Karen Harling,Sr. HR Analyst John Silvas, Chairperson, called the meeting to order at 9:00 a.m. to review and discuss Items 1 through 11. Item #1: Review and approved the minutes of the 482"d Civil Service Commission meeting held January 5,2007. After a brief moment to review the minutes,John Silvas proposed a motion to accept the minutes as written, Eileen Butler seconded the motion. The minutes were approved. Item#2: Review and consider the appeal by Firefighter Gabriel Martinez, of question#31 of Firefighter II-Engineer Promotional Written Examination administered February 23,2007. Ms. Garcia read the Firefighter G. Martinez request for the appeal along with excerpts' from the book pertaining to the question appealed and recommended that the appeal to question#32 be denied. Gabriel Martinez read information pertaining to question in a paragraph located before the cited reference. His contention was that there could be two correct answers to this question; both B&C. Item#3: Review and consider the appeal by Firefighter Chris DeLeon, of question #38 of Firefighter II-Engineer Promotional Written Examination administered February 23,2007. Ms. Garcia read the Firefighter C.DeLeon request for the appeal along with excerpts from the book pertaining to the question appealed and recommended that the appeal to question#38 be denied. Firefighter DeLeon contended that both answers A&B are correct. Item#4: Review and consider the appeal by Firefighter Chad Morgan,Rodolfo Gonzales and,Ricardo Rivera,of question#47 of Firefighter II-Engineer- Promotional I-EngineerPromotional Written Examination administered February 23,2007. SCANNED Ms. Garcia read the request for the appeal along with excerpts from the book pertaining to the question appealed and recommended that the appeal to question#47 be denied. Firefighter Morgan,Davila,Gonzales all affirm the question was too vague and that both C&D be considered as correct. Item#5: Review and consider the appeal by Firefighter Gabriel Martinez and Rodolfo Davila Jr.,of question#59 of Firefighter II-Engineer Promotional Written Examination administered February 23, 2007. • Ms. Garcia read the request for the appeal along with excerpts from the book pertaining to the question appealed and recommended that the appeal to question#59 be denied. Firefighter Davila and Martinez recommended that this question be thrown out. They both maintain that there was not a definite answer because there are other qualifying factors to consider. Item#6: Review and consider the appeal by Firefighter Dwight Johnson, of question#60 of Firefighter II-Engineer Promotional Written Examination administered February 23,2007. Ms. Garcia read the request for the appeal along with excerpts from the book pertaining to the question appealed and recommended that the appeal to question 11 60 be denied. Firefighter Johnson recommended that both answer C&D be considered as correct. His rational was that both control and management have the same meaning as found in the dictionary. Item#7: Review and consider the appeal by Firefighter Rodolfo Davila Jr., of question#76 of Firefighter II-Engineer Promotional Written Examination administered February 23,2007. Ms.Garcia read the request for the appeal along with excerpts from the book pertaining to the question appealed and recommended that the appeal to question#76 be denied. Firefighter Davila recommended that"A"also be included as a correct answer. He supports this fact by referring to two major responsibilities of the IC stated in the text. He believes protecting,removing and providing care to endangered customers and • providing short-term services that stabilize and begin to normalize the customers lives require contact either directly or indirectly. Item#8: Review and consider the appeal by Firefighter Chad Morgan, of question #78 of Firefighter II-Engineer Promotional Written Examination 1 administered February 23,2007. � r Before discussion was to begin, Chad Morgan asked that his appeal be withdrawn. Withdrawal accepted by all. Item#9: Review and consider the appeal by Firefighter Chad Morgan and Raul Cardona,of question#84 of Firefighter II-Engineer Promotional Written Examination administered February 23,2007. Ms. Garcia read the request for the appeal along with excerpts from the book pertaining to the question appealed and recommended that the appeal to question#84 be denied. Firefighter Morgan and Cardona both recommend that this question be thrown out. One candidate believes that all the choices are correct and the other that choice"C"be considered as correct. Item#10: Review and consider the appeal by Firefighter Rodolfo Davila Jr., of question #86 of Firefighter II-Engineer Promotional Written Examination administered February 23,2007. Ms.Garcia read the request for the appeal along with excerpts from the book pertaining to the question appealed and recommended that the appeal to question# 86 be denied. Firefighter Davila requests that choice "D" also be accepted as correct. In support, he addresses the cited page that lists basic techniques for improving fireground communications, specifically a phrase tat reads "continually send a message that the boss is o.k." Item#11: Review and consider the appeal by Firefighter Ricardo Rivera,of question #91 of Firefighter II-Engineer Promotional Written Examination administered February 23,2007. Ms.Garcia read the request for the appeal along with excerpts from the book pertaining to the question appealed and recommended that the appeal to question# 91 be denied. Firefighter Rivers requests that Choice"A"be the only statement that is correct. He stated that at the beginning page 202 a statement reads"Staging procedures are always in effect for all companies or members responding to an incident." He contends that this statement makes the other incorrect. The meeting went into closed session at 9:45 a.m. pursuant to the authority Section 551.074 of the Texas Open Meetings Act to discuss the appeal.
