Commission Chair Bonilla called the meeting to order at 1:37 PM.
Commission Chair Bonilla read item #1 from the agenda.
Item 41: Review and approve the minutes of the 495th Civil Service Commission
meeting held October 31,2013.
Member Vlisides made motion to approve the minutes and Chair Bonilla seconded. Both members
agreed. Minutes were approved.
Commission Chair Bonilla read Item #2 from the agenda.
Item #2: Review and consider the appeal submitted by Firefighter 11 ,Billy Belyeu,
Firefighter II Mustin Schroeder,and Firefighter II David Lopez for question
41 from the Fire Captain examination administered on March 1.0,2014.
Yasmine Chapman read the question being appealed,question 9 1, all possible answers for the question,
and the recommended action given by the test creator.
Chairperson Bonilla asks for the l"irefighters to present their arguments. Firefighter 11 Justin Schroeder
presented his argume11t. Firefighter 11 Billy Belyeu presented his argument. Firefighter 11 David Lopez
presented his argmnent. Adan Guerra.commented as wel I.
Commission Chair Bonilla struck#3 from the agenda, as it was an error on the agenda.
Item #3: Review and consider the appeal submitted by Firefighter II,Pedro
Maldonado for question #11 from the Fire Captain examination
administered on. March 10,2014.
Commission Chair Bonilla read Item 44 from the agenda.
Item #4. Review and consider the appeal submitted by Firefighter 11,Pedro
Maldonado for question #21 from the Fire Captain examination
administered on March 1.0,2014.
Yasmine Chapman read the question being appealed, question 4 21, all possible answers for the question,
and the recommended action given by the test creator.
Chairperson Bonilla asks Mr. Maldonado to present his argUrnent. Firefighter 11 Maldonado agreed with
test creator, and apologized.
Commission Chair Bonilla read Item #5 from the agenda.
Item 45. Review and consider the appeal submitted by Firefighter 1,Adam Guerra
for question#36 from the Fire Captain examination administered on March
10,2014.
Yasmine Chapman read the question being appealed, question # 36, all possible answers for the question,
and the recomr-nended action given by the test creator.
Chairperson Bonilla asks Firefighter Guerra to present his argU neat. Firefighter Guerra presents his
argument. Firefighter Belyeu asks wham were the answers': David Lopez argues that science is correct..
Adam Guerra argues with this, and David Lopez counters argurnent with page 310, science is correct
answer. Pedro Maldonado argues whole book can be used, not one page number. Justin Schroeder asks
for clau•ification on what action is requested? fie argues that: it's"fishy" this is a clear question that the
best answer is science. He thinks it's fishy that Adam Guerra did not include what action lie wanted,
deleting ofthe answer, etc. Adam Guerra argues nothing fishy going on, open ended to be fair.

Item #6: Review and consider the appeal submitted by Firefighter 11,Charles Miller
for question #65 from the Fire Captain examination administered on March
10, 2014.
Yasmine Chapman read the question being appealed, question 4 65, all possible answers for the question,
and the recommended action given by the test creator.
Chairperson Bonilla asks Firefighter Miller to present his argument. Firefighter 11 Charles Miller presents
his argument. fete Maldonado agrees with the argurnent. Jr►stir► Schroeder asks for repeat of answers, as
does Adam Guerra.
Commission Chair Bonilla read Item #7 from the agenda.
Item 47: Review and consider the appeal submitted by Firefighter II,Justin
Schroeder for question 483 from the Fire Captain examination administered
on March 10,2014..
Yasmine Chapman read the question being appealed, question # 83, all possible answers for the question,
and the recommended action given by the test creator, Appeal was granted by test creator.
Chair Bonilla asks if hirefighter ll Schroeder would like to comment. .lustin Schroeder presents page
numbers to support his claim. Pete Maldonado asks for a repeat of the answers.
Commission Chair Bonilla announced that the meeting went into closed session at 2:08 I'M pursuant to
the authority Section 551.074 of"Texas Open Meetings Act to discuss the appeals.
At 2:30 PM Commission Chair Bonilla announced that the meeting was back on the record.
Commission Chair Bonilla asked the Commission Members if there is a motion o►1 Item# 1. Chair
member V lisides rade motion to accept more than one answer for iter #1.
Commission Chair Bonilla reads Iter 42, and asks for a motion oil Item 42. Motion made to deny
appeal. Appeal is denied.
Commission Chair Bonilla reads Item # 4 (Item #3 was struck), and asks for a motion on Item #4.
Motion made to deny appeal. Appeal denied.
Commission Chair Bonilla reads Item # S, and asks for a motion on Item #4. Motion made to deny
appeal. Appeal denied.
Commission Chair Bonilla reads Item # 6, and asks for a motion on Item 44. Motion made to deny
appeal. Appeal denied.
Commission Chair Bonilla reads Item # 7, and asks for a motion on Item #4. Motion made to grant
appeal. Appeal is granted. .
All Members agreed with the decisions.
Commission Chair Bonilla adjourned the meeting at 2:32 PM.
