PUBLIC ACCESS USER GROUP
MINUTES of 3-18-95
On March 18, 1995 at 2:00 p.m., a meeting was conducted at TCI Cablevision with users
of the Public Access Channel present.
The following persons were present:

Robert Hughes introduced Mr. Dennis Moore, General Manager of TCI Cablevision of Texas.
Mr. Moore stated TCI's policy of fully complying with the franchise with the City of Corpus Christi,
and of full compliance with all Federal, State, and City laws. The group was given the city's
Access User Councils (Sec. 2-183) statement (attached). Mr. Moore stated that the group could
set up their own rules as long as the rules do not violate any Federal, State or City laws or city
ordinances. Afterwards Mr. Moore open the floor for discussion. General discussion followed.
Since no By-laws currently exist to govern appointments of officers of the PAUG, the Group
voted to install an interim Chairperson to speak for the Group and an interim Secretary to record
• the Group's actions.
A motion was made to establish a Public Access Users Group (P.A.U.G.). The motion was
second and was carried by a vote of 14 to 2. Mr. Hector Morales and Dr. Steve Vaitl were voted
in as interim Co-Chairpersons. Mr. Moore was voted in as interim Secretary. Robert Hughes was
asked to provide a draft of by-laws for the Group's consideration at the next PAUG meeting.
The next meeting of P.A.U.G. would be set before the next meeting of the Cable
Communications Commission, which is scheduled for April 17, 1995.
The meeting was adjourned at 3:30 p.m.

Sec. 2-183 Access user councils.
(A) One access user council may be established for government channel access,
public higher educational channel access, other public education channel access,
religious channel access, and public access channel, respectively, by application to the
CableCommunications Commission Chairman and the city secretary and certification by
the by the Cable Communications Commission. Upon certification, an access user
council shall have the following duties and responsibilities:
(1) To establish guidelines, rules and regulations for the use of applicable access
channels, subject to approval by the Cable Communications Commission.
(2) To coordinate allocation of channel time and channel space for programming
produced by users.
(3) To coordinate training of individual access users in television production
methods and techniques.
(4) To report to the Cable Communications Commission of the utilization of access
channel space and access channel programming.
(5) To promote public awareness, use and viewership of access television
programming and actively seek additional membership from among individuals or
groups in the access user council's area of interest.
(6) To administer guidelines, rules and regulations for use of the appropriate access
channels.
(7) To review program content to ensure compliance with established laws, rules and
regulations.
(8) To establish its own bylaws concerning organization and decision making within
the access user council. A copy of such bylaws shall submitted with the access
user council's application for certification. Changes to such bylaws shall be filed
with the Chairman of the Cable Communications Commission andthe city
secretary with thirty days after any change occurs.
(B) Membership on the access user councils shall be composed of representatives of
various community groups who have an interest in access programming. Membership on
the councils will be unrestricted; provided, however, only bona fide nonprofit
organizations will be permitted membership on the councils . All meeting of access user
councils shall be publicly posted on the public notices bulletin board of city hall and filed
with the city secretary. Furthermore, all meeting of access user councils will be open to
the public.
(C) The access user councils should include, but not be limited to, the following:
Public access council. Membership may include nonprofit community organizations,
public interest groups, neighborhood groups and TCI Cablevision of Texas, Inc.
(D) Access users councils are organized separately and independently from the city
and are not boards, commissions, committees or any other subdivision of the city.
