Vice-Chairperson Butler called the 543rd Civil Service Board hearing to order at 9:10 a.m.
ITEM#1: Review and approve the minutes of the 5415t and 542nd Civil Service Board hearing
held on April 9,2009, and August 18,2009.
Member Bonilla asks to wait on the minutes until after item#2.
ITEM #2: Review and consider the termination of Rose Irigoyen, Administrative Assistant,
Development Services Department. All witnesses present were given the Oath and the meaning
of invoking the rule was explained.
Asst. City Attorney Jennifer Knox-Walker gave opening statement for the City. Gay Gilson,
Attorney for R. Irigoyen, gave her opening statement.
The City called Aaron Irigoyen as first witness. Mr. Irigoyen testified to the events that took
place on October 28, 2008.
• The City called Veronica Martinez as their witness. Ms. Martinez is a police officer with the
City as a patrol officer for 1 Y2 years.
The City called Graciela Irigoyen as their next witness. Ms. Irigoyen testified that Rosa
Irigoyen was married to her brother,Aaron.
The city called J.R. Rodriguez. J.R. Rodriguez,Detective, stated he investigated Ms. Irigoyen's
case and presented the case to the D.A.
Break until 10:30 a.m.. 10:35 a.m. back in session.

. The City called Corina Saenz. Ms. Saenz stated she received complaints, called in witnesses,
and prepared an investigation report.

Vice-Chairperson Butler stated the board would like to review the personnel file of Rose
Irigoyen.

Resumed hearing at 12:21 p.m.
City called Juan Perales, Jr. Mr. Perales stated information in regards to discipline issued to
Rose Irigoyen.
Break at 1:25 p.m. until 2:30 p.m..

City has rest their case.
Ms. Gilson called `Angel Escobar. Mr. Escobar will be a few minutes so Ms. Gilson states she
will not call Judge Tamez but would like to call Cynthia Garcia as a witness.
Cynthia C. Garcia took the oath as witness for Ms. Gilson. Ms. Garcia stated she participated
in the decision to terminate
Mr. Escobar took the oath as a witness for Ms. Gilson. Mr. Escobar stated he had a briefing
and was brought up to date but didn't review files. Mr. Escobar stated Mr. Perales gave a
timeline of the incident.
Ms. Garcia again testified for Ms. Gilson.
Ms. Priscilla Chapa took the oath as a witness for Ms. Gilson. Ms. Chapa states she defended
Ms.Irigoyen in the criminal matter.
Ms. Irigoyen testified in her own defense and discusses the incident of October 28, 2008, and
the disciplinary outcome.

Ms. Gilson rests.
Ms. Knox-Walker gave her closing statement. Ms. Gilson gave her closing statement.
Vice-Chairperson Butler stated the board went into closed session at 4:27 p.m.
Resumed at 5:05 p.m.
Member Bonilla made a motion to uphold the termination and Vice-Chairperson Butler second
the motion.
The hearing was adjourned at 5:05 p.m.
