CITY STAFF PRESENT Diana Martinez, Vice-Chairperson Cynthia C. Garcia, Director Rixio E. Medina, Member Human Resources Department Sharon Dove, Assistant Director Human Resources Department, The 488th Civil Service Board meeting was called to order at 1:04 p.m. Item# 1: Review and approve the minutes of the 487th Civil Service Board meeting held on March 18, 1999. Vice-Chair Martinez made a motion that the minutes be approved. Member Medina seconded the motion and it passed. Item#2: Review and consider proposed revisions to Civil Service Board Rules & Regulations, ARTICLE III, SECTION 3, PROBATIONARY PERIOD; ARTICLE VI, SECTION 6, REDUCTION IN FORCE; AND ARTICLE VII,PERFORMANCE RATINGS, SECTIONS 1 THROUGH 3. The Board discussed ARTICLE III, SECTION 3, PROBATIONARY PERIOD; City employees and various probationary periods. Discussion on the extended probationary period for Police Officer, Firefighter, and a limited number of classification titles for civilian employees. Ms. Garcia outlined the need to extend the probationary period for Airport Public Safety Officer. The Board discussed ARTICLE VI, SECTION 6, REDUCTION IN FORCE. Ms. Garcia explained that the City's position with regard to the current Reduction in Force policy has too many weaknesses. She explained that the City has studied other cities and the proposed changes to the Board Rules and the City Policy are more in line with current trends. She further explained that this proposal is more tied to a "seniority system" and that it is a less"subjective"tool. The intent is to decrease the perception of pre-selection as well as the subjective criteria currently in use. Vice-Chair Martinez questioned the length of probationary periods for Police & Fire. She asked for questions from the audience regarding Article VI, Section 6. Discussion regarding how the City arrived at the changes outlined in the policy. There was some discussion regarding the Evaluation Report and the methods that will be used to implement them. . Vice-Chair Martinez asked about the projected Reduction in Force date,which Ms. Garcia anticipates will be in October 1999. SCANNED .s,autes of the 488th Civil Service Board July 8,1999 Page 2 Discussion regarding ARTICLE VII, PERFORMANCE RATINGS, SECTIONS 1 THROUGH 3. Sharon Dove outlined the new policy. She explained the new policy as well as touching on the.current "lingo" for performance evaluations, such as core values and evaluations to specific jobs and tied to specific results. She further explained that Department Heads and various focus groups provided input in the best way to manage people and increase performance, and their participation was instrumental in assisting with the process. Ms. Dove explained that the City is currently in the process of conducting information meetings with employees and the next step is mandatory meetings with all supervisors. The City employee meetings also touch on the customer service aspect of the policy. She stated that this policy applies to all City employees with the exception of the Police & Fire Uniform Personnel. Vice-Chair Martinez made a motion to approve the changes as written in Civil Service Board Rules•& Regulations and the City Policy and that they be adopted. Member Medina seconded the motion and it passed. With no further business, the Board adjourned at 1:33 p.m. Cynt ' C.
