Chairperson Farrar called the 529th Civil Service Board hearing to order at 9:07 a.m.
Item#1: Review and approve the minutes of the 527th Civil Service Board Meeting
held on August 10, 2005.
Chairperson Farrar motioned to approve the minutes of the 527th Civil Service Board
Meeting as written. Member, Jose Moncada seconded motion, motion carried.
Item#2: Review and approve the minutes of the 528th Civil Service Board Meeting
held on September 7, 2005
Chairperson Farrar motioned to approve the minutes of the 528th Civil Service Board
Meeting as written. Member, Jose Moncada seconded motion, motion carried.
Item#3: ' Review and consider the termination of Raymond Garcia, Gas
Construction Technician, Gas Department.
Asst. City Attorney asked to have rule invoked and informed all present the meaning of
invoking the rule and asked to have all witnesses present for the swearing of the oath.
Oath was given. Asst. City Attorney, Jennifer Knox, introduced herself and client Debra
Marroquin, Director of Gas. Ms Knox would like to point out 2nd paragraph of page 1
Contemplated Disciplinary Action letter and first paragraph of page 2 of Civil Service
Board Letter, May 28, 2003 is a typographical error and should read April 28, 2003. Rene
Rodriguez, attorney for Mr. Garcia, objects to any amendment to the Contemplated letter
and the termination letter. For the record, per Mr. Rodriguez, is it unfair to wait until the
date of the hearing to change dates. .
Chairperson Farrar asks for any of other reference to dates. Ms. Knox states it is only in
those two paragraphs referenced in which the error occurred. Ms. Knox is trying to
correct the April 28 where it reads May 28.

Knox disagrees. Mr. Rodriguez doesn't agree to the stipulation Ms. Knox is presenting.
Chairperson Farrar has discussion with board members. Decides board may either
proceed or dismiss today and reissue all documents with correct dates and reschedule the
hearing when everything is correct. Mr. Rodriguez requests hearing be rescheduled.
Board is in agreement to postpone the hearing based on resubmission of the documents
with the correct dates.
