Commission Chair Bonilla called the meeting to order at 9:08 A.M.Guy Nickleson was late.
Commission Chair Bonilla read the five items on the agenda.
Item#1: Review and approve the minutes of the 497'x'Civil Service Commission meeting held on
August 18,2014.
Item#2: Review and consider the appeal submitted by Fire Captain Michael Gilley and Fire Captain
Theodore Vicha #15 from the Battalion Chief examination administered on March 31,
2015.
Item#3: Review and consider the appeal submitted by Fire Captain Frank Solansky 423 from the
Battalion Chief examination administered on March 31,2015.
Item#4: Review and consider the appeal submitted by Fire Captain Javier Jasso,Fire Captain Daniel
Valdez, and Fire Captain Frank Solansky 441 from the Battalion Chief examination
administered on March 31,2015.
Item#5: Review and consider the appeal submitted by Fire Captain Javier Jasso,and Fire Captain
Michael Gilley#84 from the Battalion Chief examination administered on March 31,2015.
Member Grivich made a motion to approve the minutes and Bonilla and Nickleson second the
motion.Minutes were approved.
Chairperson Bonilla read Item#2 from the agenda.
Item#2: Review and consider the appeal submitted by Fire Captain Michael
Gilley and Fire Captain Theodore Vicha#15 from the Battalion Chief
examination administered on March 31,2015.
Yasmine Chapman read the question being appealed,question#15,all possible answers for the
question,and the test creator's response to deny this appeal.
Chairperson Bonilla asks for the Firefighters to present their arguments.Fire Captain Michael
Gilly,presented his argument first.Fire Captain Scott Marshall present his argument.Fire
Captain Javier Jasso presented his argument.
Chairperson Bonilla read Item 43 from the agenda.
Item#3: Review and consider the appeal submitted by Fire Captain Frank
Solansky#23 from the Battalion Chief examination administered on
March 31,2015.
Yasmine Chapman read the question being appealed,question#23,all possible answers for the
question,and the test creator's response to deny this appeal.
Chairperson Bonilla asks for the Firefighters to present their arguments.Fire Captain Frank
Solansky,presented his argument first.Fire Captain Scott Marshall argues his point and rebutted
Fire Captain Frank Solansky's argument. Fire Captain Danny Valdez also rebutted.
Chairperson Bonilla read Item#4 from the agenda.
Item#4: Review and consider the appeal submitted by Fire Captain Javier
Jasso,Fire Captain Daniel Valdez,and Fire Captain Frank Solansky
441 from the Battalion Chief examination administered on March 31,
2015.
Yasmine Chapman read the question being appealed,question#41,all possible answers for the
question,and the test creator's response to approve this appeal.
The Firefighter's have no argument with approving the appeal of question 941.
Chairperson Bonilla read Item 95 from the agenda.
Item#5: Review and consider the appeal submitted by Fire Captain Javier
Jasso,and Fire Captain Michael Gilley#84 from the Battalion Chief
examination administered on March 31,2015.
Yasmine Chapman read the question being appealed,question#84,all possible answers for the
question,and the test creator's response to deny this appeal.
Chairperson Bonilla asks for the Firefighters to present their arguments.Fire Captain Michael
Gilly,presented his argument first.Fire Captain Scott Marshall rebutted.Fire Captain Javier
Jasso asks Yasmine Chapman to read the question again then argues his point.Fire Captain
Frank Solansky rebutted Javier Jasso's point.Fire Captain Danny Valdez argues the question
should be thrown out. Fire Captain Frank Solansky disagrees with Danny Valdez and rebuts his
point.

Open Session is called at 9:52 am.
A motion is made to deny appeals to question#15,#23,and#84 and approve question#41 by
Paul Grivich.Chairperson Bonilla and Guy Nickleson second the motion.
