best. In new technology they have begun their "Start Over Initiative" which would allow viewers to start programs over again from the beginning. Ms. Sellers had some DVR questions which Vikki asked. Ms. Moon asked Ms. Triplett about a program being replaced and asked it had been put back on air or not. Ms. Triplett said that was a network decision, not Time Warners. PAUG UPDATES —Jack Gordy, said that Channel 10 is doing well. He has sent out notices to all producers regarding the rule and regulations recommendations so that they my provide their opinions in writing. Also he recommended a change in rules and procedures that the logs be turned in on the 1St Monday of the month with a cover letter saying which producers need to have letters sent to them so that City staff will have time to send letters to appropriate people. Ms. Sellers recommended that the PAUG presidents make it known that recommendations could be turned into Commissioners as well. Mr. Nesmith gave corrections to the list of people from Channel 18 who needed to be sent letters and who does not.He said that Channel 18 is doing well and that the next Lottery would be on October 30 at 4:30. He says they do get some complaints about programs on the air such as pixilation. Apparently this does not happen on Channel 10, Ms. Sellers said it was because Channel 18 is on stereo and Channel 10 in mono, and that this needs to be changed. She asked Ms.Triplett if there was a reason that Channel 10 is in mono.Ms. Triplett said she would check into that. STAFF UPDATES- The Ordinance passed from last months meeting. Also the City is willing to accept recommendations from the producers. Also the staff wanted to get input from the commissioners about a time that they could meet for the subcommittee meeting after the lottery. It was decided that they could meet on November 6, 2008 around 12:30-3:30pm, and asked that the info be complied before that date. Also there is going to be a massive change in regards to agendas. Items need to be more descriptive with specific topics to be covered in response to a recent attorney general's opinion. PUBLIC COMMENT—NONE COMMISSIONERS COMMENTS— Ms. Gutierrez reminded everyone to vote. ADJOURNMENT OF MEETING—Ms. Gutierrez adjourned the meeting. The meeting adjourned at 12:50 p.m.
