Chairperson Lehrman called the meeting to-order at 8:35 aim.
Item # 1: Review and approve the minutes of the- 443` Civil Service. Commission
Meeting held•on January 12, 1999; Vice-Chair Pullam moved for the minutes to be
approved as written.. Member Martinez seconded the:motion and it passed:
Item# 2: Review and consider-the appeal filed by Johnny D. Johnson, Firefighter II;
of question#4 of the Fire Captain Promotional Exam administered January 6, 1999.
The City presented support for Answer A and recommended the appeal be denied.
Firefighter Johnson presentedsupport for Answer B, •
Item# 3: Review and consider the.appeal filed by David.Saenz, Firefighter:11 Albert
Guzman, Firefighter II, John R. Wilson, Firefighter II, Ricardo Rivera,.Firefighter.U,
and Ricardo Quintero,Firefighter II, of question.#20-of the Fire Captain Promotional
Exam administered-January 6, 1999.
The City presented..support for Answer C and.recommended the appeal be denied.
Appellants Albert Gu7n, n, David.Saenz. and Ricardo- Quintero presented support-for
Answer B. Firefighter Doug Matthijetz and Firefighter Joe Mihoin presented support for
Answer C.
Item# 4: Review and consider the appeal filed by Johnny D. Johnson, Firefighter II,
of question#46 of the.Fire Captain-Promotional-Exam administered January 6, 1999.
The City presented support for Answer A andrecommended theappealbe denied.
Firefighter Johnson presented support for the-question being thrown out.
Item# 5: Review and consider-the appeal filed by Ricardo Quintero, Firefighter II, Of
question#-68 of the Fire Captain Promotional Exam-administered January 6, 1999.
Firefighter Quintero withdrew his appeal to question# 68.

The City presented support for- Answer B- and recommended the appeal- be--denied:
Firefighter Albert Guzman.presented.support for throwing-out the question_. Firefighter
Jeff Willis presented support for Answers B-&_C being--equally correct. Firefighter Joe

Mihoin presented supportfor Answer B to remain the-correct answer. Firefighter Doug
Matthijetz presented support for Answers-B &C being-equally correct
Item# 7: Review and consider the-appeal:filed by Ricardo Rivera,..Firefighter-II;..of
question#99 of the:Fire-Captain.Promotional.Exam administered January 6; 1999.
The City presented..support for Answer .A and recommended the appeal be denied.
Firefighter Rivera-was not present.
The Commission-went into-closed session-.at 9:12 a.m. and-.reconvened.at 9:27 am.-
Chairperson Lehrman stated the Commission was- ready to rule-on the appeals..to
questions to the- Fire Captains Promotional Exam administered on-January. 6; 1999.
Chairperson Lehrman recommended thefollowing:_Item# 2; the appeal to question._# 4
be denied, Item # 3, the appeal to- question#: 20-.be denied, Item # 4; the-appear-to-
question#46-be denied; Item#-5, the appeal to gtiestion# 68 was withdrawn; Item.#:'6,
the appeal to question# 96 be denied-and.Item*7,the appeal to question.#99 be denied.
Vice-Chairman. Pullam moved_ that.. therecommendations as stated by-Chairperson
Lehrman is approved. Member Martinezseconded the motion and it passed.
After no further business, the meeting was adjourned at 9:30 a.m.
