Belinda Flores (Teleconference),
Members Absent: Hannah Chipman, Aislynn E. Campbell, Krista Ramirez
Health District Attendees: Annette Rodriguez, Diane Prime
Visitor(s)/Guests:
ROLL CALL: Dr. Sefcik called the meeting to order at 12:04 p.m.
REVIEW and POSSIBLE ACTION on FEBRUARY MINUTES: The Board reviewed the February
minutes.
ACTIONS TAKEN:
• Dr. Johnson motioned to approve the February minutes.
• The motion was seconded by Dr. Diaz.
• The minutes was unanimously approved by voice vote.
Review Absences for February: Hannah Chipman, Aislynn Campbell and Belinda Flores
• Dr. Johnson motioned to excuse Belinda Flores for her verbal excuse and Aislynn
Campbell for her written excuse. Dr. Diaz seconded the motion. No action was taken on
the absence for Hannah Chipman: she was not present to give her excuse. The Board
unanimously agreed to excuse Belinda Flores and Aislynn Campbell.
GUEST SPEAKER: Dr. Cathy Miller— Human Trafficking
Dr. Cathy Miller, who is with the University of Tyler received a grant for human trafficking
from the Department of Justice through Texas A&M. This grant helps raise awareness of
human trafficking and mentor victims as well. Dr. Miller's presentation covered the following
areas:
• The Definition of human trafficking
• Reported cases of sex trafficking

• Human trafficking has become a new global pandemic
• The areas in Texas where human trafficking are the most prevalent
• Internet sites where promote human trafficking
• Signs of victims of human trafficking
• Ways in which individuals become victims
• Available organizations and institutions that help victims
• Areas of the community where awareness presentations are given
• The task force that meets once per month
Dr. Cathy Miller encourage the Board Members to become a part of the movement through
joining the task force or becoming mentors to the victims. She also indicated that Nueces
County is making progress in caring for victims. Dr. Miller also mentioned that Special Agent
Hardwick, with whom she works closely with would be willing to come to the Health District or
visit any other groups to give a presentation on Human Trafficking.

• Report from STD/HIV Clinic
• Report from the Immunizations clinic on vaccine exemptions

There were no public comments.
Board Comments:
The Board commented on how Board members can become more active in making a difference.
