Chairperson Bonilla read Item #I from the agenda. Item # 1: Review and approve the minutes of the 491 Civil Service Commission meeting held December 5, 2011. Commission Member Saenz made motion to approve the minutes and Board Member Lutz seconded. All Members agreed. Chairperson Bonilla read Item 92 from the agenda. Item 92: Review and consider the appeals submitted by Firefighter ll's John Carstetter, Gregory Carlucci Jr,, and Pedro Maldonado of question #20 from the Fire Captain promotional examination administered on February 21, 2012. Yasmine Chapman read the question being appealed, all possible answers for the question, and the recommended action given by the test creator. Chairperson requested John Carstetter to present his argument for the appeal, but he withdrew his appeal. Chairperson Bonilla asked Greg Carlucci to give a statement, and lie presented his argument for his appeal. Chairperson Bonilla requested Pedro Maldonado to give a statement, and lie presented his argument for- his appeal. Randy Vela spoke about the question and presented his argument for the appeal asking that the question be deleted from the test. John Gravel] spoke in support of the question to remain the same. Noah Drumwright spoke in support of keeping the original answer correct. Anthony Keith agreed that the correct answer remain the same and supported the test creator analysis. Daniel Pena presented an argument that he supported deleting the question. Greg Carlucci spoke again in support of deleting the question. Anthony Keith and Greg Carlucci argued about the definitions of the answer options in the question. Daniel Pena reiterated his argument that the question be deleted. Andrew Jones presented argument that the question be deleted. Anthony Keith presented an argument to keep the question as it stands. Mr. Rivera stated his support for - deleting the question. Chairperson Bonilla read Item #3 from the agenda. Item #3 Review and consider the appeal submitted by Firelighter II Pedro Maldonado of question #21 from the Fire Captain promotional examination administered on February 21, 2012, Yasmine Chapman read the question being appealed, all possible answers for the question, and the recommended action given by the test creator. Chairperson Bonilla requested Pedro Maldonado to give a statement, and he presented his argument for' accepting more than one answer. Jeff Durrwachter spoke in support of keeping the same answer. Gabriel Castro supported ,Leff Durrwachter's argument. Commission Member Lutz addressed Pedro Maldonado to inquire about what action he was seeking. Pedro Maldonado stated he wanted to accept more than one answer as eorrect. (Inaudible male spoke) Anthony Keith and Pedro Maldonado exchanged statements arguing both in support of keeping the original answer (Keith) and arguing to allow more than more answer (Maldonado). John Carstetter spoke in support of keeping the original answer. Chairperson Bonilla read Item #4 from the agenda. Item 94 Review and consider the appeal submitted by Firefighter 11 Jarred Hislop of question #50 from the lire Captain promotional examination administered on February 21, 2012. Yasmine Chapman read the question being appealed, all possible answers for the question, and the recornmendiA action given by the test creator. Chairperson Bonilla requested .tarred Hislop to give a statement, and he presented his argument for accepting more than one answer. John Carstetter stated he also got the answer wrong but lie doesn't see any way than any other answer could be counted as correct other than the original correct answer. Jeff Durrwachter stated that lie supports that the original answer is correct. Anthony Keith presented stated that Ire got the answer wrong and it was because he didn't study this part of the book enough, and Ire supports keeping the original answer. Pedro Maldonado supported allowing more than one answer. Anthony Keith rebutted Pedro Maldonado argument and reiterated his support for keeping the original answer as correct. Chairperson Bonilla requested Daniel Pena to give a statement, and he presented his argument for accepting more than one answer. Chairperson Bonilla requested Noah Drumwright to give a statement, and he withdrew his appeal and stated that he agreed that only the original answer was correct. Yasmine Chapman read the question being appealed, all possible answers for the question, and the recommended action given by the test creator, Chairperson Bonilla requested Greg Carlucci to give a statement, and he withdrew his appeal. Chairperson Bonilla announced that the meeting went into closed session at 10:13 AM pursuant to the authority Section 551,074 of Texas Open Meetings Act to discuss the appeals. At 10:37 AM Chairperson Bonilla announced that the meeting was back on the record. Chairperson Bonilla announced the decisions the following: Item # 2 -Deny Appeal Item # 3- Deny Appeal Item #4- Deny Appeal Item #5 -Deny Appeal Item #b- Deny Appeal Item #7- Deny Appeal Item #$- Deny Appeal Item 99- Withdrawn All Members agreed with the decisions.
