Silvas, Chairperson Cynthia C. Garcia,Director of Eileen Butler, Vice-Chairperson Human Resources Jennifer Knox-Walker,Attorney II Gustavo Gonzalez,Director of Water Operations Chairperson Silvas called the 541st Civil Service Board hearing to order at 9:03 a.m. ITEM #1: Review and approve the minutes of the 540th Civil Service Board Meeting held on February 27,2009. The minutes were approved and seconded as written. ITEM#2: Review and consider the demotion of Sylvia Cuellar,Water Department. All witnesses present were given the oath, and the meaning of invoking the rule was explained by Chairperson Silvas. Opening statements were made by Asst. City Attorney Jennifer Knox- Walker and by Ms. Sylvia Cuellar. The City called Regina Lee, Superintendent of Administration, Water Department as its first witness. The City called Michael Armstrong,Director of Information Systems,MIS,as a witness. The City called Gustavo Gonzalez,Director of Water Operations, as a witness. Vice-Chairperson Butler asked Ms. Cuellar why she had forwarded sixteen emails from Regina Lee's computer to her personal computer. Ms.Cuellar replied she could not remember why she did it. Closing statements were made by Asst. City Attorney Knox-Walker. Ms. Cuellar made her closing statement. The board went into closed session at 12:25 p.m. The board resumed at 12:55 p.m. A motion was made by Vice-Chairperson Butler that the demotion of Ms. Cuellar from a Grade 917 to a Grade 915 be upheld.
