Item#1: Review and approved the minutes of the 484th Civil Service commission meeting
held March 14,2008.
Cynthia C. Garcia asks the Commission members to review the minutes from the last
commission meeting held March 14,2008.
Chairperson Silvas and Vice-Chairperson Butler ask to sign the same copy of minutes.
Item#2 Review and consider the appeal by Firefighter I Mike Alexander of question#13
of the Firefighter II— EMS promotional examination administered on October 3,
2008.
Cynthia C. Garcia, read the question and expressed that the item is verbatim from the cited text
and suggested action is to deny appeal. Ms. Garcia further stated that the instructions for the test
indicate that all item are taken from the sources listed on the official reading list for the purpose
of testing knowledge of these specific sources and should not be taken from any other source or
on how it may be done in department.
Mr. Alexander stated that for review purposes because a page number is listed does not
necessarily mean that the answer to the question is on that page. Discussion ensued with the
statement "little or no indication in the emergency management of hemorrhage". The argument
was that in other locations of the book no indication is the correct answer. Ms. Garcia stated that
she would agree if the word or was not included and the statement read simply "Tourniquet use
has no indication in the emergency management of hemorrhage". The fact that it is included in
the question and in the cited text the correct answer is "A".

Item 3: Review and consider the appeals by Firefighter I Andrew Jones, Firefighter I
Curtis Meeks, and Firefighter I Joseph Rocha of question#72 of the Firefighter II
—EMS promotional examination administered on October 3,2008.
Ms. Garcia read the question and stated that two candidates appealing this item believed that
choice "N' should be the correct answer and that the questions would have been clearer if it had
included extinguisher. Firefighter Meeks stated that the word extinguisher and how they are
used in the household, cars, boats, etc. would clearly indicate that the dry ingredients contained
in such are non-toxic and generally considered to be safe.
Firefighter Jones argued at length the differences between toxic and corrosive by reading
excerpts of the text on page 243. Mr. Jones suggest that the question was not properly worded,
was not fully supported and recommended that the question be thrown out.
The meeting went into closed session at 9:39 a.m. pursuant to the authority Section 551.074 of
the Texas Open Meetings Act to discuss the appeals. The meeting went back into open session
at 10:12 a.m. A motion was made and seconded for the following:
Item 2: Appeal Denied
Item 3: Throw out question#72
After no further business Chairperson Silvas adjourned the meeting at 10:14 a.m.
